Abstract

Korea has the glorious documentary cultural heritage including Annals of the Joseon Dynasty, Memory of the World, from old times. But We had been felt into serious situation, it is very difficult to find some records of late years, through rapid changes of society in modern history. Fortunately, in 1999, “law of archives management in public sector” was enacted but It is some difficult to apply to field. Accordingly, We studied archives laws and record management systems, education systems in Japan and China, neighborhood countries and compared them with Korea's. Life cycle of Gathering, Managing, Using records & archives is reflected in China's archives law, “Dangan” and It is useful to referred to Korea. On the other hand, Japan and Korea's archives law focus on administering and capturing records and archives. In case of Management agency of archives, China has a linear managing system from state to regional agency and Japan and Korea have different system in State and Region. We recommend following items ; reform archives law, status of goverment archives, professional education and arrangement etc.

이 연구의 목적은 2009년 「공문서등 관리에 관한 법률」의 제정․공포를 계기로 지금까지 진행되고 있는 일본 기록관리 제도 개혁의 추진 동력과 주요 내용을 고찰하려는 것이다. 일본 기록관리 제도 개혁의 ‘핵심 기재’로는 공문서관리법의 목적과 취지를 각 행정기관에 실효성 있게 적용시키는 법령의 체제, 즉 ‘법령=>가이드라인=>각 행정기관의 문서관리규칙’으로 이어지는 ‘다층 구조’, 그리고 법령의 ‘법적 준수’ 관련 규정과 이러한 규정들의 철저한 시행을 담보하는 심의 기구로서의 공문서관리위원회임을 확인하였다. 제도 개혁의 주요 내용으로는 공문서관리위원회의 「行政文書の管理に関するガイドライン」(가이드라인)의 개정을 통한 동일본대진재 관련 기관들의 대책회의 기록의 의무 작성과 각료들이 참석하는 각종 중요 회의 기록의 의무 작성 사례를 대표적인 것으로 소개하였다. 또한 ‘国立公文書館の機能․施設の在り方に関する調査検討会議’(조사검토회의) 활동을 통해 집권 여당의원들을 적극적인 지원하에 추진되는 ‘새로운 국립공문서관’ 건설 관련 상황과 그 의미를 확인하였다.

Abstract

The purpose of this study is to examine the driving forces and main contents of the reform of the records and archives management system in Japan from the 2009 enactment of the Public Records and Archives Management Act. The key essentials of the reform can be explained in two ways. First is through the legal system, a multilayer structure of the law and guidelines to the institutional documents management regulations for an effective application to each administrative institution. The other is the Public Records and Archives Management Commission, a deliberative body that guarantees the rigorous application and enforcement of the rules and regulations. One of the remarkable outcomes from the reform is the compulsory creation of minutes of the countermeasure meetings in government agencies related to the Great East Japan Earthquake Disaster, as well as the various significant cabinet meetings through a revision of the Guidelines for Public Administrative Records Management. In addition, the new construction of the National Archives of Japan and its meaning have been examined. It is being pushed ahead, with the active support of the ruling party members, through activities such as research and review meetings for improving the functions and facilities of the National Archives of Japan.

본고의 목적은 1894년부터 1910년까지 한국과 일본 공문서관리시스템의 중층적․종속적 구조를 밝히는 것으로, 기록사료학적 관점에서 분석하고자 한다. 연구대상 시기는 일제가 한국의 기록관리제도를 장악하여 조선을 침탈해가던 시기로서 그 내용은 일본내각과 군부가 대륙침략전쟁을 위하여 한국에 구축한 인프라 관련 기록과 통감부 설치와 관련하여 결재된 원본문서이다.특히 일본제국이 청일전쟁․동학농민전쟁을 진압하기 위해 전주를 중심으로 한 전북지역에 전략적으로 구축한 인프라기록을 중심으로 검토하였다. 이를 위해 갑오개혁기와 통감부시기에 걸쳐 일본정부가 한국을 지배하기 위해 작성한 정책․예산․인사 결정 관련 상위레벨의 결재 원본 출처와 편성 실태를 밝히고, 한국 내각과 통감부가 작성한 하위레벨 공문서 실태를 분석하였다. 그 결과 본 논문에서는 이 시기 한국의 공문서관리제도는 일국사적 관점에서만 고찰해서는 안되며, 한․일간 수직적 연관구조 속에서 중층적이고 종속적인 시스템 속에서 파악해야 한다는 점을 제기하였다.

Abstract

This paper aims to interrogate the layered and dependent structure of the modern and official document management in Korea and Japan from 1894 to 1910. The focus of its study is on documents related with the strategic infrastructure construction in Jeonbuk Province through an analysis from the perspective of historic archival studies. For this study, the chosen period was when Japanese imperialists were on their way to seize the Korean official archival system. As such, our objects are the documents connected with the institution of the Japanese resident-general system in Korea and its infrastructural constructions as part of Japan’s war plans of invading the continent. Among others, we examined the documents of the strategic infrastructure construction around Jeonju in Jeonbuk Province by Imperial Japan, in order to wage the Sino-Japanese War and subdue the Donghak Peasant Revolution. More specifically, we illuminate the sources and organization of the approval of the original documents in a higher level that is relevant to the determination of political, financial, and personnel matters, which were designed for the Japanese governmental rule over Korea from the era of the Gabo Reform to the period of the Japanese resident-generals, as well as analyze the actual states of the official documents ina lower level, which were drawn up by Korean government and the resident-general. Consequently, this paper suggests that official Korean archival system at this time must be understood under the context of a layered and dependent structure within the vertical connections between Korea and Japan, and not from the point of view of a national history.
