초록
본 연구는 국가보훈처의 ‘공훈전자사료관’ 컬렉션을 기반으로 독립 운동 컬렉션에 대한 출처별, 주제별, 자료유형별 분류 체계를 제안하였다. 먼저 출처별 분류 체계는 계층별로 구성하였으며 출처별로 분류된 기록물들은 관련 주제어에 따라 2차 분류한 후, 17가지 자료유형별로 분류하였고 ‘출처-주제-자료유형’의 인용 순서로 기술하였다. 또한 주제어를 바탕으로 한 귀납적 방법을 이용하여 유의미한 컬렉션을 도출하였다. 이를 통해 공훈전자사료관 컬렉션을 출처별, 주제별, 자료유형별로 이용자가 기록물을 쉽게 찾을 수 있도록 분류하였다. 본 연구의 결과는 독립 운동 DB 자료의 기록물 검색을 지원하기 위한 분류 체계로서 이용자의 접근성을 높이고 독립 운동 기록물 서비스를 확장하는데 기초가 될 것이다.
Abstract
This study suggests the development of a classification system for the Independent Movement Records of the Ministry of Patriots and Veterans Affairs based on the collection of Gonghun Digital Archive based on sources, subjects, and media types. First, the classification system by source is organized by hierarchy, and the records classified by source are classified into the second category based on the related keyword. Then, the records are classified into 17 media types. Finally, it is described in the citation order of “source-subject-media type.” In addition, a meaningful collection using inductive methods based on the subject words is derived. Finally, Gonghun Digital Archive collections are categorized by media types, sources, and subjects so that users can easily find the records. The result of this study is a classification system to support records retrieval of an independent movement collection, and it will become a basis for expanding the accessibility of the user and the service of independent movement records.

공공기관의 역사는 정치, 경제, 사회, 문화, 과학 등 다양한 학문 분야에서 한국 현대사 연구를 위한 중요한 사료일 뿐만 아니라, 학생이나 대중들이 관심을 가질 수 있는 중요한 기록콘텐츠이다. 본 연구에서는 2021년 기준으로 공공기관으로 지정된 350개 기관 중에서 정보공개포털에서 정보공개청구가 가능한 총 339개 공공기관을 대상으로 기관사(機關史) 편찬 현황을 조사하였다. 조사결과 총 326개(96.2%) 공공기관 중에서 217개(67%) 기관이 총 516건의 기관사(機關史)를 편찬한 것으로 확인되었다. 본 연구에서는 공공기관의 기관사 편찬 현황 조사결과를 바탕으로 공공기관의 역사 편찬과 이용자의 활용 측면에서 편찬 시기, 대상 기간, 주관 부서, 예산 및 소요기간, 접근성, 규정 등 6개 요소를 중심으로 분석하고 개선 방안을 제안하였다.
Abstract
The historical records of public institutions are not only important historical records for the study of modern Korean history in various academic fields such as politics, economy, society, culture, and science, but also important historical content that students and the public may be interested in. In this study, among the 350 institutions designated as public institutions as of 2021, 339 public institutions that can request information disclosure through the information disclosure portal were investigated. Based upon the results of the survey, it was found that 217 (67%) out of 326 (96.2%) public institutions compiled a total of 516 institutional histories. This study proposed improvement plans in terms of the compilation of history in public institutions and the utilization of users by analyzing the results of the investigation of the compilation status of history in public institutions by six elements: compilation time, target period, department in charge, budget and required period, accessibility, and regulations.

공공기관의 기관사 편찬은 기록 편찬의 한 유형으로 이용자들에게 매우 유용한 기록 콘텐츠가 될 수 있다. 그러나 대부분 공공기관에서 기관사 편찬에 대한 경험이 부족하고 참고할 지침이나 절차가 없어 어려움을 겪고 있다. 본 연구의 목적은 공공기관에서 참고하여 유연하게 적용이 가능한 기관사 편찬 모형을 개발하는 것이다. 이를 위해 문헌연구, 업무분석, 설문조사, 심층면담 및 전문가 평가를 하였다. 이러한 결과를 바탕으로 5개 프로세스, 20개 업무영역, 45개 업무요소의 기관사 편찬 모형을 제안하였다. 특히 31개의 기본업무와 14개의 선택업무로 구분하여 기관의 상황이나 기관사의 유형에 따라 유연하게 적용할 수 있도록 하였다. 본 연구의 모형은 공공기관에서 기관사 편찬 업무를 수행하는데 활용할 수 있으며, 기관사 편찬을 준비하는 단계에서 수행해야 할 업무 전반을 파악하여 일정과 계획을 수립하는 데도 활용할 수 있을 것이다.
Abstract
The history compilation of public institutions is a type of record compilation that can be very useful record content for users. The study aims to develop a model for the history compilation of public institutions that can be flexibly applied to the task while providing practical guidance for the actual work of institutional history compilation. To achieve this goal, literature reviews, task analyses, questionnaire surveys, in-depth interviews, and expert evaluations were conducted. Based on these results, the 5 processes were organized into 20 work areas and 45 detailed work elements, which were divided into 31 essential tasks and 14 optional tasks to design the final version of an institutional history compilation model for public institutions. The model of this study can be used in public institutions to carry out tasks regarding history compilation and can also be used to establish schedules and plans by identifying overall tasks to be performed in the preparation stage for history compilation.

교회기록물은 종교적 의미와 역사 문화적 가치, 교회의 효율적 운영을 위해 잘 관리되어야 한다. 그러나 교회 기록의 가치와 기록관 역할에 대한 인식 부족으로 기록관리 업무에 대한 이해와 협조, 예산과 인력 지원 등을 받기가 어려운 환경이다. 이러한 현실을 감안하여 본 연구는 개신교 기록관의 서비스 사례 조사와 새문안교회 기록관의 현황 분석, 이용자 설문조사 결과를 바탕으로 새문안교회를 중심으로 한 개신교 기록관 운영 활성화 방안을 환경, 서비스, 역할 측면에서 제시하였다. 교회기록관의 교육, 전시, 출판, 홍보 등의 서비스는 기록관의 역할과 필요성을 재조명하고 모기관인 교회에서 필수적 기관으로 자리매김하도록 할 것이다.
Abstract
For the efficient management of church documentary for religious reasons, including their historical and cultural values, the church archives should be excellently managed. However, the lack of understanding and consideration of the church records and archives makes it very difficult to have an actual grasp of its status and practical supports, such as budget and personnel, for records management. In this study, literature reviews and current status of domestic Protestant church archives, user survey of Saemoonan Presbyterian church and interviews of church archives records officer were carried out. Based on the results of the study, three parts of the proposed plan of the Saemoonan Presbyterian Archives were suggested. Education, exhibition, publication, and promotion of the church’s archival services will help redirect the roles and values of the archives, which will make it an essential part of the church.
