초록
현재 대부분의 기록관리기관의 기록정보서비스는 기관을 이용하는 일반 이용자와 학술 목적의 이용자들에게 민원 성격의 행정적 절차를 동일하게 적용하고 있어, 학술 목적 이용자의 연구 활동을 저해시킨다는 문제점을 야기하고 있다. 이에 이 연구에서는 기록관리기관의 주요한 이용자 집단인 학술연구자들이 주로 연구에 활용하는 정보원, 기록관리기관에 대한 연구자들의 이용행태, 기록정보서비스에 대한 경험 및 인식 등을 조사⋅분석함으로써, 기록관리기관의 효과적인 기록정보서비스 제공을 위한 방안을 제시하고자 하였다. 이를 위해 설문조사와 면담조사를 진행하여, 75명의 설문결과와 8명의 면담결과를 받고, 데이터를 분석하였다. 분석 결과는 연구자 배경정보, 활용 정보원, 기록관리기관 이용행태, 기록정보서비스 활용, 개선 요구사항 및 희망서비스로 정리하였다. 그리고 시사점을 바탕으로 기록관리기관의 바람직한 기록정보서비스 제공을 위한 방안을 제시하였다.
Abstract
Today’s information services in most archival institutions implement the same administrative procedures for general users and academic researchers, leading to issues hindering the latter’s research activities. As such, this study presents a direction for the effective provision of information services by investigating and analyzing information sources mainly used by academic researchers, who are one of the major user groups; researchers’ use behaviors in archival institutions; and experiences and perceptions on the such institutions’ information services. In particular, surveys and interviews were conducted, and 75 questionnaire responses and 8 interview results were analyzed. The results of the analysis were summarized into the researcher’s background information, information sources used, behaviors in using archival institutions’ services, information service utilization, improvement requirements, and desired services. Through the results’ implications, plans for the provision of information services by archival institutions were proposed based on the researchers’ needs and preferences.

영상기록물은 최근 많은 이용자들이 선호하는 매체이며, 방송영상이 중요해짐에 따라 이용 요구도 많아지고 있다. 그러나 현재 국내 대다수의 방송사 아카이브 기관들은 내부 직원을 위한 아카이브 서비스를 제공하고 있을 뿐, 일반 대중들을 위한 적극적인 기록정보서비스를 제공하고 있지 않다. 이 연구에서는 특히 해외 공영방송사 아카이브 사이트에서 일반 대중을 대상으로 제공하는 온라인 기록정보서비스를 살펴보고 국내 방송사 서비스의 개선방안을 제시해보고자 하였다. 이를 위해 온라인 접근성, 검색 및 온라인 열람 그리고 아웃리치(확장) 서비스라는 3가지 서비스영역의 기준을 설정하고, 이에 의거하여, 각 영역별로 해외 공영 방송사의 서비스를 살펴보고 분석하였으며, 국내 공영 방송사 현황을 살펴보았다. 이를 바탕으로 국내 공영방송사에 대한 일반 대중들을 대상으로 한 온라인 검색 및 자료의 제공, 다양한 아웃리치 서비스의 개발, 이용층의 확장 등, 기록정보서비스 개선 방안을 제시하였다.
Abstract
In recent years, many users preferred video records, and as the broadcasting video data becomes necessary, the demand for video records’ use has increased. However, most broadcasters’ archive agencies currently provide archive services only for internal employees, and for the general public. In this study, the web-based online information services provided to the general public in the archive sites of domestic and foreign public broadcasting companies were examined and analyzed. The evaluation criteria for the web-based records information services were identified in three service areas: online accessibility, search and online browsing, and outreach or expansion services. The overseas public broadcasters’ web-based services and the public broadcasting companies’ current status were examined for each area. Based on the examination, direction improvements, such as providing online search and records, developing various outreach services, and expanding user levels were proposed for the information services on broadcasting video data in public broadcasting companies for the general public.

본 연구는 영구기록물기술규칙 기반의 기술현황이 갖는 한계점을 살펴보고, 이에 대한 해결방안으로 RiC-CM(Record in Context – Conceptual model)을 적용한 영구기록물 기술방안을 제안하는데 그 목적을 두었다. 이를 위해 문헌연구와 사례연구를 진행하였다. 국가기록원 영구기록원 기술현황의 한계에 대한 RiC-CM 기반의 해결방안과 그에 대한 효과는 다음과 같다. 첫째, RiC-CM는 특정 영구기록물이 복수 출처맥락을 반영하는 것이 가능하다. 이는 기록물과 각각의 출처를 개체로 정의하고 이들의 연관성을 관계로 표현하는 방식으로 해결할 수 있다. 기록물 개체들의 관계를 맺어주는 것만으로도 특정 영구기록물과 관련된 출처정보를 보다 정확히 표현 가능하고, 전체적인 생산맥락을 파악하기 용이하다. 둘째, RiC-CM는 연관이 있는 기록물 철⋅건 정보를 연계하는 것이 가능하다. 특정 기록물 군(퐁)에 속하는 하위 기록물 철⋅건들은 각각 개체로 지정하고, 생산맥락에 따른 관계를 부여하는 방식으로 해결할 수 있다. 이를 통해 실제 서비스를 제공할 때 연관된 영구기록물들의 정보를 한데모아 서비스하는 것이 가능하다. 그리고 이용자 입장에서는 영구기록물 검색의 폭을 넓힐 수 있다. 셋째, RiC-CM은 특정 생산기관과 연관된 모든 생산기관 정보를 연계하는 것이 가능하다. 만약 복수의 생산기관들이 서로 연관되어 있다면, 생산기관들을 각각의 개체로 정의하고 이들 간의 관계를 ‘연관이 있다(associated with)’로 표현할 수 있다. 이를 통해 생산기관의 맥락정보, 즉 기록의 출처맥락을 종합적으로 살펴보는데 도움이 된다. 본 연구를 통해 전자기록 관리환경의 패러다임 변화에 대응하여, 차세대 영구기록물 기술규칙인 RiC-CM에 대한 연구에 활용될 수 있기를 기대한다.
Abstract
This study aims to examine the limitations of status that describe archives based on the Archival rules, and to propose a new method using the Records in Context – Conceptual model (RiC-CM) as a solution. Given this, the study conducted literature reviews and case studies. The solutions based on RiC-CM and its effects on the limitations of the existing environment are as follows. First, RiC-CM can describe multiple provenances about archives. This can be solved by defining individual records and provenances as “entity” and expressing their associations as relationships. The interrelation of entities alone can more accurately represent the information of provenances associated with a particular archive, making it easier to identify the overall context that makes records. Second, RiC-CM can link related files. Those that belong to a specific records group (fonds) can be resolved by assigning them to individual entities and making interrelation according to the context that makes records. This method makes it possible to serve information about the context that makes records. From the user’s point of view, more options are available for searching records. Third, RiC-CM can link all relevant producer-made records related to a specific production organization. If organizations are related to each other, they can be defined as “entity,” and their relationship can be expressed as “associated with.” It helps to comprehensively examine the context of provenances. The findings of this study are expected to be used as a basis for future research on RiC-CM, in response to the paradigm shift for electronic records management systems.
