초록
공공기록의 생산 주체로써 공공기록법의 이행 의무를 가진 국공립 대학의 대학기록이 현재 어떻게 관리, 보존되는지에 대한 현황을 조사하였다. 대상은 현재 국공립 대학 총 54개 중 부산경남지역의 10개 국공립 대학을 대상으로 하고 있으며, 조사 결과 현재 공공기록법은 대학기록 관리의 특수성을 고려하지 않고, 일반 공공기관에서의 기록관 기능을 대학에 그대로 적용함에 따라 대학기록관으로서의 제역할을 하지 못하고 있는 것으로 밝혀졌다. 이에, 대학기록관은 국가기록원으로의 이관이 아닌 자체적인 보존기록관(archives)의 기능을 수행하며, 이관기록과 수집기록을 통합관리를 위한 시스템 개발하고,, 국가적 차원에서는 대학기록의 과학적 관리를 위한 대학기록관 지침이 제공되어져야 할 것이다. 또한 관련 규정을 제정하며, 기록 실태조사를 통해 기록의 양을 확인하며, 공간 및 예산확보, 전문인력 배치를 통해 법률과 조화를 이루며, 대학의 생존과 발전을 돕고, 동시에 기록 생애주기에 따른 철저한 기록관리체계를 마련해야 할 것이다.
Abstract
This study examines the current status of national & public university archives management, focusing on Busan and Gyeongnam area. Because nationalpublic universities create public records, they must compulsorily execute the law, Public Records and Archives Act. However revised Public Records and Archives Act isn't reflected the peculiarity of university archives and the national and public universities are to be transferred to government archive. The records and archives of universities had better be preserved in universities themselves in order to use university member and other users. This paper points out the problem of university archives management and finalizes with some suggestions for nationalpublic university archives related to the systematic and efficient archives management.

이 연구는 박물관 기록물이 생산단계에서부터 체계적인 관리와 보존이 필요하다는 문제의식에서 출발하여 국립박물관을 대상으로 박물관 기록물의 관리 현황을 살펴보고 문제점을 파악하여 바람직한 기록물 관리 방안을 제안해보고자 하였다. 우리나라의 국립박물관 중에서 국립중앙박물관과 국립중앙박물관의 관리․감독을 받고 있는 11개 지방국립박물관을 대상으로 사례연구를 실시하였고, 문헌연구와 담당자와의 인터뷰 및 면담, 설문지조사를 실시하여 연구에 필요한 자료를 수집하였다. 그리고 이를 바탕으로 기록물 관리 현황을 살펴보고 문제점을 파악하여 바람직한 기록물 관리 방안을 제안하고자 하였다. 기록물 관리 현황은 생산과 등록, 분류와 정리, 평가와 폐기, 이관, 활용의 5단계로 나누어 살펴보았으며, 기록물 관리 인력과 기록물 관리 업무에 대한 인식, 기록물 관리 시설과 장비 현황 등을 세부적으로 알아보았다. 분석결과 바람직한 박물관 기록물의 관리를 위해 전문 인력의 배치와 인식변화, 시설 및 장비 확충, 박물관 업무에 적합한 분류기준 마련, 미정리 기록물의 정리 및 상태점검, 보존방안 마련 등이 필요함을 확인할 수 있었다.
Abstract
Museum Records is both a resource for the administration and for researchers. And It is necessary for the day-to-day operation of the museum's activity and it serves researchers of all kinds. This study is aimed to grasp the present condition of museum records management in a National Museum of Korea and 11 local national museums in Korea as a case study. To this end, two methods were used to collect the essential data. First, a comprehensive literature survey was conducted to investigate foreign successful museum records management system. Second, interview and questionnaire survey were conducted to collect the data of actual state of National Museum. The results show that National Museum should be a wholly responsible for the department and disposition of professional staffs and set up the comprehensive registration system, the standard of classification considering the museum's feature and the regular estimation system. And also National Museum should expand and improve the facilities according to 「Archives and Records Management of Public Agencies Act」.
