이 연구는 외교사료집의 편찬에서 나타나는 기록학적 쟁점을 미국의 외교사료집(FRUS)이 발간되는 역사적 과정을 통해 분석한다. 그러한 기록학적 쟁점에는 기록의 이용의 한 방법인 외교사료집 편찬의 목적과 의의, 비밀 외교기록의 해제와 공개 활용 문제, 국가안보 정보의 보호와 외교정책의 설명책임성 제공 간의 균형 모색, 외교사 편찬의 공정성의 문제, 그리고 역사기록 편찬의 방법과 원칙 등을 들 수 있다. 본 연구에서는 FRUS 시리즈에 관해서 네 가지 주제를 분석한다. 첫째, FRUS의 출판 내용과 맥락을 살펴본다. 둘째, FRUS 시리즈의 발전에 큰 영향을 준 주요한 전환기에 나타났던 정치적, 기록학적 쟁점에 대한 논의를 소개하고 분석한다. 셋째, 역사기록 선별과 비밀해제를 포함한 FRUS 시리즈 편찬의 업무절차와 편찬 원칙을 개관한다. 넷째, FRUS의 적시 출판에 지장을 준 국가안보기관의 비밀기록에 관한 접근 및 비밀해제의 절차와 현황에 대해서 살펴본다.
Abstract
This study traces the evolution of the compilation of foreign relations of the United States series and analyzes its archival issues from its historical development. The study examines the purposes of publishing the compilations of the diplomatic documents, an issue of making a balance between secrecy for national security and accountability of diplomacy, neutrality in compiling historical materials, and methods and principles of the compilation. To analyze these records issues, the study examines the contents and contexts of the compilation, historical evolution of the compilation, and the political and records issues of the compilation in the U.S. political history. The declassification issue for the historical compilation was also examined because the issue was a major obstacle to the timely publication of FRUS.
초록
기록관은 다양한 확장서비스 방법들을 활용하여 이용자들에게 홍보를 해야 한다. 그중에서도 견학은 유용한 서비스 방법이나, 기록관 견학에 대한 연구는 거의 없었다. 본 연구는 기록관 견학에 대해 연구하고 바람직한 프로그램을 제안해보기 위해, 대통령기록관을 사례로 연구를 진행하였다. 이를 위해 미국 대통령기록관 네 곳의 사례를 살펴보고 분석하였으며, 국내의 유사기관으로 견학프로그램을 제공하고 있는 김대중 도서관, 외교부 외교사료관과 국립중앙도서관의 견학 프로그램을 살펴보았다. 그리고 현재 대통령기록관에서 제공하고 있는 견학 프로그램을 살펴보고 분석하여 제한점을 확인하였다. 그리고 곧 세종특별시에 단독청사로 이전할 대통령기록관의 특성을 반영하여 다양한 이용자를 대상으로 한 바람직한 견학프로그램 구성 방향을 제시하였다.
Abstract
Archives should promote services to users using various outreach service methods. Although the archives’ tour program is one of the effective means of services, there has been few studies on the archival tour program. This study investigated archival tour programs and tried to suggest a desirable tour program, with the Korean Presidential Archives as a case. For this study, four U.S. Presidential Libraries’ tour programs were investigated and analyzed. Also, tour programs offered in similar organizations in Korea, such as Kim Daejung Library, Diplomatic Archives of the Ministry of Foreign Affairs, and National Library of Korea, were analyzed. Current tour programs offered by the Korean Presidential Archives were also analyzed and some limitations were identified. Based on the characteristics of the Korean Presidential Archives, which will be moved to independent building in Sejong City soon, desirable direction to organize tour programs for various user groups were suggested.
