초록
본 연구는 기록연구사의 정보공개청구 업무과정을 밝히고 이와 관련된 문제점을 살펴보고자 하였다. 이를 위해 11명의 현직 기록연구사들과 직접 심층 면담을 시도하여 담당자의 의견과 고충을 들었다. 이들은 주로 정보공개 처리 현황 관리자로서 역할을 이행하고 있었는데 이로 인해 외부 정보공개청구인과 기관 내 구성인 양자로부터 압력을 받는 상황에 놓이게 되는 경우가 빈번하였다. 또한 행정 소송으로 인한 업무 스트레스도 상당한 것으로 밝혀졌는데, 이러한 정보공개 업무의 스트레스는 주업무인 기록관리 업무 수행에 심각한 영향을 미치는 것으로 드러났다.
Abstract
This study aims to identify the work process of records managers under the Freedom of Information Act (FOI). In particular, it attempted to reveal the problems and difficulties that record managers encounter during FOI work. To do this, this study conducted in-depth interviews with 11 records managers who were in charge of records management and FOI work, and the accumulated data were subjectively analyzed. The study discussed the relationship between records management and FOI and emphasized the need for procedural improvements of the act to alleviate psychological pressure on records managers and help them focus more on the records management process itself.

본 연구는 기록관리 전문가를 교육 및 양성하는 주요 학문영역의 하나로서 문헌정보학의 교육과 연구의 현황을 분석하고 방향을 제시하고자 하였다. 이를 위하여 전국 35개 4년제 대학 문헌정보학과 교과과정과 기록관리학 분야 교과목의 변화를 검토하고 국내 문헌정보학과 기록관리학의 7개 학술지에 실린 문헌정보학 교수의 기록관리학 학술논문들을 대상으로 출판 동향을 조사․분석하였다. 문헌정보학의 한 영역으로서 기록관리학의 연구동향은 새로운 학문분야, 교과목 개설의 증가, 학회의 창설과 학회지의 창간, 관련 법률의 제정과 개정, 학문의 학제적 성격 등에 영향을 받는 것으로 파악되었다. 이를 기반으로 새로운 기록관리학 교과목의 개설과 융합적 연구, 그리고 타 학문 영역의 기록관리학 교육과 연구에 대한 조사 등이 필요함을 제언하였다.
Abstract
This study is aimed at the status analysis and formulation of directions for the library and information science as part of major study area for the education and training of archivist. For this purpose, this study analyzed curricular of library and information science department of 35 four year universities all over Korea and the changes in the curricular of records management area and reviewed and analyzed the library and information science professors’s articles of records management area which were published in 7 journals for the purpose of their publication trend. It was found out that the study trend of the record management area, as part of library and information science, was influenced by the new study fields, the increase in subject opening, founding of academic societies and publication of new journal, enactment and amendment of disciplinary character of studies, etc. Based on this, the necessity for opening of new records management courses, interdisciplinary research, investigation of records management education and researches of other study fields were proposed.
