초록
본 연구에서는 기록관리 전문직의 다양한 유형 및 역할 범주에 대한 연구 조사를 수행하였다. 국외 주요 관련기관 및 전문직에 관한 선행 연구를 중심으로 내용을 파악하였으며, 파악된 내용을 중심으로 주요 항목들에 관한 내용 분석을 수행하였다. 수행 결과, 기록관리 전문직 유형은 기록물, 이용자, 기관운영과 관련하여 서로 다른 업무영역들이 특화되어 있음을 파악하였고, 이는 다시 기록관을 중심으로 한 대내적인 역할 영역과 기록관과 유관기관들을 중심으로 한 대외적인 역할 영역으로 구분하여 분석할 수 있었다. 분석 결과 기록관리 전문직의 역할영역에는 기록물을 중심으로 한 기본적인 직무 역할 이외의 지식관리, 디지털자산관리 등의 다각적인 기능 확장 및 기록관과 상호작용을 하는 다양한 기관·조직과 원활한 파트너십을 수행할 수 있는 경영능력도 필요함을 확인할 수 있다.
Abstract
In this study, various types and roles of records management and archives professionals are reviewed. Throughout the literature review, types and roles of the records management and archives professionals are analyzed. The results show that roles of professionals can be divided into the areas of records, users and management. In addition to focusing on records and archives, modern archival professionals must also be adept in such areas as knowledge management and digital asset management. Business and management skills for forging partership with related organizations are also needed.

기록관리혁신이 지방행정기관까지 확산되고 있는 지금, 지방공기업에서 생산되는 기록물도 행정적인 가치와 지방 고유의 성격을 지닌 공공기록물로서 체계적인 관리와 보존이 필요하다는 문제의식에서 부산광역시 산하 지방공기업을 대상으로 기록물 관리 현황을 파악하고자 하였다. 부산광역시 산하 11개의 지방공기업 중에서 공공기록물 관리에 관한 법률에서 기록물 관리를 해야 하는 대상기관으로 지정하고 있는 지방공사와 공단 5개 기업을 대상으로 사례연구를 실시하였고, 문헌연구와 담당자와의 면담 및 전화인터뷰를 실시하여 연구에 필요한 자료를 획득하였다. 그리고 이를 바탕으로 기록물 관리 현황을 파악하고 문제점을 지적하여 개선방안을 도출하고자 하였다. 기록물 관리 현황은 생산접수, 분류정리, 이관폐기, 보존, 활용으로 나누었고 기록관의 설치 및 전문인력의 배치 여부, 그리고 구체적인 계획이 수립되어 있는지를 알아보았다. 지방공기업의 기록물 관리 업무를 개선하기 위하여 기관 내의 인식변화와 지방자치단체 및 국가기록원의 지도와 감독을 제안하였다.
Abstract
The purpose of this study is to examine the present conditions and to raise several points on the records management of the local public enterprise. On the basis of these finding we shall offer remedies to raise the efficiency of records management. Five local public enterprises under the umbrella of Busan Metropolitan City were selected. They supplied a general picture of the actual management status of public records. To improve the task of records management in local public enterprises, certain topics need to be addressed. Local Government should emphasize the importance and necessity of records management to all the staff of the local public enterprises. And the local autonomous entities and National Archives & Records Service should impose a duty on the records management of public enterprises and supervise it regularly.
