초록
현재 국내의 기업 기록관리는 기업 내부에서 자체적인 기록관리와 아카이브를 운영하는 곳은 있을지라도, 어떠한 외부의 조직도 기업기록에 대해 체계적인 지원을 하고 있지 않은 실정이다. 이에 본 연구는 이 같은 상황을 해결하기 위한 하나의 방안으로, 해외 기업 아카이브 전문가조직을 조직 형태와 기능적 역할을 분석하여 국내에 적용할 수 있는 시사점을 제언하였다. 이를 위해 해외 기업 아카이브 전문가조직을 해당 홈페이지와 문헌 연구, 담당자 이메일 인터뷰 등을 통해 분석하였다. 분석 결과 해외의 기업 아카이브 전문가 조직들은 분과 및 독립 조직의 형태로 설립되어 오랜 기간 동안 장기적인 프로젝트를 통해 기업 아카이브를 체계적으로 지원하고 있었다. 이를 바탕으로 본 연구에서는 국내 기업 아카이브 발전을 위한 전문가조직의 조직구성과 지원활동, 교육활동, 출판활동의 기능적 역할을 제언하였다. 국내 기업 아카이브의 궁극적인 발전을 위해서는 더 이상 개별 기업의 기업 기록에 대한 인식 전환과 전략 수립만이 해결책이 될 수 없다는 것은 분명하다. 본 연구는 기업 아카이브 전문가조직의 설립에 대한 논의의 시작점으로서 의의가 있다.
Abstract
At present, no outside organization provides systematic support for business archives, even though there are companies that operate their own. To resolve this situation, this study suggested that overseas business archives professionals organization could apply in Korea by analyzing the form of organizations and functional roles. As such, the organization of professionals in overseas business archives was analyzed through their website, literature research, and email interviews of the staff. Based on the analysis, overseas organizations of business archives professionals were established in the form of sections and independent organizations to systematically support business archives through long-term projects. Thus, this study proposed an organizational structure of professionals organizations for the development of domestic business archives and the functional role of supporting activities, educational activities, and publishing activities. In addition, the ultimate development of business archives is clearly no longer the only solution to the change in perception and strategy of individual companies’ business records. Moreover, this study is significant as a starting point for discussion on the establishment of business archives professionals or organizations.

연구관리 전문기관은 정부부처와 연구수행기관간의 중간자적 역할을 담당하는 기관으로 연구수행기관으로부터 수집되는 연구기록물은 연구과제의 증거적 능력뿐 아니라 연구과제의 지식 정보 공유 차원에서도 매우 중요하다. 본 연구에서는 연구관리 전문기관에서 수집하는 핵심 연구기록물의 현황을 알아보고 문제점을 분석하여 효율적인 핵심 연구기록물의 관리 개선 방안을 제시하였다.
Abstract
A research and management institution plays a middleman role between government departments and research institutes. Research records collected from research institutes are important not only as evidence for research tasks but also for knowledge and information sharing. In this study, the key research records collected by research management institutions are identified, and problems are analyzed to present efficient measures to improve key research management.
초록
이 연구의 목적은 국가기록평가의 권한과 책임의 분배를 기록보존기관과 기록생산기관의 두 주체의 측면에서 분석하는 것이다. 분석 대상은 영국, 미국, 캐나다, 호주의 법규와 정책의 내용을 중심으로 하였으며, 두 주체의 권한․책임을 다루는 항목을 분석한 후, 각국의 국립기록청이나 생산기관 한쪽에 권한이 집중되는 유형과 양 주체에 권한이 분배되는 분산형을 비교분석하였다. 분석 결과, 영구보존기록을 결정하고 아카이브 이관을 승인하는 권한은 주로 국립기록청 집중형에 가깝게 나타났다. 이와 비교하면, 개별 기관의 공공기록을 식별하고 처분일정표를 작성 및 승인함에 대해서는 국립기록청과 생산기관이 역할 과 책임을 나누는 분산형이 다수를 차지하고 있었다. 나아가, 국가기록의 평가 행위별로 권한과 책임이 구분될 수 있음을 알 수 있었다. 이를 바탕으로 국가기록원 및 생산기관이 각각 어떠한 평가 과정에 더 집중할 수 있을지를 논하는 데에 활용될 수 있기를 기대한다.
Abstract
This study aims to analyze the distribution of authorities and responsibilities (ARs) to appraise public records, especially between national archives and central or federal government institutions. For this study, archives acts and policies of Britain, the USA, Canada, and Australia were selected for analysis. After attempts in reviewing the laws and policies governing ARs of appraisal and disposition, their level of concentration were investigated and compared. The analysis shows that the ARs to determine and approve which records have archival value and what are to be transferred to archives are mainly located in the national archives. In comparison, it is common that the national archives and government institutions share ARs in identifying the public records and in preparing and approving the disposal authorities. Furthermore, it identifies that the ARs can be distinguished by individual appraisal activities and expects to be used to discuss the ARs to appraise public records in Korea.
