초록
본 연구는 기록관리 전문직의 경험 이면에 있는 인식과 그 의미를 해석하여 현재 처한 상황과 핵심 역량을 도출하고, 이를 토대로 전문가단체의 교육 서비스 방향을 모색하는 데 목적이 있다. 해석현상학적 연구방법을 통한 질적 데이터 분석 결과, 본 연구는 기록관리 현장의 요구 상황, 기록관리 전문직 핵심 역량, 교육 서비스 방향의 3개 범주와 10개 상위주제, 30개의 하위주제와 82개의 의미단위를 생성하였다. 이를 기반으로 전문가단체의 교육 서비스 방향으로, ‘업무 혁신을 위해 외부 동력을 확보할 수 있는 기회 제공’, ‘기관 간 소통 및 공론화를 위한 학습 기회 제공’, ‘새로운 파트너십과 실질적인 학습 기회 제공’을 제시하였다. 본 연구는 현재 기록관리 전문직이 처한 상황 속에서 실질적으로 요구 받고 있는 핵심 역량을 파악함으로써 전문가단체가 집중하여 지원해야 할 주요한 교육 서비스 방향을 도출하였다는 데 그 의의가 있다.
Abstract
This study aims to identify the current situation and core competencies of records managers and archivists through an in-depth interpretation of the perception and its meaning behind their experiences and, based on them, to seek the educational service directions of professional organizations. As a result of qualitative data analysis using interpretive phenomenological research method, this study identified three categories of field needs, core competencies, and educational service directions, as well as 10 super-topics, 30 sub-topics, and 82 semantic units. Based on this, this study has suggested the educational service directions of professional organizations, such as the provision of opportunities to secure external driving forces for work innovation, the provision of learning opportunities for communication and public discussion among institutions, and the provision of new partnerships and practical learning opportunities. This study is meaningful in having derived the main educational service directions that professional organizations should focus on and support by identifying the current situation and core competencies of records managers and archivists.

이 글은 근현대기록물을 수집하고 있는 기관들을 대상으로 수집된 기록물의 유형을 살펴보고 기록관의 역할과 범위, 그리고 나아가야 할 방향에 대해 살펴보고자 쓰였다. 수집된 기록물을 대상으로 근현대기록물의 범위를 지정하고 기록관의 역할을 살펴봄으로써 기록물의 수집과 보존에 대한 균형을 이룰 수 있는 방법에 대해 고민하고 전문적인 역량을 키울 수 있는 방안에 대해 제안하고자 한다.
Abstract
This article was written to examine the types of records gathered for institutions collecting modern and contemporary records, examine the role and scope of the archives, and determine the next steps. By specifying the scope of modern and contemporary records for collection and examining their role as a record repository, I would like to consider approaches to balancing the collection and preserving records and suggest methods for developing professional capabilities.

이 연구의 목적은 국가기록원의 이용자가 실제 이용하는 기록물 유형과 이용목적을 파악하고, 이용에 기반한 기록서비스 개선방안을 제시하는 것이다. 국가기록원의 기록 이용 및 제공서비스를 전반적으로 이해할 수 있는 정보가 거의 없는 상황에서 이 연구에서는 탐색적 연구 방법을 통해 현황과 쟁점을 파악하고자 하였다. 이를 위하여 우선 통계자료를 통해 국가기록원 이용자의 기록열람 실태를 확인한 후 인터뷰를 통해 기록유형별 서비스 사례를 조사하였다. 또한 인력(서비스 제공자의 역량), 도구(검색도구), 기록(적절성과 충분성)의 세 영역으로 구분하여 기록제공서비스의 성공요인과 위험요인을 조사하였으며, 이를 기반으로 국가기록원 기록서비스의 개선 방향을 제시하였다. 특히 ‘권리보호의 무기고’이자 ‘학술정보원’이라는 아카이브 역할을 고려하여 각기 다른 서비스 전략을 수립할 것을 강조하였다.
Abstract
This study aims to suggest the use-based policies for archival reference service by investigating the actual archival uses and services of the National Archives of Korea (NAK). Considering that there is little information on the overall archival reference service by NAK, an exploratory research method is adopted to understand the current status and issues of the service. In this study, the use of archival records in NAK is investigated from statistical data, and service cases by record type are collected through interviews with archival service professionals of NAK. Then, the success and risk factors of the archival reference service are analyzed in three categories of human resources (reference archivists’ competency), tools (finding aids), and records (appropriateness and sufficiency). Based on these analyses, archival reference service policy directions are proposed to strengthen the two different archival roles as “arsenal of rights protection” and “academic information provider.”
