초록
본 연구의 목적은 기록물 공개관리의 개념과 세부업무에 대해 이해하고, 관련 업무가 어떻게 수행되고 있는지를 업무 담당자 관점에서 살펴봄으로써 기록물 공개관리와 관련한 시야를 넓히고 효율적으로 공개관리 업무를 수행하기 위한 개선방안을 마련하는데 있다. 이를 위해 본 연구에서는 문헌조사, 설문조사, 심층면담을 통해 필요한 데이터를 수집하였다. 데이터 수집을 위해 부산 지방자치단체 중 7개 기관의 기록관리 전문요원을 대상으로 기록관의 기록물 공개관리 현황에 대한 심층면담을 진행하였다. 또한 그 중 4개 기관의 처리과 업무담당자 총 40명을 대상으로 설문조사를 진행하여 처리과의 기록물 공개관리 현황을 조사하였다. 이러한 조사를 통하여, 처리과와 기록관에서 수행 중인 일련의 공개관리 업무의 현황과 그 속에서의 문제점을 밝혀내고, 지방자치단체 내에서의 자구적인 노력과 더불어 국가기록원의 실질적인 업무지원을 제안하였다.
Abstract
This study seeks to grasp the current status of and suggest improvements on records disclosure management. Data were collected through a literature review, surveys, and in-depth interviews with 7 record managers and 40 office staff in local governments. Existing records disclosures were also used as references for the discussion. With this, self-reliance efforts within local governments and active roles in central records management institutions were proposed.

비공개 세부 기준은 기관에서 비공개해야 하는 대상 정보와 그에 대한 근거를 포함하는 것으로 정보공개법에 따라 업무성격을 고려하여 수립 및 공개하여야 하며, 지속적인 현행화가 요구된다. 실무적으로 반드시 필요한 도구이자 국민의 알권리를 보호하는 주요 장치임에도 불구하고 ‘비공개 세부 기준’의 취지와 역할을 돌아보거나 공공기관의 개발, 운영 현황을 살펴 본 연구는 부족했다. 이에 본 연구에서는 비공개 세부 기준을 개발하기 위한 발주기관과 연구사업 수행팀의 전략을 A기관 사례를 통해 소개하고자 한다. 특히 두 기관 간의 의사소통 및 사업 과정 중의 세부사항을 공유함으로서 향후 비공개 세부 기준을 개발 하려는 공공기관에 실무적 도움이 되기를 기대한다.
Abstract
“Detailed Nondisclosure Standards” of an institution include subject information and rationale that should not be disclosed by the institution. According to the Information Disclosure Act, such standards must be established in consideration of the nature of work, and continuous implementation is required. However, studies that reviewed the purpose and role of “Detailed Nondisclosure Standards” or the status of public institutions’ development and operation of such standards were insufficient despite such standards being an indispensable tool in practice and a major device to protect the people’s right to know. Therefore, this study introduces the strategies of the public institution and the research team to develop detailed standards for nondisclosure through the case of institution A. This will be of practical help to public institutions that intend to develop detailed nondisclosure standards in the future based on communication between institution A and the research team and sharing details during the project process.

정보공개제도는 투명한 정부라는 민주적 대의와 국민의 알 권리 향상이라는 시대적 요구에 따라 국민들의 관심이 나날이 높아지고 있다. 한편 사회가 발전함에 따라 국민의 삶의 질 향상에 있어 문화예술의 중요성 역시 점차 높아지고 있다. 이러한 배경 하에 많은 문화예술 기관에서는 시의적절하고 유용한 정보와 관심도 높은 프로그램을 제공함으로써 국민의 문화예술 활동 참여 확대에 기여하는 방안을 모색하고 있다. 이에 본 연구는 공공기관에 대한 이용자 정보요구를 파악하여 지능적으로 정보공개 서비스에 반영하는 맞춤형 정보서비스를 제안하고자 한다. 이를 위해 3개의 국내 문화예술 공공기관을 대표 사례로 선정, 1년여의 기간 동안 실제 이용자들이 접수한 정보공개청구 목록과 검색어를 수집 및 교차 분석함으로써 이용자 관심도와 정보요구 양상을 파악한다. 나아가 정보공개 업무의 자동화 및 지능화를 위한 필요사항을 정리하고 이용자 요구 중심 정보서비스를 위한 구체적인 개선방안을 제언하였다.
Abstract
The public’s interest in the information disclosure system is increasing daily in line with the democratic cause of a transparent government and demands of the people to build on their right to know. Meanwhile, as society develops, the importance of culture and art in the quality of life is also increasing. Under these circumstances, culture and arts institutions are seeking to contribute to the expansion of the people’s participation by providing timely and useful information and programs with high interest. Accordingly, this study intends to propose customized information services by analyzing the user’s needs for information on public institutions in culture and arts and reflecting on the information disclosure service. For this purpose, three public institutions of in the culture and arts will be selected as representative examples to collect and cross-analyze the list of disclosed information received by users over a year. Furthermore, the requirements for the automation and intelligence of information disclosure tasks were summarized, and specific improvement plans were proposed for customized information services.
