초록
본 연구는 전자거래에 대한 직접적 이해관계를 갖고 있지 않은 제3자 보관소 제도를 기반으로 하는 전자거래기록관리체계의 제안을 목적으로 한다. 이를 위해 관련 선행연구를 분석하고 전자거래와 전자거래기록의 개념과 유형 및 단계를 이론적 측면에서 살펴본다. 전자거래기록이 가지는 전자기록과 거래기록으로서의 복합적 속성에 대해 논하고, 전자거래기록관리 과정을 생애주기와 관리, 보관주체를 준거로 구분한다. 이를 통해 본 연구는 전자거래의 분쟁을 방지하고 조정할 수 있는 대안으로 신뢰할만한 제3자의 개입이 필수적임을 확인하고, 제3자 전자거래기록보존소를 중심으로 한 신뢰기반 전자거래기록 관리체계를 제안한다. 전자거래기록의 증거력과 관리환경을 살피고 이를 위해 준수해야 할 사항들을 논하는 한편, 거래 유형별 활용 사례들을 계약거래와 교환거래로 구분하여 제시한다.
Abstract
The study aims at providing an electronic transaction records management system based on the third party repository which do not have any interest in electronic transactions. This study reviews various articles and standards. It also discusses theoretical issues about electronic transactions and electronic transaction records. Complex characteristics of electronic transaction records are explored and management procedures are analyzed and divided into 5 stages by the life cycle and management bodies. Based on these discussions the study affirms that trustworthy third parties' interventions are essential to prevent and control potential conflicts of electronic transactions. It proposes a trustworthy electronic transaction record management system with the third party repository. Futhermore, it discusses evidence and management environment of electronic transaction records and provides cases of TTPR based on contract transaction and exchange transaction.

이 연구는 표준기록관리시스템의 개선전략을 제안하고자 하는 목적으로 수행되었다. 표준RMS의 활용현황 조사 설문지의 개방형 응답이나 면담 내용을 분석하여, 표준RMS를 도입하여 얻은 이점과 활용하지 않는 이유를 도출하였다. 그리고 인수부터 공개관리까지 표준RMS의 9가지 대기능별로 활용과 관련한 쟁점사항도 정리하였다. 마지막으로 (1) 기본 기능 중심으로 개선, (2) 사용자지원과 소통 강화, (3) 생산기관과 국가기록원 간 신뢰 구축, 그리고 (4) 기록과 메타데이터 품질 확보 등 네 가지 개선전략을 제안하였다.
Abstract
The current study aims to propose strategies for the improvement of the Standard Records Management System of Korea. Here, benefits from the system and reasons of underusage were derived based on the results taken from the analysis of interviews and answers to open-ended questions in the system usage survey. Issues related to the nine main functions of the system were also reviewed in the process. With this, the improvement strategies related to the aforementioned issues are categorized as (1) simplification of functionalities, (2) quality assurance of records and metadata, (3) strengthening user assistance and communication, and (4) trust building between the National Archives of Korea and records centers of public institutions.
