초록
본 연구에서는 전자기록물을 전자기록생산시스템에서 기록관리시스템으로 이관할 때 발생되고 있는 디지털컴포넌트의 무결성 훼손 문제를 해결하고자 클라우드 저장소를 활용한 기록물의 논리적 이관 방안을 제안하였다. 생산단계에서부터 클라우드 저장소를 활용하여 전자기록물을 생산하고, 이를 기록관으로 이관하는 전자기록물의 논리적 이관 방식은 다음과 같은 장점을 가지고 있다. 첫째, 최근에 점차 확대되고 있는 클라우드 컴퓨팅 기술을 활용하여 공공기관의 업무방식에 효과적으로 적용할 수 있는 기록물관리 방안이다. 둘째, 전자기록물을 복사하여 물리적으로 이관하는 기존의 방식보다 논리적으로 보관권한 만을 이양함으로서 전자기록물의 이관 시 발생할 수 있는 각종 위험 요소를 줄일 수 있다. 셋째, 전자기록물의 물리적인 이관에 따른 디지털컴포넌트의 오류를 미연에 방지할 수 있어 전자기록물의 무결성을 보장할 수 있다. 넷째, 전자기록물의 이관업무 수행을 위해 낭비되고 있는 행정력과 비용을 절감할 수 있다.
Abstract
In this study, we propose a logical transfer method of records using cloud storage to solve the integrity problem of digital component, which is generated when electronic records are transferred from the electronic record production system to the record management system. This method, which produces electronic records using cloud storage from the production stage and transfers them to the archives, has the following advantages. First, as a record management method, it can be effectively applied in public institutions by utilizing cloud computing technology, which has been the trend recently. Second, unlike the existing method of copying and physically transferring electronic records, the proposed method can reduce various risk factors that may occur in the transfer of electronic records by logically transferring the storage. Third, the method can prevent errors of the digital component according to the physical transfer of the electronic record; hence, the integrity of the electronic record can be guaranteed. Fourth, administrative power and cost that are wasted because of the electronic transfer of electronic records can be reduced.

과학기술분야 연구기관의 연구기록물은 연구개발사업 생애주기 전반에 걸친 설명책임을 이행하기 위한 핵심기록이다. 따라서 연구기록물은 체계적으로 관리되고, 보존되어 공유될 수 있어야 한다. 이 연구는 연구기록물 관리 방안으로 DMP의 적용 효용성을 분석하였다. 그 결과, 생산 이전단계에서의 연구기록물 관리의 필요성과 연구개발사업과 연구기록물간의 관계정보 관리의 중요성을 발견하였다. 이를 바탕으로 과학기술분야 연구기관에서 연구기록물 관리에 활용할 수 있도록 DMP를 적용하여 ‘연구기록물 관리계획(RRMP)’을 제안하였다.
Abstract
Research records are essential records to explain the accountability of research throughout the life cycle of a research project. Thus, they need to be properly managed, preserved, and shared. This study analyzed the effectiveness and ability of applying DMP to research records management. This study also suggested the RRMP (Research Records Management Plan) for the research records management and preservation in scientific research institutes. RRMP is considered as up-front planning for the research records management and preservation before any records are created.

공공기관에서 생산된 기록물이 제대로 활용하기 위해서는 기록물 공개가 우선되어야 한다. 어떤 기록물이 어떤 시점에 공개되어야 하는지를 판단하는 것은 매우 까다롭고, 무엇보다 이러한 판단에는 다양한 이해관계가 얽혀 있기 때문에 관련 규정과 운영현황을 재검토해 볼 필요가 있다. 이를 위해 본 연구에서는 기록물 활용단계별 공개제도의 특성을 토대로 현재 운영하고 있는 공개제도의 문제점을 살펴보고, 국내외 공개제도 분석을 통해 보다 전문적으로 효율적인 서비스 제공을 위한 우리나라 공개제도 운영 개선방안을 제안하였다. 특히 통합형 공개제도 운용과 분리형 공개제도 운영의 장단점 분석을 통해 우리나라에 적합한 공개제도 운영모델을 구상하는데 초점을 두었다.
Abstract
In this study, the improvement plan for the appropriate archives opening system in this country was proposed, by searching for the optimal operating method of opening system of archival institutions through the foreign instances related to the integrated type operation and the separate type operation. The opening system in the archival institutions shall be operated in consideration of the characteristics of the preserved archives and the various values and contexts rather than riding on the administrative logics.
