초록
공공기관들이 배타적으로 누려온 공공정보에 대한 독점적 지위에 근본적 변화가 일어나고 있다. 웹 2.0 기술과 공공서비스의 만남으로 설명되고 있는 거버먼트 2.0 운동은 미국, 영국, 호주 등 서구 여러나라들로 급속히 확산되면서 공공정보서비스에 새로운 패러다임을 제시하고 있다. 하지만 그간 국내 거버먼트 2.0 사례가 부재했던 상황에서 우리의 논의는 해외 사례의 소개와 분석, 그리고 국내의 도입 필요성과 가능에 대한 이론적 진단에 그치고 있다. 이에 본 연구는 공공정보의 개념과 유형, 그리고 거버먼트 2.0에 기반한 공공정보서비스의 특징을 밝히는 이론적 논의와 함께, 우리나라 최초의 거버먼트 2.0 사례라 할 수 있는 과천시의회의 ‘지방의회 2.0’과 서울특별시교육청의 ‘서울교육 2.0’에 주목한다. 두 사례는 국내 거버먼트 2.0 도입, 제안, 실행과정에서 싱크탱크로 자리한 ‘투명사회를 위한 정보공개센터’의 역할을 중심으로 조사․분석되었으며, 이를 통해 국내 거버먼트 2.0 기반 공공정보서비스를 위한 구성 요소와 각 요소별 기능을 도식화한 구축 방안을 제안한다.
Abstract
An exclusive monopoly on public sector information has been faced with dramatic changes. The movement of Government 2.0, which is described as meeting of Web 2.0 technologies and public services, provides a new paradigm for public information services, and spreads rapidly into many western countries. However, due to the absence of domestic Government 2.0 cases, our academic discussion on Government 2.0 ends up in the introduction of oversea cases and in a theoretical diagnosis. In the context, this study focuses on the first two cases of Government 2.0 in South Korea; Gwacheon Parliament's ‘Local Parliament 2.0' and Seoul Metropolitan Office of Education's ‘Seoul Education 2.0' along with theoretical debates on concepts of public sector information and Government 2.0. The case study reveals the role of Freedom of Information Center not only as a think tank, but also a policy coordinator for implementing Government 2.0 movements. As a conclusion, the study presents elements for public sector information services and proposes a planning model of Government 2.0.

전자기록관리체계로의 실질적인 진입, 2015년 전자기록물 이관 준비 등을 위한 주요 사항 분석과 대책 마련이 한국의 기록관리 분야에서 매우 중요한 현안과제 중에 하나이다. 본 연구의 목적은 미국 국가기록청의 전자기록관리 구축 사례 분석을 통해 한국의 추진과정에서 필요한 시사점을 도출하는 것이다. 이를 위해 우선 미국의 전자기록관리체계 구축 과정 및 현재 상황, ERA 기능 범위, 기록관리 측면에서 주요 고려사항, 각급 기관에서 ERA시스템 사용 절차 등을 살펴보았다. 이를 토대로 향후 우리나라가 전자기록물 이관 관리 대책을 마련함에 있어 필요한 과제로 전담 조직구성, 시범기관 참여 및 단계적 도입, 시스템 운영체계 개선 등을 제시하였다.
Abstract
It is an important issue in Korea archive field to prepare for systemic management of electronic records and transferring of electronic records in 2015. The purpose of this research is to come up with implication for Korea through the analysis of ERA of NARA. First of all, this study analyzed that the current status and history of electronic records management of NARA, the requirements document for electronic records, and use procedure of ERA. This paper suggests on the basis of these analyses that major considerations such as organization, gradual progression, and improvement of operation system are important and necessary to make a solution for electronic records management.
