초록
행정정보 데이터세트의 기록관리 필요성은 기록관리 연구자들 사이에서 넓은 공감대를 형성하고 있으며 지속적으로 연구되어 왔다. 그동안 정보 기술의 발전에 따라 행정정보시스템의 신규 구축 및 재개발이 증가하고 있음에도 불구하고 실제 공공기관에서 운영 중인 각종 행정정보시스템에서 생산된 데이터세트는 관리하지 못 하고 있는 실정이다. 그 원인은 현실 적용이 가능한 관리 방안의 부재에 있다고 하겠다. 본 연구는 구현 가능한 행정정보 데이터세트 관리 방안은 데이터세트 관리 환경의 실상에 기초하여야 한다는 판단 하에, 현재 운영 중인 행정정보시스템에서의 데이터세트 생산 및 관리 환경 사례를 조사함으로써 관리 방안 개발의 기초 자료와 유사 연구에서 활용할 수 있는 조사방법론을 제시하고자 한다.
Abstract
The need for the records management of administrative information dataset has led to a broad consensus among archivists and has been continuously studied. In the meantime, information technology has greatly advanced, and the development and redevelopment of information management systems have been increasing. Nevertheless, dataset management in information management system has not been practiced in public organizations. This is because it is supposed that no practical management plan exists. From the point of view that practical dataset management methods should be based on the reality of dataset creation and management environment, this study investigates various active datasets in working administrative information systems. The examples and the information drawn from the examination are expected to contribute to dataset management planning. Moreover, the research methods can be utilized in further studies.

기록관리 전문가와 학자들은 행정정보 데이터세트 기록의 관리 필요성과 그 시급성을 역설하여 왔으나 실제 현장에서 데이터세트의 관리는 시행하지 못 하고 있는 실정이다. 데이터세트는 기술 종속적인 특성과 방대한 규모는 물론 시스템별 다양한 운영 환경으로 인해 현행 종이기록 중심의 표준 기록관리 지침과 절차를 적용하기 어렵다. 무엇보다 데이터세트 자체의 고유한 특성을 수용하는 관리체계가 필요하며, 그 관리 방안은 업무 현장에서 적용할 수 있어야 한다. 이 연구는 공공기관에서 실제 운영 중인 행정정보시스템의 데이터세트의 현황을 조사한 분석 결과에 기반하여 데이터세트 관리 방안과 절차를 개발하여 제시하였다.
Abstract
Records management professionals and scholars have emphasized the necessity of managing data set in administrative information systems as records, but it has not been practiced in the actual field. Applying paper-based records management standards and guidelines to data set management proved to be a difficult task because of technology-dependent characteristics, vast scale, and various operating environments. Therefore, the data set requires a management system that can accommodate the inherent characteristics of records and can be practically applied. This study developed and presented data set management methods and procedures based on the analysis of data set in public administrative information systems operating in public institutions.
