초록
대학기록관은 국가기록원이 시행하는 기록관리 기관평가에서 평가 대상으로 지정된 2016년 이래로 타 기관 유형과 비교하여 평가 결과가 미진하다. 본 연구는 대학기록관의 기록관리 수준의 향상을 위해 위험관리에 관한 개선 방안을 제시하는 것을 목적으로 한다. 설문조사와 사후 인터뷰를 통해 대학기록관의 위험관리 현황을 조사하였으며, 조사 결과를 분석하여 대학기록관 위험관리의 문제점과 한계를 진단하고 개선 방안을 도출하였다. 첫째, ｢공공기록물 관리에 관한 법률｣에서 위험관리에 관한 법적 효력을 강화하고, 관련 사항을 구체적으로 규정한다. 둘째, 국가기록원은 대학기록관 위험관리의 문제점 진단과 문제 해결을 적극적으로 지원한다. 셋째, 독립기구로서의 대학기록관의 정체성을 확보하여 전문적⋅적극적으로 기록관리 업무를 수행한다. 넷째, 대학기록관의 위험관리 실무를 반영한 표준 및 매뉴얼을 마련한다. 이를 위하여 국가기록원, 대학 간의 협력, 개별 대학 등이 모두 기여해야 한다. 다섯째, 충분한 예산을 확보하여 위험관리를 수행하기 위하여 필요한 제반 요건을 갖추어야 한다. 마지막으로, 기관장과 조직 구성원들의 대학기록관 및 기록관리에 관한 인식을 고취하여, 기록관리 및 위험관리 업무 수행에 협조를 구한다.
Abstract
The purpose of this study is to improve the level of records management by enhancing the risk management in university archives. Through surveys and post-interviews, the current status of risk management in university archives was investigated, the results of the investigation were analyzed to identify problems and limitations in risk management in university archives, and the following suggestions for improvements were made. First, the legal effects of risk management should be strengthened in the Public Records Management Act, and matters related to risk management should be stipulated. Second, the National Archives of Korea should actively intervene to identify problems in risk management in university archives and provide appropriate support for problem-solving. Third, the identity of university archives as independent organizations should be secured for the implementation of professional and active records management tasks. Fourth, standards and manuals reflecting risk management practices for university archives should be prepared. Fifth, a sufficient budget must be secured to meet all necessary requirements for risk management. Lastly, cooperation in the performance of records management and risk management tasks should be achieved by raising awareness of university archives and their records management tasks among the heads of the institutions and members of the organizations.

1999년 ｢공공기관의 기록물 관리에 관한 법률｣의 제정 이후 국내 공공기관 등의 공적인 영역에서 기록관리 체계가 확립되었다. 그러나 공공기관의 업무과정에서 생산된 공공기록물의 관리에 초점이 맞춰지다보니 비전자기록관리시스템으로 관리되는 대학기록관의 역사자료 관리에는 어려움이 존재할 수밖에 없다. 이러한 어려움을 극복하기 위해 본 연구에서는 대학혁신지원사업을 활용하여 비전자기록관리시스템의 기능개선 과정을 시도한 부산대학교 기록관의 사례를 살펴보았다. 구체적으로 비전자기록관리시스템의 부서관리 기능을 개선하고 자원의 특성을 반영한 목록을 작성한 뒤 서가편성을 수행한 일련의 과정을 살펴보았다. 부산대학교 기록관의 비전자기록관리시스템 기능 개선사례 결과가 향후 유사한 어려움에 직면한 관련 기관에게 긍정적인 방향제시를 할 수 있기를 기대한다.
Abstract
With the enactment of the “Public Records Management Act” in 1999 and its revision in 2020, a records management system was established in the domestic public institutions. However, as the focus is on the management of public records, there are difficulties in managing the historical records of the university archives controlled by the nonelectronic records management system. To overcome these difficulties, this study looked at the case of Pusan National University Archives, which attempted to improve the function of the nonelectronic records management system using the “University Innovation Support Project.” In particular, it is a case in which the function of the nonelectronic records management system was improved, catalogs reflecting the characteristics of resources were produced, and then the shelves were organized. It is hoped that the improvement of the nonelectronic records management system in Busan National University Archives will provide a positive direction for related organizations facing similar difficulties in the future.

본 연구에서는 코로나19를 비롯한 각종 감염병 재난에 대한 대학의 대응체계를 마련하기 위해 대학기록관의 코로나19 도큐멘테이션 전략을 수립하였다. 이를 위해 ‘코로나19 시기 대학’을 주제로 헤크만의 도큐멘테이션 전략을 적용하여 ‘도큐멘테이션 영역 정의 및 예비분석’과 ‘전략 설계’를 수행하였다. 먼저, 예비분석 단계에서는 해외 대학의 코로나19 도큐멘테이션 사례조사와 이해관계자 면담조사를 실시하였으며, 다음으로 전략 설계 단계에서는 기록관리 전문요원을 대상으로 면담조사를 실시하였다. 이를 토대로 도큐멘테이션 전략안을 작성하였으며, 기록관리 전문요원으로부터 의견을 수렴한 후, 전략안을 확정하였다. 전략안에는 도큐멘테이션 목적과 영역, 그룹을 비롯한 참고정보, 주요 고려사항 등이 포함되었다. 이 연구는 코로나19 사례를 중심으로 대학기록관의 도큐멘테이션 전략을 개발한 것으로 추후 감염병 재난에 대비한 기록 확보 가이드라인으로 활용될 수 있을 것이다.
Abstract
This study aims to develop a COVID-19 documentation strategy for university archives, which will act as a response system to infectious diseases. The study applied the phases of “documentation area definition and preliminary analysis” and “documentation strategy drafting” described in Heckman’s documentation strategy model. In defining the documentation area and doing preliminary analysis, the author analyzed the cases of COVID-19 documentation projects at overseas university archives and conducted interviews with stakeholders. In drafting the documentation strategy, the author interviewed three archivists working in university archives. From these findings, the documentation strategy plan was developed and revised based on the feedback from archivists. The strategy plan covers the documentation purpose, subject/functional area, group, reference information, and major considerations. The findings of this study might be useful for figuring out ways to secure records related to COVID-19 or other infectious diseases in university archives.
