초록
기록관은 다양한 확장서비스 방법들을 활용하여 이용자들에게 홍보를 해야 한다. 그중에서도 견학은 유용한 서비스 방법이나, 기록관 견학에 대한 연구는 거의 없었다. 본 연구는 기록관 견학에 대해 연구하고 바람직한 프로그램을 제안해보기 위해, 대통령기록관을 사례로 연구를 진행하였다. 이를 위해 미국 대통령기록관 네 곳의 사례를 살펴보고 분석하였으며, 국내의 유사기관으로 견학프로그램을 제공하고 있는 김대중 도서관, 외교부 외교사료관과 국립중앙도서관의 견학 프로그램을 살펴보았다. 그리고 현재 대통령기록관에서 제공하고 있는 견학 프로그램을 살펴보고 분석하여 제한점을 확인하였다. 그리고 곧 세종특별시에 단독청사로 이전할 대통령기록관의 특성을 반영하여 다양한 이용자를 대상으로 한 바람직한 견학프로그램 구성 방향을 제시하였다.
Abstract
Archives should promote services to users using various outreach service methods. Although the archives’ tour program is one of the effective means of services, there has been few studies on the archival tour program. This study investigated archival tour programs and tried to suggest a desirable tour program, with the Korean Presidential Archives as a case. For this study, four U.S. Presidential Libraries’ tour programs were investigated and analyzed. Also, tour programs offered in similar organizations in Korea, such as Kim Daejung Library, Diplomatic Archives of the Ministry of Foreign Affairs, and National Library of Korea, were analyzed. Current tour programs offered by the Korean Presidential Archives were also analyzed and some limitations were identified. Based on the characteristics of the Korean Presidential Archives, which will be moved to independent building in Sejong City soon, desirable direction to organize tour programs for various user groups were suggested.

대통령기록관은 대통령의 국정 운영 기록 및 대통령과 관련된 역사적 기록물을 수집하고 관리하여 국민에게 제공함으로써 국민의 알권리를 충족시키는 특수기관임에도 불구하고, 대통령기록관에 대한 국민의 인지도 및 관련 연구는 미흡한 편이다. 또한 기록관의 현 과제는 보존과 관리도 중요하지만 그에 못지않게 공유․활용․확산에 대한 서비스 제공에 초점을 두어야 할 시점이다. 이에 본 연구는 국민들에게 대통령기록관을 보다 효율적으로 활용하고 홍보할 수 있는 다양한 서비스를 개발할 필요성에 천착하여, 오늘날 각광받고 있는 스토리텔링 전시방법을 제안하였다. 이를 통해 대통령기록관에 대한 긍정적 인식을 제고하고, 유아 및 초등학생들의 단체 방문을 유도할 수 있으며, 향후 기록물 수집정책이나 전시기획에도 도움이 될 것이다.
Abstract
The Presidential Archives collects and manages both the presidential records and historical archives related to the president which it subsequent provides to the people. Regardless of these special duties that meet the people’s right to know, its awareness and study on the Presidential Archives has not been thoroughly satisfied. It is time to focus on providing service to share and utilize records and archives, as well as for preservation and management purposes. Therefore, this study proposes exhibition methods through storytelling, which is well-known, as it pursues the importance of developing various services for a more efficient usage and promotion of the Presidential Archives. This helps raise awareness about the Presidential Archives, attract group visits of children, and provides a good example for collecting archives and planing exhibitions.

본 연구는 국내 기록관 중 대통령 기록관에서 제공하는 교육서비스를 해외 기록관과 비교․분석하여 문제점을 발견하였다. 이를 해결하기 위해 유비쿼터스 환경의 기술을 접목하여 대통령기록물활용 교육서비스 모형을 개발했다. 유비쿼터스 기술이 필요한 이유는 기관의 협업을 유기적으로 이루기 위함이며, 이를 정보활용능력을 위해 개발된 BIG 6 모형을 변형해(BIG 8 모형) 적용하였다. 유비쿼터스 기술이 기록관의 교육서비스에 미치는 기대 효과는 교육적 측면, 콘텐츠 개발 측면, 서비스 개발 측면으로 나누어 살펴보았다.
Abstract
This study proposes the formation of education service models using presidential archives based on ubiquitous technology. To accomplish these, this study analyzed various education programs of presidential archives in Korea and other countries. The reason behind the use of ubiquitous technology is to allow interinstitution cooperation and create synergy effects. With this, this technology is grafted onto the modified BIG6 Model, which is developed for information literacy. This study can be useful and valuable in the aspects of education, contents development, and service development.

대통령기록관은 다양한 형태로 기록정보서비스를 제공하고 있다. 본 연구에서는 DigiQUAL을 활용하여 대통령기록관의 웹 기록정보서비스를 평가했다. 평가 방법은 이용자 설문조사를 실시했으며, 평가 영역은 기록 및 정보검색, 기록물 활용 서비스, 확장 서비스로 나누었다. 본 연구는 설문을 분석하기 위해서 기술 통계와 신뢰도 검정을 실시했다. 그 결과, 전반적인 만족도가 낮았다. 이러한 설문 결과를 바탕으로 대통령기록관 웹 기록정보서비스 개선 방안을 제시했다.
Abstract
The Presidential Archive of Korea provides archival information services in various forms. This study evaluated web-archival information services provided in The Presidential Archive of Korea using DigQUAL. To perform the study, this study conducted a descriptive statistic and confidence tests. The evaluation method was accomplished user survey. And the evaluation territory was classified with archives and information search, archives use service, expansion service. As a result, a general satisfaction was low, and this study suggested improvement method for web archival service in the Presidential Archive of Korea.

대통령기록물은 당시의 사회성과 국정 운영에 대한 설명책임을 지니고 있는 기록물로써 대통령기록관에서는 이를 보존․관리하며 서비스 하고 있다. 그러나 대통령기록관에서 제공하는 검색시스템과 온라인콘텐츠는 이용자가 이용하는데 불편함이 있다. 보다 나은 기록정보서비스의 확장을 위해 노무현대통령 재임기간에 생산된 기록물을 이용하여 LOD(Linked Open Data)를 통해 이용자들이 편리하게 이용할 수 있는 기록정보서비스를 제공하려 한다. 구체적인 방안은 3단계로 나누었으며, 1단계는 구축방법 설정, 2단계는 온톨로지 설계, 3단계는 RDF변환 및 타 기관과의 연계방안이다. 이를 통하여 대통령기록관의 기록정보 서비스 확장방안을 제시하였다.
Abstract
The Presidential Archives preserve and manage the president's records and archives, which accounts for the social and governmental operations during the president's term of office. However, search systems and online contents provided by the Presidential Archives are difficult to use. This study proposed an LOD-based archival information service for the comfort of users. The proposed service has a better extension of archival information service contents from President Roh's term. The provision of details is divided into three steps: first step sets up the establishment methods, second step creates ontological design, and third step converts it to RDF and connects to other institutions. Through the process, this study suggests an extension of archival information service in the Presidential Archives.

국회기록보존소는 국가기록원에서 개발한 표준기록관리시스템에 보존기록관리 기능을 일부 추가한 형태의 ‘국회기록관리시스템’을 개발하여 사용하고 있다. 그러나 시스템의 근간이 되는 표준기록관리시스템은 기록관 기능 수행을 위해 개발․보급되었기 때문에 영구기록물관리기관 기능을 동시에 수행하는 국회기록보존소의 업무 기능을 모두 반영하기에는 한계가 있다. 더구나 현행 국회기록관리시스템은 법규에 따라 이관받는 공문서 관리 중심이기 때문에 의정활동과 관련하여 수집한 국회의원 기록물, 역대 국회의장 등으로부터 채록한 구술기록, 영상회의록 등 다양한 유형의 기록물을 등록하여 관리하는 데에 어려움이 있다. 이에 본 연구에서는 현행 국회기록관리시스템의 문제점 분석과 국가기록원, 대통령기록관, 창원시, 문화재청에서 운용 중인 시스템 사례연구를 통해 향후 개발 예정인 국회기록정보 통합관리시스템의 기능 구성, 메타데이터, 목표시스템 등을 제안하였다.
Abstract
The National Assembly Archives of the Republic of Korea has been using the National Assembly Archives and Records Management System, which added some archival function to the Standard Records Management System that they had previously developed. However, the Standard Records Management System has limits in order to reflect all the business functions of the National Assembly Archives, which also acts as an archival institution, because the system had been developed and distributed to perform the function of a records center. Moreover, the current National Assembly Archives and Records Management System focuses on the management of official records transferred in accordance with the regulations. For this reason, it is difficult to register and manage various record types such as records of the members of the National Assembly (related to legislative activities), oral history collected from the National Assembly leader, audiovisual records of proceedings, and so on. As such, this study analyzed the problems of the current National Assembly Archives and Records Management System and conducted case studies of the systems in the National Archives, the Presidential Archives, Changwon City, and the Cultural Heritage Administration. Through this research, it proposed that system functions, metadata, the target system of the National Assembly Archives, and the Records Integrated Management System need a development plan.
