초록

본 연구는 국내의 대통령기록물을 관리하는 통합 대통령기록관과 민간 대통령 기념재단의 현황 및 서비스를 비교․분석하기 위한 기초연구로써, 통합 대통령기록관과 민간 대통령 기념 재단의 특징 분석 및 시사점 도출을 목적으로 한다. 이를 위하여 통합 대통령기록관과 민간 대통령 기념재단을 대상으로 소장 기록물, 온․오프라인 서비스, 법․제도적 현황을 조사하였다. 이를 바탕으로 통합 대통령기록관과 민간 대통령 기념재단이 지닌 특징과 차이점을 분석하였다. 본 연구는 통합 대통령기록관과 민간 대통령 기념재단의 특징을 비교․분석하고자 시도했다는 점과 두 기관이 협력 관계로 발전하기 위한 기초연구를 도모했다는 점에서 의의가 있다.

Abstract

This study is a basic study for the comparison and analysis of the current status and service of the Unified Presidential Archives and the civilian memorial hall, which manages the country’s presidential records. For this purpose, the Presidential Archives and individual private memorial halls were surveyed on the current status of records, online and off-line services, and legal and institutional records. Based on this, the study analyzed the characteristics and differences of the Unified Presidential Archives and individual private memorial halls. This study is meaningful in that it attempted to compare and analyze the characteristics of the Unified Presidential Archives and individual private memorial halls and that the two agencies sought basic research to develop cooperative relations.

본 연구는 국내 대통령 SNS 기록물의 관리현황을 살펴보고 관리방안을 제안하는데 그 목적이 있다. 이를 위해 국외 SNS 기록물 관리사례를 살펴보았으며, 국내 대통령기록관 담당자 면담, 대통령 SNS 기록물 관리현황 및 전․현직 대통령의 SNS 계정 운영 현황을 조사 및 분석하였다. 이를 바탕으로 국내 대통령 SNS 기록물 관리의 문제점을 도출하였으며, 해외사례와 SNS 기록물의 특징을 반영하여 문제점을 해결하기 위한 수집, 관리, 서비스 방안을 제안하였다. 본 연구는 대통령 SNS 기록물의 관리에 대한 논의를 시도하였다는 점과 대통령 SNS 기록물의 기초 연구가 될 수 있다는 점에서 그 의의가 있다.

Abstract

The purpose of this study is to examine the management status of domestic presidential SNS records and to propose a management plan. Thus, the researchers examined cases of SNS records management in foreign countries, interviewed records officers in Presidential Archives, as well as conducted a status analysis of the presidential SNS records management status and the SNS accounts of former and current presidents. Based on the analysis, the current state of the domestic and international situations was analyzed. The researchers subsequently interviewed the staff in charge and found out what the problems in the current presidential SNS records management were. To solve the problems reflecting the characteristics of SNS records, a collection, management, and service plan was thus proposed. This study is meaningful in that it tried to discuss the management of the presidential SNS records and could be used as basic research of presidential SNS records.

국정운영의 투명성과 대통령기록물을 체계적으로 관리하기 위해서는 대통령기록물관리에 관한 법률의 연구가 선행되어야 한다. 이에 효율적인 대통령 기록물 관리과정을 모색하기 위한 방안으로 2007년 제정된 대통령기록물관리에 관한 법률을 살펴본 후 이를 미국의 대통령기록물 관련 법률과 비교 분석하였다. 한국과 미국의 대통령기록물관련 법률 비교를 통해 대통령기록물의 보호 및 활용 등 대통령기록물의 효율적인 관리와 대통령 기록관 운영에 도움이 되는 법적인 방안을 제안하고자 한다.

Abstract

This study is to examine President Records Management Law as tool for Systematic management of president records and Transparency of national operation. It is significant related law of the president records of United States of America after observe “President Records Management Act" in 2007 as a method for seeking efficient management Process of president records. This study suggest an efficient administration of the president records as protect and utilization of them and plans in law that supports the operation of president archives through making a comparative study of a related law of the president records between Korea and United States of America.

Abstract

본 연구는 16대 대통령기록(기록관리비서관실)을 대상으로 기록인식론적 관점에서 조사·분석하여 그 결과를 기반으로 대통령기록관리 재설계 방안을 제안하는 것을 목적으로 한다. 이를 위해 먼저 기록관리비서관실의 기능을 분석하고, 대통령기록관에 이관된 16대 대통령기록을 전체적인 시각에서 개관하였다. 다음으로 ‘업무기능 및 단위과제’, ‘기록 철·건’, ‘기록 건’을 중심으로 ‘생산시스템 유형’, ‘보존기간’, ‘보존기간 책정 사유’, ‘관리부서’, ‘이관일 및 입수유형’, ‘기록형태’, ‘전자기록 유형’, ‘공개여부’, ‘생산연도’ 등을 정량적으로 분석하고 연역적(top-down)인 방식으로 기록의 성격을 규명하였다. 마지막으로 기록분석 과정에서 드러난 특징 및 문제점을 정리하고, 분석 결과를 바탕으로 기록의 ‘재조직’, ‘서비스’부분에 대한 대통령기록관리 재설계 방안을 제안하였다.

본 연구는 탄핵 전후 국내 대통령 기록관 및 기록물에 대한 이용자 프레임을 분석하여 인식변화를 파악하는데 그 목적이 있다. 이를 위해 탄핵 전후의 프레임 분서에 대한 문헌조사를 수행하고, 관련 트위터를 수집․분석하였다. 이후 선행연구와 트위터 네트워크 분석을 통해 연구에 활용할 책임귀인, 인간적 흥미, 갈등, 도덕성, 법적 쟁점 등 5개 프레임을 설정했으며, 이를 통해 트위터에서 추출한 트위터, 뉴스를 분석하여 시간에 따른 프레임의 변화를 분석하였다. 분석결과, 인간적 흥미 프레임이 가장 높은 비율을 보였으며, 책임귀인 및 인간적 흥미 프레임은 모든 구간에서 높은 비율을 나타냈다. 이러한 프레임 분석을 통해 탄핵 전후에 따른 프레임의 변화를 살펴보고, 대통령 기록물 및 기록관에 대한 일반 대중들의 인식변화를 파악했으며, 어떠한 부분에 관심이 많았는지 분석하였다. 본 연구는 대통령 기록관 및 기록물에 대한 일반 대중들이 보인 인식의 변화를 파악한 점, 일반 대중들이 관심을 보인 부분이 무엇인지를 파악했다는 점에서 그 의의가 있다.

Abstract

This study aims to examine the change of awareness on presidential archives and records before and after impeachment by analyzing user frames. To achieve the goal of this study, prior studies of frame analysis were reviewed, and tweets of presidential archives and records before and after the impeachment were collected. This study conducted an analysis of Twitter and news extracted from Twitter using user frames and determined the differences between each frame over time. Afterward, five frames were set up to be used for the research through prior research and Twitter network analysis; changes in frames over time were examined by analyzing Twitter and news extracted from Twitter. Through such frame analysis, changes in the frame of presidential archives and records before and after the impeachment were examined, changes in public perception of presidential archives and records were identified, and areas of interest were determined. This study is significant as it identified changes in the public perception of presidential archives and records as well as in the areas of interest for the general public.

대통령제 국가에서 대통령은 매우 중요한 정치적 비중을 가지고 있지만, 대통령기록물에 관한 연구는 활성화되어 있지 못한 실정이다. 본 연구는 대통령기록물 온라인 콘텐츠를 초등교육에 활용하는 방안에 대해 살펴보고자 하였다. 초등학교 사회과를 중심으로 제시되는 대통령관련 기록물들은 인지발달이 가속화되는 시기인 초등학교 학령기(學齡期)에 대통령과 그를 둘러싼 정치적 사건, 나아가 한국 현대사를 기록이라는 프리즘을 통해 이해하는 단서를 제공해 주는 교육적 가치를 가지고 있다. 따라서 본 연구는 대통령기록관이 대통령기록물 온라인 콘텐츠를 구축하여 교사 및 학생들을 대상으로 제공함으로써 교육적인 활용방안을 높일 수 있는 방안을 탐색하는데 초점을 두었다.

Abstract

The president of the country has a very significant political role, but the study of the history about the presidency has not really been emphasized. This study is to examine how to apply the online contents about presidential history to elementary education. The documentaries presented in elementary social studies have a great effect on elementary students because their cognitive development is accelerated by understanding modern Korean history along with the presidential history and political issues through historical records. Therefore, this study focuses on investigating the method of application of the presidential history by having the presidential historian build online contents and provide this information to teachers and students.

기록관은 다양한 확장서비스 방법들을 활용하여 이용자들에게 홍보를 해야 한다. 그중에서도 견학은 유용한 서비스 방법이나, 기록관 견학에 대한 연구는 거의 없었다. 본 연구는 기록관 견학에 대해 연구하고 바람직한 프로그램을 제안해보기 위해, 대통령기록관을 사례로 연구를 진행하였다. 이를 위해 미국 대통령기록관 네 곳의 사례를 살펴보고 분석하였으며, 국내의 유사기관으로 견학프로그램을 제공하고 있는 김대중 도서관, 외교부 외교사료관과 국립중앙도서관의 견학 프로그램을 살펴보았다. 그리고 현재 대통령기록관에서 제공하고 있는 견학 프로그램을 살펴보고 분석하여 제한점을 확인하였다. 그리고 곧 세종특별시에 단독청사로 이전할 대통령기록관의 특성을 반영하여 다양한 이용자를 대상으로 한 바람직한 견학프로그램 구성 방향을 제시하였다.

Abstract

Archives should promote services to users using various outreach service methods. Although the archives’ tour program is one of the effective means of services, there has been few studies on the archival tour program. This study investigated archival tour programs and tried to suggest a desirable tour program, with the Korean Presidential Archives as a case. For this study, four U.S. Presidential Libraries’ tour programs were investigated and analyzed. Also, tour programs offered in similar organizations in Korea, such as Kim Daejung Library, Diplomatic Archives of the Ministry of Foreign Affairs, and National Library of Korea, were analyzed. Current tour programs offered by the Korean Presidential Archives were also analyzed and some limitations were identified. Based on the characteristics of the Korean Presidential Archives, which will be moved to independent building in Sejong City soon, desirable direction to organize tour programs for various user groups were suggested.

김대중도서관은 아시아 최초의 대통령도서관으로 25만여 점의 사료를 소장하고 있는 민간대통령기록관이다. 주로 김대중 전직 대통령의 생애, 근현대사, 민주화 등에 관련한 기록물을 수집하고 있으며 이를 관리하고 활용하여 사료사업, 전시사업, 연구사업 등을 진행하고 있다. 국내 민간대통령기록관은 기념재단이 주체가 되어 운영하고 있는 경우가 대부분이지만 김대중도서관은 고등교육기관이 운영하고 있다는 특이점이 있다. 이에 따라 기록물을 기반으로 하여 역사, 민주주의에 대한 교육적 역할을 수행하며 연구자에게 자유로운 연구 공간을 제공하고 기록물을 통한 연구를 지원할 수 있도록 하는 목표를 가지고 있다. 본 고에서는 교육기관의 부속기관이며 민간대통령기록관인 김대중도서관의 대표적인 기록정보서비스에 대한 사례를 소개하고 앞으로 대통령기록관의 과제를 제시하고자 한다.

Abstract

The Kim Dae-jung Library is Asia's first presidential library and is a private presidential archive with over 250,000 historical materials. It mainly collects records related to the life of former President Kim Dae-jung, modern and contemporary history, and democratization, While most of the private presidential archives in Korea are operated by memorial foundations, the Kim Dae-jung Library is unique in that a higher education institution operates it. Accordingly, it aims to take an educational role in history and democracy based on records, providing free research space for researchers, and supporting research through records. This report introduces examples of the Kim Dae-jung Library’s representative archival information service, an affiliated institution of educational institutions and private presidential archives, and presents the future tasks of the presidential archives.

본 연구는 대통령기록을 둘러싼 현재 진행형의 문제들에 대한 제도적 대안을 모색하는 데 목적이 있다. 이를 위해 본 연구는 대통령기록 관련 법령의 연혁을 살펴보고, 대통령지정기록제도를 중심으로 한 대통령기록의 보호와 공개에 관한 이슈들을 논의하고자 한다. 2013년 4월 입법 발의된 「대통령기록물 관리에 관한 법률」(일부개정법률안)의 의의와 문제에 대한 비판적 분석을 바탕으로, 대통령기록을 둘러싼 대통령기록의 범주, 관리주체, 지정대리인, 생산 관리 등 4가지 쟁점을 논의하고, 대통령기록의 보호와 공개에 대한 정책적 대안을 제시한다. 대통령기록관리기관의 독립성 보장을 위해 대통령기록관리기관의 전문성 및 중립성 확보, 위상과 기능 회복 및 강화, 대통령기록관리 책임 주체의 임기와 신분 보장이 요구되며, 대통령기록관리의 혁신을 위해 생산 관리의 강화와 보호 및 공개의 강화가 시급함을 주장한다.

Abstract

The study aims at providing alternative strategies for ongoing issues concerning presidential records. It reviews a history of legislation about presidential records management and discusses issues on protection and disclosure of access-restricted presidential records. Four major issues—presidential records’ category, management authority, designated representative, and production control—are argued. As a result, this study proposes solutions to guarantee the independence of presidential records management agency and to innovate a presidential records management process.
