초록
교회기록물은 종교적 의미와 역사 문화적 가치, 교회의 효율적 운영을 위해 잘 관리되어야 한다. 그러나 교회 기록의 가치와 기록관 역할에 대한 인식 부족으로 기록관리 업무에 대한 이해와 협조, 예산과 인력 지원 등을 받기가 어려운 환경이다. 이러한 현실을 감안하여 본 연구는 개신교 기록관의 서비스 사례 조사와 새문안교회 기록관의 현황 분석, 이용자 설문조사 결과를 바탕으로 새문안교회를 중심으로 한 개신교 기록관 운영 활성화 방안을 환경, 서비스, 역할 측면에서 제시하였다. 교회기록관의 교육, 전시, 출판, 홍보 등의 서비스는 기록관의 역할과 필요성을 재조명하고 모기관인 교회에서 필수적 기관으로 자리매김하도록 할 것이다.
Abstract
For the efficient management of church documentary for religious reasons, including their historical and cultural values, the church archives should be excellently managed. However, the lack of understanding and consideration of the church records and archives makes it very difficult to have an actual grasp of its status and practical supports, such as budget and personnel, for records management. In this study, literature reviews and current status of domestic Protestant church archives, user survey of Saemoonan Presbyterian church and interviews of church archives records officer were carried out. Based on the results of the study, three parts of the proposed plan of the Saemoonan Presbyterian Archives were suggested. Education, exhibition, publication, and promotion of the church’s archival services will help redirect the roles and values of the archives, which will make it an essential part of the church.

대통령기록관은 대통령의 국정 운영 기록 및 대통령과 관련된 역사적 기록물을 수집하고 관리하여 국민에게 제공함으로써 국민의 알권리를 충족시키는 특수기관임에도 불구하고, 대통령기록관에 대한 국민의 인지도 및 관련 연구는 미흡한 편이다. 또한 기록관의 현 과제는 보존과 관리도 중요하지만 그에 못지않게 공유․활용․확산에 대한 서비스 제공에 초점을 두어야 할 시점이다. 이에 본 연구는 국민들에게 대통령기록관을 보다 효율적으로 활용하고 홍보할 수 있는 다양한 서비스를 개발할 필요성에 천착하여, 오늘날 각광받고 있는 스토리텔링 전시방법을 제안하였다. 이를 통해 대통령기록관에 대한 긍정적 인식을 제고하고, 유아 및 초등학생들의 단체 방문을 유도할 수 있으며, 향후 기록물 수집정책이나 전시기획에도 도움이 될 것이다.
Abstract
The Presidential Archives collects and manages both the presidential records and historical archives related to the president which it subsequent provides to the people. Regardless of these special duties that meet the people’s right to know, its awareness and study on the Presidential Archives has not been thoroughly satisfied. It is time to focus on providing service to share and utilize records and archives, as well as for preservation and management purposes. Therefore, this study proposes exhibition methods through storytelling, which is well-known, as it pursues the importance of developing various services for a more efficient usage and promotion of the Presidential Archives. This helps raise awareness about the Presidential Archives, attract group visits of children, and provides a good example for collecting archives and planing exhibitions.

기록관은 다양한 확장서비스 방법들을 활용하여 이용자들에게 홍보를 해야 한다. 그중에서도 견학은 유용한 서비스 방법이나, 기록관 견학에 대한 연구는 거의 없었다. 본 연구는 기록관 견학에 대해 연구하고 바람직한 프로그램을 제안해보기 위해, 대통령기록관을 사례로 연구를 진행하였다. 이를 위해 미국 대통령기록관 네 곳의 사례를 살펴보고 분석하였으며, 국내의 유사기관으로 견학프로그램을 제공하고 있는 김대중 도서관, 외교부 외교사료관과 국립중앙도서관의 견학 프로그램을 살펴보았다. 그리고 현재 대통령기록관에서 제공하고 있는 견학 프로그램을 살펴보고 분석하여 제한점을 확인하였다. 그리고 곧 세종특별시에 단독청사로 이전할 대통령기록관의 특성을 반영하여 다양한 이용자를 대상으로 한 바람직한 견학프로그램 구성 방향을 제시하였다.
Abstract
Archives should promote services to users using various outreach service methods. Although the archives’ tour program is one of the effective means of services, there has been few studies on the archival tour program. This study investigated archival tour programs and tried to suggest a desirable tour program, with the Korean Presidential Archives as a case. For this study, four U.S. Presidential Libraries’ tour programs were investigated and analyzed. Also, tour programs offered in similar organizations in Korea, such as Kim Daejung Library, Diplomatic Archives of the Ministry of Foreign Affairs, and National Library of Korea, were analyzed. Current tour programs offered by the Korean Presidential Archives were also analyzed and some limitations were identified. Based on the characteristics of the Korean Presidential Archives, which will be moved to independent building in Sejong City soon, desirable direction to organize tour programs for various user groups were suggested.

본 연구의 목적은 도큐멘테이션 전략을 활용하여 역대 대통령기록물의 부족한 부분을 보완하고 대통령이 국정을 운영하는데 있어 참고자료가 될 수 있도록 장기적으로 대통령기록물 수집이 가능한 방안을 마련하는 것이다. 이를 위해 문헌연구, 국외 사례분석, 미국과 한국 대통령기록물 수집 사례를 살펴보았으며 국내 대통령기록물 수집과 관련하여 심층면담을 실시하였다. 심층면담은 반구조화 질문지로 구성하였고, 대상기관은 기관별로 재단 및 기념 사업회, 중앙행정기관, 대학부설기관 등 15개 기관으로 구분하여 선정하였다. 인터뷰 참여자는 총 15개 기관 17명(100%) 중에서 12개 기관 14명(82%)이며 인터뷰 결과는 질적 연구방법론의 근거이론방법에 따라 분석하였다. 이러한 인터뷰 결과를 바탕으로 대통령기록물을 수집하는 방안으로 도큐멘테이션 전략을 활용하여 수집 전략을 설계하고, 운영하며, 홍보하는 모형을 제안하였다.
Abstract
The purposes of this study are to compensate for the deficiencies of the presidential records using the documentation strategy and to establish a long-term plan for collecting presidential records that should be considered as references in country governance. For these purposes, this study examined literature reviews, foreign case studies, and the presidential records collection of the United States and Korea, and conducted in-depth interviews in relation to the presidential records collection. Semistructured questionnaires were used for in-depth interviews and 15 target organizations, such as a foundation and memorial affairs agency, central government agencies, and university-affiliated organizations, were selected. A total of 14 records collectors of 12 organizations (82%) of all 17 records collectors of 17 organizations (100%) participated in these interviews, and the interview results were analyzed according to the grounded theory of qualitative research methodology. Based on the accumulated results, this study proposes an effective model in designing collection strategy and operating and collecting presidential records through the use of documentation strategies.
