초록
이 연구에서는 기록정보서비스의 평가항목들을 선정하여 작성하고, 이를 근거로 세 곳의 다양한 기록관을 선정하여 사례연구로 정보서비스 평가를 시행하였다. 대상 기록관에 대한 방문, 관찰을 통해 평가 항목별로 검토하여 서비스의 현황과 부족한 점, 문제점 등을 평가해 보았다. 기록관들은 전문직원 부족, 규정 등 체제 및 열람실 환경 미비, 서비스보다 보존 중심의 정책 및 홍보 부족 등의 문제를 보였다. 이 연구는 기초연구로, 이를 토대로 기록정보서비스에 대한 폭넓은 규모의 평가 및 실제 개별 기록관에서의 평가 실시, 평가항목 보완 등이 제안되었다.
Abstract
In this study, evaluation criteria of information services of records centers and archives were prepared. Using those criteria, service evaluation was conducted in three records centers and archives as a case study. By visiting and observing the records centers and archives, current status, weakness, and problems were identified. Identified problems include limited professional staff, lack of policy, systems and reading room facilities, emphasis on retention rather than services, and weak outreach program. This is a preliminary study, and larger scale evaluation is suggested as well as the application of evaluation in other centers and supplementary evaluation criteria.

국내외 기록물관리기관에서는 기록정보의 이용을 확대하고자 전시, 교육 및 출판 등 다양한 형태의 확장서비스를 제공한다. 그 중 출판프로그램은 휴대성이 좋고 서비스 범위가 넓기 때문에 기록관의 기능을 알리는 홍보 효과가 뛰어나다. 또 소장 기록물의 검색도구, 역사적 가치가 있는 자료, 기록관리 업무 매뉴얼, 기록관 이용 안내 등 다양하고 유익한 정보를 이용자에게 효과적으로 전달할 수 있는 장점이 있어, 이에 대해 좀 더 면밀히 살펴볼 필요가 있다. 이 연구에서는 미국 NARA와 국내의 국가기록원의 출판프로그램 현황과 발간되고 있는 출판물의 유형을 조사하고, 출판 담당 조직 및 출판 과정 등을 자세히 비교 분석하였다. 여기에서 얻은 시사점을 기반으로 하여 국가기록원에서 진행되고 있는 출판프로그램의 한계점을 분석하고, 기록관리기관에서 앞으로 출판프로그램 운영 시 고려해야할 점들을 제안하였다.
Abstract
Both domestic and overseas archives provide various forms of outreach services including exhibitions, educations, and publications for extended users. In addition, the publication program is portable and has excellent effects within its scope. Providing various and useful information about archives is significant because they can be important resources for historical research and provide good guidelines for archival users. This study investigated the current status of the publication programs, types of publications, the publishing organizations, and publication process managed by both the National Archives and Records Administration (NARA) and the National Archives of Korea (NAK). Based on the comparison of the publishing programs of the two archives, the study analyzed the limitations of the publication program of NAK and gave suggestions for its improvement.

기록관은 다양한 확장서비스 방법들을 활용하여 이용자들에게 홍보를 해야 한다. 그중에서도 견학은 유용한 서비스 방법이나, 기록관 견학에 대한 연구는 거의 없었다. 본 연구는 기록관 견학에 대해 연구하고 바람직한 프로그램을 제안해보기 위해, 대통령기록관을 사례로 연구를 진행하였다. 이를 위해 미국 대통령기록관 네 곳의 사례를 살펴보고 분석하였으며, 국내의 유사기관으로 견학프로그램을 제공하고 있는 김대중 도서관, 외교부 외교사료관과 국립중앙도서관의 견학 프로그램을 살펴보았다. 그리고 현재 대통령기록관에서 제공하고 있는 견학 프로그램을 살펴보고 분석하여 제한점을 확인하였다. 그리고 곧 세종특별시에 단독청사로 이전할 대통령기록관의 특성을 반영하여 다양한 이용자를 대상으로 한 바람직한 견학프로그램 구성 방향을 제시하였다.
Abstract
Archives should promote services to users using various outreach service methods. Although the archives’ tour program is one of the effective means of services, there has been few studies on the archival tour program. This study investigated archival tour programs and tried to suggest a desirable tour program, with the Korean Presidential Archives as a case. For this study, four U.S. Presidential Libraries’ tour programs were investigated and analyzed. Also, tour programs offered in similar organizations in Korea, such as Kim Daejung Library, Diplomatic Archives of the Ministry of Foreign Affairs, and National Library of Korea, were analyzed. Current tour programs offered by the Korean Presidential Archives were also analyzed and some limitations were identified. Based on the characteristics of the Korean Presidential Archives, which will be moved to independent building in Sejong City soon, desirable direction to organize tour programs for various user groups were suggested.

방대한 정보 획득의 공간속에서 보다 명확한 정보를 찾기 위한 요구가 증대됨에 따라 기록관리기관에서 학술연구지원서비스의 제고는 매우 중요하다 볼 수 있다. 2019년 대통령기록관은 영구기록물관리기관에서 유일하게 학술연구지원서비스를 개시하였다. 이에 본 연구에서는 대통령기록관에서 시행되는 학술연구지원서비스의 미흡한 이용 현황을 파악하고, 대통령기록을 학술 목적으로 이용하고 연구를 진행한 경험이 있는 이용자 8명과의 면담을 통해 문제점과 요구사항 등을 분석하여 대통령기록관의 연구지원서비스 고도화 방안을 제시하고, 이를 기반으로 영구기록물관리기관의 서비스 향상을 위한 방안을 제시하였다. 연구자들은 대부분 온라인 검색을 통해 정보탐색을 하나, 배경지식에 따라 정보격차가 컸고, 정보가 부족하면 연구 범위를 축소시키며, 검색도구, 기록 관리 및 기록 공개 측면에서 문제점이 발생했고, 학술연구지원서비스에 대해 대부분 인지하지 못하였다. 이에 고도화방안을 연구자 간 정보격차 감소, 검색도구 기능의 개선, 기록의 상세한 기술, 지리적 제약의 해소, 학술연구지원서비스 홍보 및 콘텐츠 개발, 주제전문 아키비스트 양성 및 온라인채팅 서비스 제공 등으로 제시하였다.
Abstract
As the demand for finding clearer information amid vast information acquisition increases, the enhancement of academic research services is highly important. In 2019, the Presidential Archives opened the only academic research services among the permanent archives management institutions. This study aims to identify the status of the insufficient use of academic research services implemented in the Presidential Archives, analyze problems and requirements through interviews with users who have used the Presidential Archives for academic purposes and conducted research, suggest a plan to upgrade the research services of the Presidential Archives, and offer a plan to improve the services of archives institutions accordingly. Researchers mostly sought information through an online search, but the information gap was large depending on the background knowledge, and the research scope was reduced because of insufficient information. Moreover, problems occurred regarding search tools, records management, and records disclosure, and most users were unaware of the academic research services. Therefore, the advancement plans entailed reducing the information gap among researchers, improving the search tool functions, creating more detailed descriptions of records, resolving geographic constraints, promoting academic research services and developing content, nurturing subject-specialized archivists, and providing online chatting services.
