초록
빅데이터, 인공지능 등 신기술 환경에서 LOD는 기록정보자원을 내외부의 다양한 데이터들과 연결되도록 할 것이다. 이러한 연결의 중심에는 상호연결(Interlinking) 기술이 존재하며, 상호연결된 LOD는 기록정보 개방을 데이터 개방(Open Data)의 최상위 단계로 실현할 것이다. 지속적으로 증가하는 기록의 양을 감안하면, LOD 구축 시 상호연결 알고리즘을 통한 자동화는 필수적이다. 이에 본 연구는 기록정보가 외부 데이터와 상호연결되는 구조와 상호연결 시 고려해야 할 기록정보의 특성을 분석하였다. 또한 국가기록원 CAMS 데이터의 샘플을 수집하여 기록정보 LOD를 구축한 뒤, 기록물 메타데이터의 인물정보를 DBPedia와 자동으로 상호연결하는 테스트베드를 진행하였다. 이를 통해 상호연결 자동화 프로세스를 확인하고, 자동화 기술의 성능과 정확도를 확인하였다. 그리고 테스트베드를 통해 얻은 시사점을 통해 기록정보 LOD 상호연결 과정의 고려사항을 파악하였다.
Abstract
In a new technological environment such as big data and AI, LOD will link record information resources with various data from both inside and outside. At the heart of this connection is the interlinking technology, and interlinked LOD will realize the opening of record information as the highest level of open data. Given the ever-increasing amount of records, automation through interlinking algorithms is essential in building LODs. Therefore, this paper analyzed the structure of record information interlinking with the external data and characteristics of the record information to be considered when interconnecting. After collecting samples from the CAMS data of the National Archives, we constructed a record information's LOD. After that, we conducted a test bed that automatically interlinks the personal information of the record metadata with DBPedia. This confirms the automatic interlinking process and the performance and accuracy of the automation technology. Through the implications of the testbed, we have identified the considerations of the record information resources of the LOD interlinking process.
초록
4차 산업혁명에 대한 관심이 고조되고 있다. 인공지능은 그 기반기술이며 핵심적인 기술이다. 기록관리 분야에서도 해외를 중심으로 효율적인 업무처리를 위해 인공지능이 도입되고 있는 추세이다. 본 연구에서는 먼저 인공지능의 개념을 제시 한 후, 인공지능이 태동되게 된 배경을 알아보았다, 또 인공지능의 다양한 분야에 대해 알아보고, 획기적인 사례를 중심으로 발전 과정을 살펴보았다. 다양한 영역에서 인공지능의 활용사례를 텍스트 분석, 영상인식 관련, 음성인식 관련하여 살펴보았다. 이 각각의 영역에서 기록정보서비스 측면에서의 적용 사례를 확인해보고, 지능형 기록정보서비스 모듈 구성 및 인터페이스 등 앞으로 기록관리 영역에서 가능한 활용 방안을 알아보고 제시하였다.
Abstract
The Fourth Industrial Revolution has become a focus of attention. Artificial intelligence (AI) is the key technology that will lead us to the industrial revolution. AI is also used to facilitate efficient workflow in records and archives management area, particularly abroad. In this study, we introduced the concept of AI and examined the background on how it rose. Then we reviewed the various applications of AI with prominent examples. We have also examined how AI is used in various areas such as text analysis, and image and speech recognition. In each of these areas, we have reviewed the application of AI from the viewpoint of records and archives management and suggested further utilization of the methods, including module and interface for intelligent records and archives information services.

최근 각국은 정부 데이터 개방을 위한 데이터 플랫폼을 구축하고, 행정정보데이터세트 등 다양한 데이터를 민간에서 웹을 통해 자유롭게 활용하도록 하고 있다. 이 연구는 전 세계적으로 가장 많이 활용되는 대표적인 오픈 데이터 플랫폼인 소크라타와 CKAN의 기능을 분석하고, 각국의 활용 사례를 살펴보았다. 그리고 서울시의 데이터세트 서비스 현황을 사례로 검토하여, 오픈 데이터 플랫폼을 적용한 지방자치단체의 데이터세트 관리 및 서비스 방안을 개념적으로 제시하였다. 이를 통해 기록으로서의 데이터세트 서비스 제공을 위한 지방자치단체의 장기적인 보존과 관리체제 방안을 제도적 측면과 데이터의 생산 및 관리 측면, 서비스 측면 및 플랫폼의 선택 등 다양한 측면에서 제시하였다.
Abstract
Recently many countries have established data platforms to disclose government-owned data that include administrative data-sets and provide free access to the public via Web. This research analyzes the “Socrata" and “CKAN", the most popular representative open data platforms in the world, and reviews functions and their practical cases in operation in several cities of various nations. It also examines the current status of the data-set services in the City of Seoul to provide conceptual bases for management and service of the local governments’ data-sets using open data platform. Then it suggests measures that ensure the long-term preservation and management of data-sets as archives for services, which includes the aspects of preparing systems, creating and managing data, providing services, and selecting platforms.
