초록

기록정보의 관리와 보존은 활용을 전제로 행해질 때 그 의미와 가치가 살아난다. 따라서 기록관들은 기록정보의 활용을 보다 극대화하기 위하여 기록정보의 검색 및 열람이라는 단순 서비스를 탈피하여 이용자 중심의 보다 적극적 기록정보서비스를 제공하기 위한 많은 노력을 하고 있다. 본 연구는 이러한 노력을 활발히 하고 있는 각국의 국립기록관의 기록정보서비스를 유형별로 즉 1) 교육자와 학생을 위한 학습지원서비스, 2) 연구자를 위한 연구지원서비스, 3) 일반 이용자를 위한 특정주제서비스를 중심으로 하여 각각의 서비스 내용을 심층 비교 분석하였다. 마지막으로 각국의 서비스 현황 분석을 기반으로 우리나라 국가기록원을 비롯한 기록관에서 기록정보 활용을 활성화하기 위하여 제공되어야 할 기록정보서비스 방안을 제시하였다. 이러한 연구는 궁극적으로 기록관별 기록정보 이용 활성화 계획을 수립하는데 기초 자료로 활용될 수 있을 것이다.

Abstract

Providing archival information services is one of the important tasks carried out by archives. The archives, now, make efforts to provide user-oriented information services which can help users to utilize records and archives more easily. This study reviews and compares user-oriented information services, which National Archives in UK, USA, and Australia have provided actively, in terms of learning support services, research support services, and Special services for public. And then, the study suggests the strategies for improving user-oriented archival information services for archives and the institutes of records management.

Abstract

This study aims for the above mentioned. After all, through the analysis of Electronic Question/Answering Function to understand a user’s demand under online circumstances, groping for the method to provide an appropriate Archival Information Service is the most important thing. For this, in this study, it researched the users interviews and the research related to users as a precedence study, and the studies having examined the state of demanding information by users through analyzing the e-mail actually. Additionally, by looking over the study of Library and Information Science that is activated in a field of Electronic Question/Answering Function rather than Archival Science, as a matter of fact, the study has come up with the standard for analyzing Electronic Question/Answering Function. And based on the precedence study, the instances for the National Archives from USA, England, Australia and Canada were analyzed, and the chance of activating Archival Information Service were tried to grope for in the study. This study might be one of methodologies in examining the users study that is not activated yet in Archival Science. Therefore, the users study can be carried out in various methods as well as Electronic Archives/Answering Service. This study might be the important information in providing far better Archival Information Services. It is desirable that based on this opportunity, the study related to the various users by examining not only Electronic Archives/Answering Function but also Question/Answering of the users and the Archivists in the filed to the larger extend will be activated for Archival Science.

세계 각국의 아키비스트 협회 및 전문가 단체에서는 전문직적 기준과 아키비스트 윤리규정을 발표하고, 그 윤리규정을 통하여 실천적 과정에서 부딪히는 여러 가지 윤리적 문제들에 대해 윤리적 지침을 제공하고 있다. 본 연구의 목적은 외국의 아키비스트 협회에서 채택한 윤리규정을 비교하여 아키비스트 윤리규정의 제정에 필요한 필수요소를 추출하고 아키비스트 윤리규정 모델을 제시하는 것이다. 이를 위해 SAA(미국), SA(영국), ACA(캐나다), ASA(호주), ICA(국제기구) 5개 아키비스트 협회를 선정하였다. 아키비스트 윤리규정을 크게 기록정보관리, 기록정보서비스, 전문직 실천과 조직에 관한 내용으로 나누어 분석하였고, 필수요소를 제안하였다. 아울러 필수요소를 중심으로 전자기록환경에서 고려하여야 할 점도 함께 고찰하였다.

Abstract

Associations of archivists and professional communities all over the world have released criteria and code of ethics which provide solutions of ethical problems in practical uses to make their professional positions to be kept. This study aims to analyze some of existing codes of ethics established by association of archivists and suggest model of ethic codes for archivists with essential aspects. Selected associations of archivists are SAA(Society of American Archivists), SA(Society of Archivists), ACA(Association of Canadian Archivists), ASA(Australian Society of Archivists), ICA(International Council on Archives). Five codes of ethics were selected for analysis and comparison from these associations and compared with ethics for achival management, archival information service and professional activities. This study consider essential aspects in the electronic records environment.
