초록
본 연구는 지방자치단체 기록연구사의 업무를 명확히 밝히고 IPA를 활용한 직무분석, 고용형태․경력별로 업무에 대해 인지하는 차이와 특성을 규명하여 업무 운영에 효과적인 기초자료를 제시하는 것이 목적이다. 이를 달성하기 위하여 지방자치단체 기록연구사의 업무를 분석하고 설문조사를 실시하였으며, 통계분석과 IPA Matrix 분석을 실시하였다. 분석의 결과를 토대로 도출한 문제점에 대한 개선방안으로 지방기록물 관리기관의 설치, 업무 수행을 위한 예산 확보, 처리과 직원에 대한 교육, 조직 내 타부서와의 협업 및 보조인력 활용, 고용형태별․경력별에 따른 직무 재교육을 달리할 것 등을 제안하였다.
Abstract
The purpose of this study is to clarify the work of a local government records manager, provide job analysis using importance–performance analysis (IPA), and define the differences and characteristics in the perception of the work by employment and career type with the aim of providing basic data on effective business operation. To this end, this study conducted statistics analysis and an IPA matrix after analyzing the work of records managers in the local government and conducting surveys. Based on the analysis results, this study suggests installing a local archives management institution, securing the necessary budget for performing works, training staff, calling for assistant staff and collaborative work between other departments within the organization, and retraining of jobs differently based on the difference in perception of work by employment type and career as solutions.
초록
본 연구의 목적은 기록관리분야에서 갈수록 복잡한 양상을 띠는 다양한 정보공개 요구에 적절히 대응할 수 있는 방안을 모색하는 것이다. 현재 우리나라는 기록관리법에 의해 기록연구사가 기록관리를 하고 있으며, 동시에 정보공개를 함께 담당하고 있는 경우가 많다. 정보공개 업무는 단순히 정보의 공개․비공개 결정을 떠나 기관의 업무 지식과 법률적 지식을 비롯한 전문성을 필요로 한다. 그렇기 때문에 기록연구사는 정보공개 업무에 많은 어려움을 겪고 있으며, 주 업무인 기록관리에도 부담을 주고 있다. 이에 대한 개선 방안으로, 본 연구는 미국 연방정부의 정보공개를 전문적으로 담당하는 정부정보전문가(Government Information Specialist)라는 정보공개 전담 직렬의 도입을 주장하는 바이며, 이에 관한 수요를 파악하기 위해 한국의 공공기관에서 기록관리와 정보공개 업무를 병행하고 있는 실무 기록연구사를 대상으로 설문 및 심층면담을 시도하였다.
Abstract
The objective of this research is to search for measures to properly respond to the greatly increasing demands of complex information disclosure. At present, South Korea makes the deployment of records managers at public institutions mandatory through the Records Act. Records disclosure goes beyond simply deciding on the revelation and private usage of records, and requires the professionalism of institutions such as task knowledge and law-related knowledge. However, most records managers lack professionalism in the task of records disclosure despite achieving such in their regular work of managing records. As a countermeasure for such issues, this research is proposing the introduction of a series of exclusive charges in records disclosure named the Government Information Specialist, which professionally manages the records disclosure of the US government. In addition, to understand the demand of such, surveys and interviews of records managers who undertake both records management and records disclosure tasks at a South Korean public institution was also conducted.
