초록
본 연구는 영국의 대표적인 기록관리학 학술지인 Archives and Records에 수록된 연구 논문을 분석하여 국외 기록관리학 연구의 동향을 살펴보고 국내의 기록관리학 연구 동향과 비교하기 위해 수행되었다. 2013년부터 최근까지 10년 동안 ｢기록학연구｣에 수록된 318편의 논문과 ｢Archives and Records｣에 수록된 142편의 논문을 대상으로 정량분석을 통해 저자 분포와 공동연구의 비율, 소속기관의 유형별 분포, 주제분야별 분포를 파악하고, ｢기록학연구｣에서 1,251개, ｢Archives and Records｣에서 508개의 저자키워드를 추출하여 네트워크 분석을 수행한 결과 ｢기록학연구｣에는 (1) 아카이브, 기록, 기록관리, 기록정보서비스 등 기록관리 일반에 관한 연구, (2) 공공기록물 관련 연구, (3) 민간기록물 관련 연구, 그리고 (4) 기록의 평가·선별, 폐기 등 기록관리의 기술에 관한 연구 등이 군집을 이루고 있고, ｢Archives and Records｣에는 (1) 커뮤니티 아카이브나 지역 아카이브와 관련한 다양한 실제 사례를 다루는 연구가 많고, (2) 기록의 기술이나 선별, 접근, 보존, 서비스 등 기록관리의 기술과 관련된 연구가 꾸준히 이루어지고 있으며, (3) 구술기록이나 시청각기록 등의 디지털화에 관한 연구도 주요 주제 중 하나라는 점을 알 수 있었다.
Abstract
The study aims to investigate research trends in the UK records management field and compare the results with domestic research by analyzing research articles published in Archives and Records for the UK’s research trends and The Korean Journal of Archival Studies (KJAS) for domestic ones. The study analyzed 318 articles published in KJAS and 142 articles published in Archives and Records since 2013, when the journal changed its title from Journal of the Society of Archivists, to investigate the distribution of authors, including the ratio of coauthorship and authors’ affiliations. A set of 1,251 unique terms were extracted from KJAS, and 508 unique terms were extracted from Archives and Records for keyword co-occurrence network analyses. The result shows that the main research topics for KJAS include studies on (1) records management in general, such as archives, records, records management, and archival information service, (2) public records management, (3) personal or private records management, and (4) the techniques for records management, such as archival appraisal, selection, and disposition. In Archives and Records, (1) there are several case studies related to community and local archives, and (2) studies related to records management techniques, such as records description, appraisal, access, preservation, and service, have been performed continuously; furthermore, (3) studies on the digitization of oral history and audiovisual records are also one of the most researched areas.

국내 기록관리 기관은 대체로 '1인 기록관 체제'를 따르기 때문에 방대한 양의 전자기록물을 관리할 인력과 자원이 부족한 상황이다. 이러한 실정에서 최근 각광을 받고 있는 ‘생성형 AI’ 기술을 활용해 전자기록관리 업무 및 기록정보서비스를 자동화 및 지능화할 수 있다면, 기록관리 담당자의 업무 부담이 경감되고 이용자의 서비스 만족도를 높일 수 있을 것이다. 이에 따라 본 연구는 ‘생성형 AI’ 기술을 기록관리 실무에 활용할 방안 제시를 목표로, 먼저 기록관리 분야의 여러 업무를 지능적으로 자동화하고자 하였던 선행연구를 살펴보았다. 이후 생성형 AI 기술의 기본 개념을 정리하고, 국내 생성형 AI 활용 사례를 조사하였다. 그다음 기록관리 분야에 생성형 AI를 적용시킬 범위를 정의하였으며, 이를 토대로 구체적인 활용 방안을 제안하였다. 특히 제안 방안에 대해서는 공개된 상용 생성형 AI 서비스를 적용한 결과를 제시하거나 타 분야의 실례를 들어 실효성을 확인하였다. 마지막으로 기록관리 분야에서 생성형 AI 기술을 활용할 시의 이점과 시사점, 그리고 선결되어야 할 한계점을 제시하였다. 본 연구는 기록관리 현업에서 생성형 AI 기술을 접목할 수 있는 업무를 발굴하고, 그 업무에 맞는 실효성 있는 활용 방안을 제시하였다는 점에서 의의가 있다.
Abstract
Records management institutions in Korea generally face a situation where they lack the workforce to manage the vast amount of electronic records. If electronic records management tasks and archival information services can be automated and intelligentized, the workload can be reduced and the service satisfaction of users can be improved. Therefore, this study proposes to utilize “generative AI” technology in records management practice. To achieve this, the study first examined previous research that aimed to intelligently automate various tasks in the field of records management. The fundamental concepts of generative AI were subsequently outlined, and domestic cases of generative AI applications were investigated. Next, the scope of applying generative AI to the field of records management was defined, and specific utilization strategies were proposed based on this. Regarding the strategies, the effectiveness was verified by presenting results from applying commercial generative AI services or citing examples from other fields. Lastly, the benefits and implications of using generative AI technology in the field of records management, as well as limitations that must be addressed in advance, were presented. This study holds significance in that it identified tasks within the field of records management where generative AI technology can be integrated and proposed effective utilization strategies tailored to those tasks.

기술혁신을 통한 국가경쟁력 강화를 목적으로 연구개발 투자 규모가 증가하고 있으며, 투자 효율성에 대한 관심이 높아지고 있다. 기록관리 분야에서는 국가기록원이 2008년부터 국가연구개발사업을 주도하고 있다. 이에 본 연구는 2008년부터 2022년까지의 국가기록원 용역 연구과제 111건을 대상으로 수행주체, 성과, 주제 등의 측면에서 기록관리 분야 연구개발사업을 분석하였다. 분석 결과, 연구 수행주체는 중소기업, 연구성과는 학술발표가 가장 많았으며, 연구보고서의 성과와 실제 성과 간 일부 차이가 있었다. 연구 주제 측면에서 기록물 형태는 종이문서, 국가기록원 업무 중에서는 전자적 관리체계 구축, 기록관리 업무 과정과 연구과제별 중심단어 빈도 기준으로는 보존에 대한 연구가 주로 수행된 것으로 나타났다. 디지털 전환 관련 빅데이터 활용과 지능형 기술 개발의 측면에서는 111개 과제 중 9%인 10건이 해당하는 것으로 나타났다. 따라서 연구 사업 종료 후에도 성과에 대한 사후 관리를 통해 연구개발사업의 효과성을 높여야 할 것이며, 연구 주제에 있어서는 보존 이외의 이관, 분류, 평가, 생산, 수집 등에 대한 연구와 디지털 전환에 대응하는 연구의 필요성을 확인하였다.
Abstract
The scale of research and development (R&D) investment is increasing to strengthen national competitiveness through technological innovation, leading to an increased interest in investment efficiency. In records management, the National Archives of Korea has been leading the national research and development project since 2008. Accordingly, this study analyzed R&D projects in records management regarding implementing organization, performance or outcomes, and subjects, targeting 111 National Archives of Korea contract research projects from 2008 to 2022. The analysis showed that small and medium-sized enterprises (SMEs) were the most likely to conduct research, the majority of the research outcomes were academic publications, and there were some discrepancies between the reported performance in research and the actual performance. In terms of research subjects, the most common type of records are paper or print documents, establishing an electronic management system among the National Archives’ works. In terms of the frequency of keywords in the records management process and research projects, it was found that research was mainly conducted on “preservation.” Meanwhile, only 10 cases, or 9% of the 111 projects, were found to be relevant in terms of utilizing big data and developing intelligent technologies related to digital transformation. Therefore, the effectiveness of the R&D project must be improved through follow-up management of the results even after the research project is completed. In addition, in terms of research topics, it was identified that aside from “preservation,” studies focusing on “transfer,” “classification,” “evaluation,” and “collection,” as well as research that responds to digital transformation, are needed.
