초록
전자기록물의 이관할 때, 전자기록물의 필수 메타데이터의 검증과 실제 문서에 있는 메타데이터를 이용한 검증도 중요하다. 본 연구에서는 전자기록물에 포함된 다양한 형식의 전자파일 중에서 본문파일에서 메타데이터를 추출하고 항목별로 분류한 후 이관되는 메타데이터 항목과 비교 검증을 위한 기술 개발을 연구하였다. 해외에서 개발된 추출 도구와 달리 국내 전자결재 형식을 감안하여 첨부된 본문파일에서 메타데이터를 추출하는 기술을 개발하였으며, 기록물 문서 메타항목에 저장된 원 메타데이터와 추출 메타데이터간 비교 검증을 수행하는 도구를 개발하였다.
Abstract
When migrate electronic records, the validation of the required metadata in electronic records and verified with the metadata in the document are also important. This paper presents a method and implements a tool to extract data from files in various formats and use them to validate metadata associated with the files in electronic records. Compared to other metadata extraction tools, especially developed in foreign countries, the standard form of documents used in Korean government is taken into account and metadata is extracted from the content of files. The tool compares the extracted data to encapsulated metadata for validation.

정보량의 빅뱅, 전자기록물의 대량 생산, 다양한 기록매체의 출현 등 급변하는 기술변화 환경 하에서 안정적인 전자기록관리체계 구축․운영을 위해서는 적극적으로 관련 기술 흐름과 발전 방향을 이해하고 준비․대응해나가는 것이 매우 중요하다. 이에 본 연구에서는 우선 현재 기록매체와 관련된 기록관리 법령과 표준 등의 미비점을 도출하였다. 제도의 개선 방향을 모색하고자 기록매체와 관련된 기술 현황과 기록매체의 수명과 관련된 연구 결과들을 분석하는 동시에 미국, 영국 등 해외 사례들을 살펴보았다. 이와 같은 분석 결과를 바탕으로 본 연구에서 기록매체 종류의 확대, 기록매체 선택 요소의 수정․보완, 기록매체의 효율적인 관리 방안 등 제도적인 개선 방향을 제시하였다.
Abstract
It is very important to understand changing technological environment such as information big bang, mass production of electronic records, and emergence of many storage media for the sake of promoting reliable electronic records management system. This study examined the insufficiency of current archives acts and standards, and compared to recording storage media and related technologies. Through these analyses, this paper proposes the revision of archives acts and standards such as the expansion of types of media, the elaboration of guidance for media selection. and the efficient maintenance plan for recording media.

본 연구는 인적자원개발에 유용한 역량을 중심으로 기록관리전문직의 인식을 분석하는 데 그 목적이 있다. 이를 위해서 역량을 직업적 역량인 직무, 지식, 기술과 내면적 역량인 흥미, 성격, 가치로 나누고 O*NET(미국직업정보시스템)을 중심으로 역량 요소를 도출하였다. 도출된 55개의 역량 요소를 바탕으로 국가기록원, 중앙행정기관, 지방자치단체, 교육청, 대학교 소속의 기록물관리를 담당하는 전문가를 대상으로 설문 조사를 실시하였으며 회수한 설문 응답은 PASW 18.0을 이용하여 중요도와 보유수준 및 그에 따른 차이를 분석하였다. 분석 결과를 통해 기록관리전문직이 인식하는 역량의 중요도와 보유수준 및 이 양자의 차이를 제시하였으며, 소속기관과 경력에 따른 유의미한 차이도 제시하였다. 또한, O*NET에 나타난 역량의 중요도 순위와 비교하여 미국과 한국 기록관리전문직의 인식 차이를 제시하였다.
Abstract
The purpose of this study is to survey the importance and holdings of competency of Archives and Records management Professions and compare the difference between the quantum. For these purposes, I derived six competencies(tasks, knowledge, skills, interests, work values and attitudes) from O*NET and used this by questionnaire. Survey is conducted to archivist and records managers in National Archives, central government agencies, municipalities, school districts and universities. Through this analysis, I seized core competencies and holdings of archivists and records managers and the difference between the quantum by organization and career. In addition, I suggested the difference between Korean's and American's competency importance.
