초록
본 연구는 국회기록보존소를 중심으로 하는 국회 기록관리기관의 직제와 직무의 문제점을 파악하고 이에 대한 대안을 제시하는 데 목적을 두었다. 이론적 논의로 국회 기록관리 책임 부서의 직제 연혁을 살폈고, ‘영구기록물관리기준 표준운영절차’를 준거로 삼아 영구기록물관리기관의 직무를 파악하였다. 이를 바탕으로 국회기록보존소의 직제 현황을 분석하고, 국회기록보존소 직원을 대상으로 직무 조사를 실시하였다. 직제 영역의 개선방안으로 국회 영구기록물관리기관의 재지정, 국회 소속기관 설치, 헌정기념관의 통합적 운영을 주요 과제로 논하였고, 이를 반영한 조직 개편안을 제시하였다. 직무영역으로는 관리대상 기록물 범주 확대와 기록관리 전문 인력 강화의 필요성을 살폈으며, 앞서 제시한 직제 개편에 맞는 담당별 업무분장을 제안하였다.
Abstract
The study is aimed at providing alternative strategies for the National Archives Assembly organization and the job. As a theoretical background, it reviewed the history of the National Archives Assembly’s records management organization and analyzed duties of a permanent records management institution based on the “Standard Operating Procedure for Archival Institutions.” Moreover, this study discussed the National Archives Assembly’s current organizational status and surveyed jobs of the National Assembly Archives staff. As a result, for the organization area, it suggested that the National Assembly should reappoint its permanent records management institution, establish records centers, and reassign the management authority on the Memorial Center to the National Archives Assembly. Furthermore, the study provided a reorganization plan. For the job area, it argued a necessity for expanding the job domain and reinforcing professional manpower. In line with this, it provided duties that were customized for the reorganization plan.
초록
본 연구의 목적은 국내 정보공개 연구의 동향을 분석함으로써 관련 분야의 연구 방향을 제시하는 데 있다. 정보공개제도와 연계된 복수 학문분야의 연구논문을 추출하여 최종 97편을 연구대상으로 선정하였다. 연구대상이 된 학술 논문의 학문적 배경, 연구자 및 연구체제를 살펴보는 한편, 연도별, 연구주제별 분석을 수행하고, 시기별 연구주제의 변화와 흐름을 파악하였다. 분석결과, 시간이 지날수록 다양한 학문분야로 정보공개 연구가 확산되는 긍정적인 측면이 있음을 확인한 반면, 연구 방법, 목적, 대상 등이 편향되어 있어 정보공개의 여러 측면을 볼 수 없는 한계가 있었다. 정보공개가 기록관리, 법제도, 데이터 활용 등 다양한 이슈를 내포하는 복합적 영역이라는 점을 고려할 때, 확장된 정보공개 개념의 다학제적 융합연구가 필요하다.
Abstract
The study aims at providing research trends of information freedom in Korea. A total of 97 articles, which deal with issues on freedom of information from multidisciplinary areas, were selected for this study. These articles are analyzed according to academic backgrounds, research subjects, disciplinary characteristics, and each research period. The study found that the articles, which review various aspects of freedom of information, are conducted by a number of different disciplinary fields as time passed. However, there was a certain tendency that research methods, purposes, and subjects in this area are limited and biased. As a result, it suggests that expanded multidisciplinary studies are needed and that the complex nature of issues related to freedom of information should be considered.

본 연구는 대통령기록을 둘러싼 현재 진행형의 문제들에 대한 제도적 대안을 모색하는 데 목적이 있다. 이를 위해 본 연구는 대통령기록 관련 법령의 연혁을 살펴보고, 대통령지정기록제도를 중심으로 한 대통령기록의 보호와 공개에 관한 이슈들을 논의하고자 한다. 2013년 4월 입법 발의된 「대통령기록물 관리에 관한 법률」(일부개정법률안)의 의의와 문제에 대한 비판적 분석을 바탕으로, 대통령기록을 둘러싼 대통령기록의 범주, 관리주체, 지정대리인, 생산 관리 등 4가지 쟁점을 논의하고, 대통령기록의 보호와 공개에 대한 정책적 대안을 제시한다. 대통령기록관리기관의 독립성 보장을 위해 대통령기록관리기관의 전문성 및 중립성 확보, 위상과 기능 회복 및 강화, 대통령기록관리 책임 주체의 임기와 신분 보장이 요구되며, 대통령기록관리의 혁신을 위해 생산 관리의 강화와 보호 및 공개의 강화가 시급함을 주장한다.
Abstract
The study aims at providing alternative strategies for ongoing issues concerning presidential records. It reviews a history of legislation about presidential records management and discusses issues on protection and disclosure of access-restricted presidential records. Four major issues—presidential records’ category, management authority, designated representative, and production control—are argued. As a result, this study proposes solutions to guarantee the independence of presidential records management agency and to innovate a presidential records management process.
