초록
본 연구의 목적은 IPA(Importance Performance Analysis) 기법을 활용하여 사립대학 기록물관리전문요원의 직무를 분석하여 직무의 중요도와 실제 업무 수행의 성취도 차이를 분석하는데 있다. 또한 전문적인 교육을 통해 기록물관리전문요원의 자격을 갖춘 집단과 그렇지 않은 집단의 차이를 분석하고자 하였다. 우선, 연구 목적 달성을 위해 법령과 지침 등을 통해 기록물관리전문요원이 수행해야 하는 업무를 도출한 후 실제 기록물관리전문요원의 검증을 거쳐 세부 업무를 확정하였다. 이를 기초로 사립대학 기록물관리업무 담당자에 대한 설문조사를 실시하였으며 수집된 데이터는 업무의 중요도와 실제 성취도를 알아보기 위해 IPA기법을 활용하여 분석하였다. 분석 결과, 기록물관리전문요원과 전문요원이 아닌 경우 모두 기록관리 업무를 수행하고 있기 때문에 중요도에 대한 이해는 높은 편이었다. 그러나 실제 성취에 있어서 기관의 인식과 같은 환경적인 요인이 상당 부분 영향을 미치고 있는 것으로 나타났다.
Abstract
The purpose of this study is to analyze the difference between job importance awareness and actual job achievement of archivists of private universities through importance–performance analysis (IPA), and to analyze the difference between certified and noncertified archivists about the above two factors. To achieve the purpose, the detailed job activities were drawn through a review of laws, regulations, and policies. The detailed list of job activities was confirmed by a few current archivists, Using the confirmed list of detailed job activities, a survey was conducted for archivists of private universities. The collected data in the survey were analyzed using the IPA method. According to the study results, the two groups of archivists have a clear understanding of their jobs; however, environmental factors influence the actual achievement of the jobs.
초록
본 연구의 목적은 기록물 공개관리의 개념과 세부업무에 대해 이해하고, 관련 업무가 어떻게 수행되고 있는지를 업무 담당자 관점에서 살펴봄으로써 기록물 공개관리와 관련한 시야를 넓히고 효율적으로 공개관리 업무를 수행하기 위한 개선방안을 마련하는데 있다. 이를 위해 본 연구에서는 문헌조사, 설문조사, 심층면담을 통해 필요한 데이터를 수집하였다. 데이터 수집을 위해 부산 지방자치단체 중 7개 기관의 기록관리 전문요원을 대상으로 기록관의 기록물 공개관리 현황에 대한 심층면담을 진행하였다. 또한 그 중 4개 기관의 처리과 업무담당자 총 40명을 대상으로 설문조사를 진행하여 처리과의 기록물 공개관리 현황을 조사하였다. 이러한 조사를 통하여, 처리과와 기록관에서 수행 중인 일련의 공개관리 업무의 현황과 그 속에서의 문제점을 밝혀내고, 지방자치단체 내에서의 자구적인 노력과 더불어 국가기록원의 실질적인 업무지원을 제안하였다.
Abstract
This study seeks to grasp the current status of and suggest improvements on records disclosure management. Data were collected through a literature review, surveys, and in-depth interviews with 7 record managers and 40 office staff in local governments. Existing records disclosures were also used as references for the discussion. With this, self-reliance efforts within local governments and active roles in central records management institutions were proposed.
