초록
본 연구는 웹을 통한 설문과 면담을 통해 기록관에서 제공되는 기록정보서비스의 현황을 파악해보았다. 기록관에서는 아직 서비스를 다양하게 제공하지 못하나 그래도 내부 이용자들에 SNS 등을 통한 기록의 제공도 많이 이뤄지고 전시 등도 이뤄지는 등 서비스들이 일부에선 적극적으로 시행되고 있음을 알 수 있었다. 또 요구되는 기록들의 종류는 증빙과 업무 참고자료들이 많았고, 제공되는 검색도구도 검색기능 등에 한계가 많은 것으로 파악되었다. 이용자 서비스를 제대로 시행하는 데에는 기록전문가가 기관에서 혼자 모든 기록관리업무를 시행함에 따라 인력 부족에 의한 서비스를 제공할 여력이 없는 것이 가장 큰 장벽이었으며, 기록의 정리가 잘 안되어 있는 상황, 시스템의 미비에 의한 한계 등이 제시되었다. 서비스 개선을 위해서는 시스템 개선과 인력의 보충이 가장 시급히 해결되어야 할 것으로 판단되었다.
Abstract
This study investigated the status of information services in records and archives centers using the Web to survey and by interviewing archivists and professionals. Services offered are not various, but some actives services including offering records via SNS and provising exibitions using records are offered. Many of the requested records are for evidence and reference for works, and the finding aids are limited in their functions. Also, the barriers in offering services were mostly due to the fact that the duties of managing records are mostly performed by one profession, and they have not enough time to provide services with the lack of manpower. Also the arrangement and description level is not enough and the records systems have limitations including lack of search functions. For better services, improvement of the systems and the supplement of manpower is considered to be most urgent.

국가기록관은 국가적 보존가치가 높은 중요 기록물을 소장하고 있는 곳이며, 교육과 연구에 도움이 되는 다양한 자료와 정보를 보유하고 있는 곳이다. 따라서 웹사이트를 통해 기록물에 대한 서비스를 효과적으로 제공한다면 현재 이용자의 기록정보서비스 만족도를 높이고, 잠재적 이용자를 개발할 수 있다. 본 연구에서는 국가기록관 웹사이트 평가에 적합한 지표를 개발하고 이 지표를 이용하여 국내외 국가기록관 웹사이트를 평가해봄으로써 국가기록원 웹사이트의 개선안을 영역별로 제안하였다.
Abstract
This study is aimed to evaluate the national archives websites and to propose improvement schemes for National Archives of Korea(NAK)'s website. As the first step to develop the evaluation indicators, this study investigated the roles of national archives and features of national archives websites through literature review. Second, it developed the evaluation indicators for national archives websites to evaluate the websites on the basis of previous studies. The evaluation indicators are composed of 3 evaluation areas, 10 evaluation items, and 42 evaluation questions. Third, evaluation was conducted to examine the present state of national archives websites in United Kingdom, United States, Australia, Canada and Korea.

본 연구는 중앙행정부처 기록전문직을 대상으로 직무 영역을 파악하고 중요도-수행도 분석 기법으로 분석하여 그에 따른 직무 중요도와 수행도를 연구하는 데 목적이 있다. 기록전문직의 역할과 정체성 확보를 위하여 직무에 대한 명확한 분석이 필요하다는 인식 아래, 직무영역 및 요소 분석을 실시한 본 연구는 기록전문직의 직무를 기록물관리, 기록관 운영, 기록관리 인프라, 기록정보 서비스의 4개의 책무와 19개의 업무, 78개의 업무요소로 파악하였다. 이를 바탕으로 각각의 중요도와 수행도 빈도를 조사하는 IPA기법을 적용하였다. 분석 결과 법령에서 규정하고 있는 업무 영역인 평가 및 폐기 업무가 중요도와 수행도가 가장 높은 순위를 차지하였으며 서비스관련 업무는 중요성과 수행도가 가장 낮게 분석되었다. 전체적으로 1인 1체제의 기록관에서 모든 기록관리 업무를 수행하기에는 과중한 상태로 파악되었으며 조직 내 직무 재배치를 통한 업무량의 조정이 필요한 것으로 분석되었다.
Abstract
The study aims at understanding records professions' job areas and conducting the Importance Performance Analysis. Under the perception which it is necessary to analyze records professions' job for securing their roles and identity, this study conducts a job analysis and categorizes records professions' job into 4 duties, 19 jobs and 78 job elements. The 4 duties includes records management, records office operation, records management infrastructure, and records information services. Furthermore, it researches jobs' importance and performance using the IPA. Accordign to the analysis, the jobs which rank at top of the importance and performance list are jobs concerning appraisal and disposal. The jobs which ranks at bottom are jobs related to services. In general the current ‘one man records office system' is not appropriate to carry out all the records management business. In this context, it is necessary to lighten records profeesions' workload through the job adjustment in government institutions.
