초록
기록관은 다양한 확장서비스 방법들을 활용하여 이용자들에게 홍보를 해야 한다. 그중에서도 견학은 유용한 서비스 방법이나, 기록관 견학에 대한 연구는 거의 없었다. 본 연구는 기록관 견학에 대해 연구하고 바람직한 프로그램을 제안해보기 위해, 대통령기록관을 사례로 연구를 진행하였다. 이를 위해 미국 대통령기록관 네 곳의 사례를 살펴보고 분석하였으며, 국내의 유사기관으로 견학프로그램을 제공하고 있는 김대중 도서관, 외교부 외교사료관과 국립중앙도서관의 견학 프로그램을 살펴보았다. 그리고 현재 대통령기록관에서 제공하고 있는 견학 프로그램을 살펴보고 분석하여 제한점을 확인하였다. 그리고 곧 세종특별시에 단독청사로 이전할 대통령기록관의 특성을 반영하여 다양한 이용자를 대상으로 한 바람직한 견학프로그램 구성 방향을 제시하였다.
Abstract
Archives should promote services to users using various outreach service methods. Although the archives’ tour program is one of the effective means of services, there has been few studies on the archival tour program. This study investigated archival tour programs and tried to suggest a desirable tour program, with the Korean Presidential Archives as a case. For this study, four U.S. Presidential Libraries’ tour programs were investigated and analyzed. Also, tour programs offered in similar organizations in Korea, such as Kim Daejung Library, Diplomatic Archives of the Ministry of Foreign Affairs, and National Library of Korea, were analyzed. Current tour programs offered by the Korean Presidential Archives were also analyzed and some limitations were identified. Based on the characteristics of the Korean Presidential Archives, which will be moved to independent building in Sejong City soon, desirable direction to organize tour programs for various user groups were suggested.

대통령기록관은 대통령의 국정 운영 기록 및 대통령과 관련된 역사적 기록물을 수집하고 관리하여 국민에게 제공함으로써 국민의 알권리를 충족시키는 특수기관임에도 불구하고, 대통령기록관에 대한 국민의 인지도 및 관련 연구는 미흡한 편이다. 또한 기록관의 현 과제는 보존과 관리도 중요하지만 그에 못지않게 공유․활용․확산에 대한 서비스 제공에 초점을 두어야 할 시점이다. 이에 본 연구는 국민들에게 대통령기록관을 보다 효율적으로 활용하고 홍보할 수 있는 다양한 서비스를 개발할 필요성에 천착하여, 오늘날 각광받고 있는 스토리텔링 전시방법을 제안하였다. 이를 통해 대통령기록관에 대한 긍정적 인식을 제고하고, 유아 및 초등학생들의 단체 방문을 유도할 수 있으며, 향후 기록물 수집정책이나 전시기획에도 도움이 될 것이다.
Abstract
The Presidential Archives collects and manages both the presidential records and historical archives related to the president which it subsequent provides to the people. Regardless of these special duties that meet the people’s right to know, its awareness and study on the Presidential Archives has not been thoroughly satisfied. It is time to focus on providing service to share and utilize records and archives, as well as for preservation and management purposes. Therefore, this study proposes exhibition methods through storytelling, which is well-known, as it pursues the importance of developing various services for a more efficient usage and promotion of the Presidential Archives. This helps raise awareness about the Presidential Archives, attract group visits of children, and provides a good example for collecting archives and planing exhibitions.

교회기록관은 교회의 역사와 전통을 보존하고 성도들의 영적유산을 계승하려는 목적으로 설립된 기관으로, 교회의 활동을 통해 생산된 기록물과 교회의 신앙적 인물들의 기록물들을 수집하여 관리하는 역할을 한다. 개별 교회만의 다큐멘테이션을 형성하여 일관적인 수집활동을 지속할 수 있도록 교회 기록관의 수집정책을 개발할 필요가 있다. 수집정책은 기록물 선별을 위한 토대이자 기록관의 기록물을 구성하는 체계적인 지침이다. 수집정책을 통해 교회 기록관은 수집의 범위와 우선적으로 수집할 기록물의 유형 등을 파악할 수 있게 된다. 본 연구에서는 교회 기록관을 대표하여 영락교회 역사자료실의 수집정책 개발을 위해 교회의 특징 및 기록관의 수집정책에 관한 문헌연구와 사례조사, 담당자 면담을 시행하였다.
Abstract
A church's archives aims to preserve the history of the church and inherit the spiritual legacy of Christianity. It also plays critical roles in strengthening the identities of the church members. As such, this study focuses the role of a church archive and, in particular, its acquisition policies. An acquisition policy is the foundation of archival records management, which is achieved by balancing the scope of the collection and collecting various record types. For this, the authors analyzed the acquisition process of Young-nak Church's archives and also conducted in-depth interviews with the archivists.

본 연구에서는 법에서 명시하고 있는 대학기록관의 존속성을 보장하고, 이에 적합한 기록표준을 제시하기 위해 대학기록관에서의 기록경영시스템 표준 도입 가능성을 살피고자 하였다. 기록경영시스템 표준인 ISO 30301의 내용을 분석한 후, 이를 바탕으로 대학기록관이 ISO 30301에서 제시하는 기록경영시스템 구성요소와 요구사항을 어느 정도 갖추고 있는가를 확인하기 위해 전국의 57개 대학기록관을 대상으로 설문조사를 실시하였다. 설문분석 결과와 전문가 인터뷰를 통해 현재 대학기록관의 현황을 분석하고, 이를 통해 현재 대학기록관에서 기록경영시스템 표준을 도입하기 위해 개선해야 할 8가지 사항을 제안하고, 이를 ISO 30301의 7가지 구성요소에 매핑하였다.
Abstract
This study investigated the applicability of the Management System for Records Standard (ISO 30301) in university archives. To examine the current state of the university archives, we surveyed 57 university archives based on the requirements of ISO 30301. We analyzed the current state of the university archives through survey results and professional interviews. Subsequently, we suggested eight things that need improvement for the adoption of ISO 30301 in university archives.

교회기록물은 종교적 의미와 역사 문화적 가치, 교회의 효율적 운영을 위해 잘 관리되어야 한다. 그러나 교회 기록의 가치와 기록관 역할에 대한 인식 부족으로 기록관리 업무에 대한 이해와 협조, 예산과 인력 지원 등을 받기가 어려운 환경이다. 이러한 현실을 감안하여 본 연구는 개신교 기록관의 서비스 사례 조사와 새문안교회 기록관의 현황 분석, 이용자 설문조사 결과를 바탕으로 새문안교회를 중심으로 한 개신교 기록관 운영 활성화 방안을 환경, 서비스, 역할 측면에서 제시하였다. 교회기록관의 교육, 전시, 출판, 홍보 등의 서비스는 기록관의 역할과 필요성을 재조명하고 모기관인 교회에서 필수적 기관으로 자리매김하도록 할 것이다.
Abstract
For the efficient management of church documentary for religious reasons, including their historical and cultural values, the church archives should be excellently managed. However, the lack of understanding and consideration of the church records and archives makes it very difficult to have an actual grasp of its status and practical supports, such as budget and personnel, for records management. In this study, literature reviews and current status of domestic Protestant church archives, user survey of Saemoonan Presbyterian church and interviews of church archives records officer were carried out. Based on the results of the study, three parts of the proposed plan of the Saemoonan Presbyterian Archives were suggested. Education, exhibition, publication, and promotion of the church’s archival services will help redirect the roles and values of the archives, which will make it an essential part of the church.

본 연구는 국내 기록관 중 대통령 기록관에서 제공하는 교육서비스를 해외 기록관과 비교․분석하여 문제점을 발견하였다. 이를 해결하기 위해 유비쿼터스 환경의 기술을 접목하여 대통령기록물활용 교육서비스 모형을 개발했다. 유비쿼터스 기술이 필요한 이유는 기관의 협업을 유기적으로 이루기 위함이며, 이를 정보활용능력을 위해 개발된 BIG 6 모형을 변형해(BIG 8 모형) 적용하였다. 유비쿼터스 기술이 기록관의 교육서비스에 미치는 기대 효과는 교육적 측면, 콘텐츠 개발 측면, 서비스 개발 측면으로 나누어 살펴보았다.
Abstract
This study proposes the formation of education service models using presidential archives based on ubiquitous technology. To accomplish these, this study analyzed various education programs of presidential archives in Korea and other countries. The reason behind the use of ubiquitous technology is to allow interinstitution cooperation and create synergy effects. With this, this technology is grafted onto the modified BIG6 Model, which is developed for information literacy. This study can be useful and valuable in the aspects of education, contents development, and service development.

대통령기록관은 다양한 형태로 기록정보서비스를 제공하고 있다. 본 연구에서는 DigiQUAL을 활용하여 대통령기록관의 웹 기록정보서비스를 평가했다. 평가 방법은 이용자 설문조사를 실시했으며, 평가 영역은 기록 및 정보검색, 기록물 활용 서비스, 확장 서비스로 나누었다. 본 연구는 설문을 분석하기 위해서 기술 통계와 신뢰도 검정을 실시했다. 그 결과, 전반적인 만족도가 낮았다. 이러한 설문 결과를 바탕으로 대통령기록관 웹 기록정보서비스 개선 방안을 제시했다.
Abstract
The Presidential Archive of Korea provides archival information services in various forms. This study evaluated web-archival information services provided in The Presidential Archive of Korea using DigQUAL. To perform the study, this study conducted a descriptive statistic and confidence tests. The evaluation method was accomplished user survey. And the evaluation territory was classified with archives and information search, archives use service, expansion service. As a result, a general satisfaction was low, and this study suggested improvement method for web archival service in the Presidential Archive of Korea.

대통령기록물은 당시의 사회성과 국정 운영에 대한 설명책임을 지니고 있는 기록물로써 대통령기록관에서는 이를 보존․관리하며 서비스 하고 있다. 그러나 대통령기록관에서 제공하는 검색시스템과 온라인콘텐츠는 이용자가 이용하는데 불편함이 있다. 보다 나은 기록정보서비스의 확장을 위해 노무현대통령 재임기간에 생산된 기록물을 이용하여 LOD(Linked Open Data)를 통해 이용자들이 편리하게 이용할 수 있는 기록정보서비스를 제공하려 한다. 구체적인 방안은 3단계로 나누었으며, 1단계는 구축방법 설정, 2단계는 온톨로지 설계, 3단계는 RDF변환 및 타 기관과의 연계방안이다. 이를 통하여 대통령기록관의 기록정보 서비스 확장방안을 제시하였다.
Abstract
The Presidential Archives preserve and manage the president's records and archives, which accounts for the social and governmental operations during the president's term of office. However, search systems and online contents provided by the Presidential Archives are difficult to use. This study proposed an LOD-based archival information service for the comfort of users. The proposed service has a better extension of archival information service contents from President Roh's term. The provision of details is divided into three steps: first step sets up the establishment methods, second step creates ontological design, and third step converts it to RDF and connects to other institutions. Through the process, this study suggests an extension of archival information service in the Presidential Archives.

이 연구는 이용자가 기록을 쉽게 ‘발견’하고, 기록의 의미를 이해할 수 있도록 지원하는 온라인 검색가이드의 설계 방향을 모색하기 위한 것이다. 이를 위해 영국, 미국, 호주, 우리나라 국립보존기록관들의 검색가이드 사례를 분석하였다. 가이드의 명칭과 접근 방식, 개발 대상과 범주, 구조와 연계정보를 중심으로 조사하였고, 이를 다시 접근성, 다양성, 체계성, 일관성, 연계성 측면에서 종합적으로 분석하였다. 이를 토대로 국가기록원이 검색가이드를 개발할 때 고려해야 할 사항을 제시하였다.
Abstract
This study investigates the current state of online research guides of the national archives of four countries including the UK, the USA, Australia, and Korea. It also analyzes the name and accessibility, subject coverage and categorization, number of guides completed, and structure and types of resources linked with each guide. The examined online research guides are evaluated based on accessibility, variety, systematization, consistency, and hyperlinks. Based on the analyses, it suggests the directions of designing research guides for the National Archives of Korea.

1999년 기록관리법의 제정과 함께 정비된 폐기평가 제도는 처리과에서의 폐기를 금지하고 보존기간 책정제도를 보완해 중요기록물의 유실을 방지할 수 있는 전략적 개념을 지니고 있다. 하지만 실제 기록관에서 수행되는 폐기평가의 현실은 기록관리법에서 의도하는 이러한 취지와는 현실적으로 큰 간극을 지닌다. 이에 본고에서는 기록물 평가제도에 대한 검토를 통해 현행 우리나라 폐기평가 제도의 중요성을 살펴본 다음, 현행 폐기평가 제도의 운영현황과 실제 운영상의 문제점을 고찰하였다. 이어 폐기평가 제도를 모범적으로 운영하고 있다고 판단되는 실제 사례를 기반으로 향후 우리나라 폐기평가 제도의 현실적 적용을 위한 방안을 모색하였다.
Abstract
Destruction appraisal system improved with the enactment of the 1999 Public Records Management Act has the strategic concepts to prevent loss of important records with prohibiting the destruction in creation organization of records. But destruction appraisal carried out in record center realistically has the big difference with destruction appraisal system intended by Public Records Management Act. Therefore this article intends to explore the importance of destruction appraisal system through a review of the record appraisal system, and investigates operation status of destruction appraisal system in record center and operational issues. And it intends to explore scheme for practical application of destruction appraisal system based on actual cases of destruction appraisal which operates as a model.
