초록
본 연구는 기록 전문직의 지식 범주에 관해 외국의 지침서를 먼저 살펴보고 이와 함께 국내 기록 전문직 양성 프로그램과 교과과정을 비교해보았다. 그리고 국외 기록 전문직의 양성 사례를 4개국을 중심으로 짚어본 후, 기록 전문직 양성 프로그램의 개선 방향을 제시하였다. 기록 전문직 양성 프로그램의 개선 방향으로 전문성을 개발해 줄 수 있는 대학원 교육의 강화, 다양한 학문의 참여와 시도를 통한 다학문적 교과목의 개발 및 확대, 기록관리 지식이 균형 있게 짜인 교과과정 편성, 이수 학점의 상향 조정, 기록관리학 전공의 박사학위를 소지한 전임 교원의 충원, 실무와 연구 지식범주의 교과목 강화, 기록관리학 표준교과과정의 개발과 기록 전문직의 전문성 증진을 위한 교육기관, 기록관리 전문 학․협회, 기록 관련 기관 간의 파트너십 형성과 적극적인 활동을 제시하였다.
Abstract
The purposes of this study are to find core domains of archival knowledge based upon two guidelines from foreign countries, and to analyze current status of archival education programs and curriculums in Korea and other countries. Based upon the analysis, several new directions for archival education in Korea are suggested as follows: strengthening the archival graduate programs for archival profession, developing and expanding interdisciplinary courses based upon participation and trial of various related disciplines, increment of graduate credits, hiring of the Ph. D. full-time faculty in archival studies, strengthening internship and research courses, developing a standard curriculum for archival education, and active participations and partnerships among archival graduate schools, professional archival societies, and archival related institutions.

본 연구는 기록물관리전문요원의 직무 만족과 조직몰입도 향상을 위한 교육프로그램 개발을 목적으로 국가기록원에서 실시하는 기록물관리전문요원을 위한 교육프로그램이 실제 전문요원의 직무 만족 및 조직 몰입에 미치는 영향에 대해 알아보기 위해 현직의 기록물관리전문요원을 대상으로 설문 조사를 실시하였다. 분석 결과와 기록물관리전문요원의 요구사항을 바탕으로 기록 관리에 관한 지식이나 기술의 충족과 더불어 직무 만족 및 조직 몰입을 향상시킬 수 있는 교육 프로그램을 제안하였다. 본 연구에서 제안한 국가기록원의 교육프로그램은 기록물관리전문요원의 직무 만족 및 조직 몰입을 향상시키면서 기록물관리전문요원에게 요구되는 전문 분야에 대해 보다 확장된 전문성을 획득할 수 있고, 변화하는 환경에 능동적으로 대처할 수 있는 역량을 강화할 수 있는 이점이 있다.
Abstract
This study conducted a survey targeting incumbent records managers and archivists to examine the effect of the training program executed by the National Archives of Korea on the job satisfaction and organizational commitment of actual record managers. Based on the results, this study proposed a training program that could improve job satisfaction and organizational commitment, based on the analysis results and the requirements of record managers and archivists, while fulfilling the knowledge and technology demand for records management. The training program of the National Archives of Korea proposed by this study has the following advantages. Records managers and archivists can acquire more professional skills that their field require them while feeling satisfied with their duty and becoming more immersed with their organization. In addition, they can also actively enhance their ability to cope with the variable environment.

오늘날의 기록관리 환경은 전자기록관리 시대를 맞이하여 빠르게 변화하고 있으며, 기록전문직은 끊임없이 변화⋅발전하는 기록관리 환경의 지식과 기술을 습득하여야 한다. 이에 따른 계속교육은 기록관리 환경의 변화를 수용할 수 있어야 하며, 기록전문직의 전문성을 제고시킴에 있어서 필수적이라고 할 수 있다. 기록전문직이 계속교육을 통하여 습득한 최신지식과 경험은 또 다른 기록관리 이론과 기술의 발전을 이끌어 냄으로써 기록관리 문화에 선순환적 구조를 가져올 것이다. 따라서 본 연구에서는 문헌조사를 통하여 변화하는 기록관리 환경에 따른 계속교육의 필요성을 정리하고, 기록전문직 계속교육 프로그램 및 개선방안에 관한 선행연구를 살펴보았다. 이후 사례분석을 통하여 미국과 영국의 기록 보존소 및 기록관리 협회의 계속교육 프로그램 현황을 조사하고, 이를 심층적으로 비교⋅분석하여 국내 기록전문직 계속교육 프로그램에 반영할 수 있는 개선방안을 제언하였다.
Abstract
In the era of electronic records management, today’s record management environment is rapidly evolving. Therefore, this study aims to suggest improvement plans for continuing education that allows archivists to acquire knowledge and skills in the dynamic records management environment. Thus, this study analyzed an archivist’s work characteristics and proved the necessity of continuing education in a changing record management environment. Furthermore, the United States’ continuing education curriculum and the United Kingdom’s Archives and Records Association (ARA) were analyzed. Based on this, the researchers compared and analyzed the curriculum of continuing education locally and abroad and suggested ways to improve continuing education suitable for local records professionals.

본 연구는 일상생활에서 끊임없이 생산․유통되는 디지털 개인기록의 관리, 특히 보존을 위한 교육프로그램을 개발하기 위한 것이다. 이를 위해 해외에서 개인을 대상으로 제공되고 있는 디지털 개인기록 보존교육프로그램 및 지침을 분석하여 교육프로그램의 필수요소를 도출하고, 디지털 개인기록 생산자들과의 설문․면담을 통해 요소를 검증하였다. 이를 토대로 P대학 학부생을 대상으로 실시할 수 있는 교육프로그램의 내용을 설계하고 교육프로그램 지도안을 구성하였다. 지도안은 인식제고, 생산, 관리, 보존을 위한 기록 선별, 보존폴더 생성, 보존용 사본생성, 보존용 사본의 관리의 총 7개로 구성될 것이며, 교육 진행흐름에 맞춰 교육자와 피교육자의 성취목표를 제시하였다.
Abstract
This study was carried out to develop the educational program which can be used in the university library or archives to their students under an aspect that each individual should preserve own personal archives themselves. Based on precedent studies and foreign cases, a survey study on preservation of digital personal archives for the university students was carried out. The educational program of preservation reflected conditions of the undergraduates attending Pusan national university. The educational program is dealt with a total of seven contents including awareness-raising, creation methods, managements methods, selection of archives, construction of preservation folder, construction of preservation copy, and the management of preservation copy.

본 연구는 레코드매니저의 계속교육 프로그램 개발을 목적으로 문헌연구와 설문조사를 중심으로 수행되었다. 문헌연구를 통해 레코드매니저가 갖추어야 할 필수적인 기록관리 지식범주를 살펴보았고, 설문조사를 통해 국내 기록물관리 전문요원 57명을 대상으로 계속교육에 대한 요구 및 만족도 등을 조사하였다. 문헌연구와 설문조사 결과를 토대로 레코드매니저를 위한 교육내용, 교육방법, 시간, 강사 등에 대한 구체적인 내용을 포함하는 계속교육 프로그램 모형을 제안하였다.
Abstract
The purpose of this study is to develop the continuing education program for records managers. To reach the goal of this study, literature review and a survey was undertaken. Through literature review, essential knowledge areas of records manager were observed. The survey was also performed by 57 records managers in Korea to understand needs and satisfactions of the continuing education. In conclusion, this study suggested the continuing education program model including education contents, teaching methods, duration of lecture time, and lecturers etc.

국내외 기록물관리기관에서는 기록정보의 이용을 확대하고자 전시, 교육 및 출판 등 다양한 형태의 확장서비스를 제공한다. 그 중 출판프로그램은 휴대성이 좋고 서비스 범위가 넓기 때문에 기록관의 기능을 알리는 홍보 효과가 뛰어나다. 또 소장 기록물의 검색도구, 역사적 가치가 있는 자료, 기록관리 업무 매뉴얼, 기록관 이용 안내 등 다양하고 유익한 정보를 이용자에게 효과적으로 전달할 수 있는 장점이 있어, 이에 대해 좀 더 면밀히 살펴볼 필요가 있다. 이 연구에서는 미국 NARA와 국내의 국가기록원의 출판프로그램 현황과 발간되고 있는 출판물의 유형을 조사하고, 출판 담당 조직 및 출판 과정 등을 자세히 비교 분석하였다. 여기에서 얻은 시사점을 기반으로 하여 국가기록원에서 진행되고 있는 출판프로그램의 한계점을 분석하고, 기록관리기관에서 앞으로 출판프로그램 운영 시 고려해야할 점들을 제안하였다.
Abstract
Both domestic and overseas archives provide various forms of outreach services including exhibitions, educations, and publications for extended users. In addition, the publication program is portable and has excellent effects within its scope. Providing various and useful information about archives is significant because they can be important resources for historical research and provide good guidelines for archival users. This study investigated the current status of the publication programs, types of publications, the publishing organizations, and publication process managed by both the National Archives and Records Administration (NARA) and the National Archives of Korea (NAK). Based on the comparison of the publishing programs of the two archives, the study analyzed the limitations of the publication program of NAK and gave suggestions for its improvement.

본 연구는 국가기록원 계속교육의 전이효과를 향상시키기 위한 목적으로 국가기록원 계속교육의 전이효과와 전이에 영향을 미치는 요인을 분석하고 이에 따른 개선방안을 제안하였다. 이를 위하여 본 연구는 국가기록원 계속교육의 전이효과에 영향을 미치는 요인을 학습자 특성, 교육 프로그램 특성, 조직의 전이풍토로 구분하였으며, 기록물관리 전문요원을 대상으로 설문조사를 실시하였다. 그 결과, 272명의 전문요원이 응답하였고 통계분석을 통하여 전이효과에 유의미한 영향을 미치는 요인을 파악하였다. 이와 더불어, 전문요원들의 요구사항 및 의견을 수렴하여 국가기록원 계속교육의 전이효과를 제고할 수 있는 개선방안을 학습자, 교육 프로그램, 조직의 전이풍토, 국가기록원 측면에서 제시하였다.
Abstract
This study aims to analyze the factors affecting the transfer effect of continuing education in the National Archives of Korea and suggest ways to improve the education. To do that, the study grouped the factors that affect the transfer effect of continuing education into learner characteristics, educational program characteristics, and organizational transition climate. An online survey was conducted with records managers. In total, 272 responses were received and statistically analyzed. Based on the records managers’ opinions, this study suggested ways to improve the transfer effect of continuing education from the perspectives of learners, the educational program, the organizational transition climate, and the roles of the National Archives of Korea.

본 연구는 국회의원실 기록관리의 현황을 진단하고 개선 방안을 모색하기 위해 수행되었다. 주로 국회의원 보좌직원을 대상으로 한 심층면담을 통해 그들의 인식과 필요성에 대해 조사하였다. 연구 결과, 현재 국회의원실의 기록관리 책임은 의원실의 보좌직원이 담당하고 있지만 아직 기록관리에 대한 인식이 부족함으로 체계적 기록관리가 이루어지고 있지 않은 상황이다. 일부 보좌직원들은 기록관리의 중요성을 인식하고 있지만, 여전히 인식의 변화와 실천이 필요하며, 효과적인 실천을 위한 체계적 교육과 지원이 부족한 상황이라는 점도 드러났다. 보좌직원의 인식은 적극적 유형(A), 현실 순응적 유형(B), 국회의원 기록의 특수성을 강조하는 유형(C)의 세 가지 유형으로 분류되었으며, 국회의원실 기록관리에서 보좌직원의 역할의 중요성을 고려했을 때 특히 유형 B와 C의 보좌직원들의 인식 변화가 중요함을 알 수 있었다. 이에 본 연구에서는 기록관리에 대한 교육 및 인식개선 프로그램, 통합적인 관리 시스템의 도입, 정책 및 제도적 지원을 주요 과제로 제시하였다.
Abstract
This study was conducted to examine the current status of record management in parliamentary offices and identify areas of improvement. For this, in-depth interviews were conducted primarily with parliamentary aides to investigate their perceptions and needs. The research revealed that although the responsibility for record management in parliamentary offices lies with the aides, systematic record management is lacking because of inadequate awareness. While some aides recognize the importance of record management, there is still a need for a change in perception and practice. Furthermore, the study found that there is a lack of systematic education and support for effective implementation. The perceptions of aides were classified into three types: proactive (type A), pragmatically adaptive (type B), and those emphasizing the specificity of parliamentary records (type C). In particular, the change in perception of aides in types B and C is crucial, considering their pivotal role in parliamentary office record management. In response, this study suggests education and awareness improvement programs for record management, the introduction of an integrated record management system, and the establishment of policy and institutional support as key tasks.

시청각기록물의 생산이 증가되고 포맷도 다양해지고 있다. 그러나 생산만 이루어지고 있을 뿐 이관 및 관리는 이루어지지 않고 있다. 중앙부처의 시청각기록물 현황을 생산 및 등록, 관리 및 활용, 이관, 전용 프로그램 관리 운용 현황과 문제점을 4가지로 나누어 살펴보았다. 이를 보완하기 위해서는 프로세스 및 전용 S/W 등 시청각기록물 관리의 프로세스 도구의 개발, 시청각기록물 관리 단계별 표준화, 시청각기록물 담당자의 인식변화와 기록관리 교육, 시청각기록물을 전담할 수 있는 인력의 필요, 국가기록원의 시청각기록물 전문 인력의 충원 등이 필요하다. 더불어 향후 활용과 보존을 위한 노력이 필요하다.
Abstract
The amount of audio-visual records production is growing rapidly and its formats are various. However, the audio-visual records are hardly managed and transferred. There are four different problems for checking how to transfer and manage audio-visual records of the central government: production and register, management and utilization, transfer, and dedicated program management. For solving these problems, the study proposes the development of process tools for audio-visual records, such as dedicated processes and S/W; the standardization of audio-visual records' management; the changes of audio-visual records officer's recognition; the need to educate dedicated audio-visual records managers; the recruitment of professionals dedicated to audio-visual records in the National Archives of Korea. Additionally, it is necessary to make an effort into practical use and preservation of audio-visual records.

이 연구는 국내 동시대 미술작가들을 대상으로 개인기록의 생산 및 관리 현황을 조사하고 이를 토대로 교육 등 작가들의 작품활동 기록화에 필요한 지원 방안을 제안하는 것을 목적으로 한다. 이를 위해 첫째, 동시대 미술에서 작품활동 기록화의 중요성과 이를 위한 지원 동향을 문헌 연구를 통해 정리하였다. 둘째, 다양한 형식과 매체를 활용하는 동시대 미술작가 6명에 대한 인터뷰를 실시하였다. 인터뷰를 통해 작품활동 과정별로 기록 생산 현황을 조사하였고, 기록유형별로 관리실태를 조사하였다. 셋째, 조사 내용에 대한 분석을 토대로 작가, 미술관, 아키비스트 등이 작품 기록화를 위하여 협력, 지원해야 할 사항을 제안하였다. 지원 영역은 교육프로그램의 제공, 미술관의 작품활동 기록화, 기록화를 위한 도구 개발 및 지원으로 구분하였다.
Abstract
The study aims to investigate the production and management of contemporary Korean artists' personal records and propose support measures necessary for documenting their work activities, such as educational programs. First, through a literature review, the importance of documenting contemporary artists' work activities and the support program documentation are analyzed. Second, through interviews with six contemporary artists using various formats and media, records production by artistic process and management by documentation type are investigated. Third, based on the investigation analysis, the cooperation and support plan to be cooperated by art museums, archivists, and other record professionals for the artwork documentation is recommended. Areas of support are divided into educational program provision, museum artistic activity documentation, and documentation tools development and support.
