업무환경의 변화와 불확실성의 증대로 인해 위험관리의 중요성이 날로 부각되는 상황에서 업무의 정당성 확보와 정보적 가치 제고를 위해 기록관리 측면의 위험관리 역시 매우 중요해지고 있다. 기존의 전통적인 기록관리의 위험성이 주로 보존기능에 집중되어 있었다면 IT기반에서는 업무와 기록의 연관성이 높아짐에 따라 기록의 생산, 유통, 활용 단계 즉 업무과정의 위험성이 기록관리의 위험성으로 직결되고 있다. 본 연구는 ISO 31000의 조직 전반의 위험관리 프레임웍을 토대로 기록관리의 위험관리 요소와 대응 전략을 제시하였다. 특히 기록관리 위험관리 프로세스를 ARMA에서 제시하는 업무영역과 NIST에서 제시한 시스템영역으로 구분하고, 각 영역의 프로세스별 점검요소는 ISO의 기록관리표준 중에서 업무과정에 대한 표준(ISO TR 26122)와 기록의 생산 맥락에 대한 표준(ISO 16175-3)에서 해당 요소를 추출하였다.
Abstract
Owing to changing work environment and increasing uncertainty, risk management in records management area is becoming more important to secure work legitimacy and to increase the value of information for future. While risk factors in traditional records management were mainly focused on the preservation function, those in current records management were directly coupled with those of overall work processes which produce, distribute, and utilize records because information technologies make the relationship between works and records closer. This study proposes a set of risk management factors and strategies in records management based on the overall risk management framework of ISO 31000. Moreover, ARMA's works areas and NIST's systems areas were applied to form the risk management processes in records management, and ISO's records management standards were used to suggest the checklists for the processes in both areas, especially with ISO TR 26122 for work processes, and ISO 16175-3 for the context of records.

모든 조직에서 법적 분쟁은 심각한 위험요인으로 간주되며 업무수행 과정에서 언제든 발생할 수 있어 소송에 적극적으로 대비할 필요가 있다. 특히 기업인 동시에 공공기관인 공기업은 소송의 결과가 경영상 위험을 초래하지 않으면서 공공성을 저해하지 않도록 소송대응에 더욱 특별한 주의를 기울여야 한다. 따라서 본 연구는 효율적 소송대응과 체계적인 기록관리의 관계에 주목하여 공기업 기록관리 현황과 소송에서의 기록 활용 현황 파악과 법적 증거로서 기록 활용을 뒷받침하는 기록관리 개선방안 제안을 목적으로 하였다. 이를 위해 문헌연구와 공기업 기록연구사 6명과 법무업무담당자 5명을 대상으로 심층면담을 수행하였다. 기록이 법적 증거로 활용되기 위해서는 기록의 진본성을 보장하고 잠재적 증거확보를 지원하는 체계적인 기록관리가 필수적이며 기록관리의 중요성에 대한 인식이 강화될 필요가 있다. 더불어 기록의 증거능력을 기반으로 하는 효율적인 소송 대응을 위해 기록관리 부서와 법무팀 간 협력의 중요성을 제안하였다.
Abstract
Organizations always face the risk of litigation; thus, they should actively prepare for it. In particular, public enterprises must respond to lawsuits carefully to avoid any management risk and possible damage of publicity. Given this, this study aims to identify the relationship between efficient litigation response and record management, determine problems related to record management while utilizing records as evidence, and propose measures to improve record management that uses records as legal evidence. For records to be deemed as legal evidence, RMS is essential to ensure authenticity. Moreover, the ability to secure potential evidence and awareness of the importance of records management needs to be validated. The Commission also stressed the importance of cooperation between archivists and the legal team to efficiently respond to lawsuits.

이 연구는 기록관리 환경이 디지털 기반으로 변화되어 가는 상황에서 대학 정보자원의 디지털 연속성 보장을 위한 실행 방안을 제안하기 위한 것이다. 이를 위해 국외 영국 TNA와 호주 NAA의 디지털 연속성 정책 사례를 조사⋅분석하고, 대학의 디지털 연속성 보장을 위한 정책개발에 필요한 시사점을 다음과 같이 도출하였다. 대학은 디지털 연속성 보장을 위해 디지털 자원의 ‘자산(asset)’적 가치를 파악하고 이용가능성 보장을 위한 선행 분석과 대응(위험관리 등) 체계를 갖추며, 대학 전 영역에 걸친 협업 체계를 조성해야 한다. 또한 대학의 정보자원에 적용가능한 실행 방안을 제안하기 위해 영국 TNA에서 제시한 디지털 연속성 보장 프로세스 4단계를 대학 사례에 적용해보았다.
Abstract
This study aims to propose an implementation plan for ensuring the digital continuity of university information resources that require the continuous management of temporary and permanent records in digital transformation environments. Thus, the cases of The National Archives (TNA; United Kingdom) and the National Archives of Australia (NAA)’s digital continuity policies were investigated and analyzed, drawing implications for ensuring universities’ digital continuity. The process for ensuring digital continuity proposed by TNA was then applied to a university case for the proposal of an implementation plan applicable to university information resources.
