초록
우리의 우수한 기록문화에도 불구하고, 현재 공공기록물 관리 실태의 수준이 열악한 원인을 분석하여 효율적인 공공기록물 관리과정을 모색하기 위해 1948년 정부수립 이후 2006년 현재까지 시행된 공공기록물의 관리에 관한 법규인 ‘정부처무규정’, ‘정부공문서규정’, ‘사무관리규정’, ‘공공기관의기록물관리에관한법률’, ‘공공기록물 관리에 관한 법률’을 중심으로 분석하였다. 분석내용은 공공기록물의 개념, 관리기관과 기록물 생애주기에 따른 접수와 등록, 분류와 편철, 보존, 열람, 폐기와 서고관리를 중심으로 기록물의 관리제도의 역사적 변천과정을 통시적으로 고찰하였다.
Abstract
The purpose of this study is to examine the historical course of legislations on management of public records, analyse the transition process of records management systems on the basis of the life cycle of records, and eventually provide an effective measure reflecting the environment of public records management in Korea. It is significant that this study may provide better understanding of records management systems in Korea through the analysis of legislations with relation to public records management.
초록
본 사례연구는 KDI국제정책대학원이 체계적인 기록물의 관리를 위하여 적용했던 기록관리학의 원칙 및 방법론, 그리고 이를 실제로 적용해 나가는 과정을 기술하는 데 그 목적을 두고 있다. 이 사례연구는 그 이전의 사례연구들과 달리 모형개발부터 시스템 구축까지 전 과정을 다루었다는 점에서 포괄적이라 할 수 있다. KDI대학원에서는 오랜 기간 동안 특별한 체계 없이 방치되어 왔던 기록물과 아카이브즈를 통합적으로 관리할 수 있는 포괄적인 개념의 기록관을 구축하였다. KDI대학원에서 기록관리의 도입은 행정정보화 및 지식정보화를 지원하고 대학원의 성과와 역사적 면모를 유지 전승할 수 있는 지침을 마련하는 토대가 되었다. 아울러 이번 사례연구는 타 대학 또는 기관에서 기록관리 체계 구축사업을 할 때 유용한 가이드가 될 수 있을 것으로 기대한다.
Abstract
This case study aims to describe the principles and methods of records management applied to the systematic management of records in the KDI School of Public Policy and Management, and the process of its practical implementation. It provides more extensive coverage than most existing studies on records management, dealing with all procedures from the theoretical modeling to the records management system building. The School has built the Records Center that can integratively manage its administrative records and archives that have been erratic and unsystematic over the years. As a result, the introduction of records management has become a basis for succeeding the achievements of the KDI School and its history as well as supporting administrative and knowledge resources. As well, it is intended to be a guide for other schools or institutions when building the records management system.
