초록
주한미군기지 이전사업은 전국에 산재해 있는 미군기지를 평택을 중심으로 재배치함으로써 전 국토의 균형발전을 도모하고, 주한미군의 안정적인 주둔여건을 보장함은 물론 미래 지향적 한․미동맹을 강화하기 위한 목적으로 시행되고 있는 대형 국책사업이다. 본 연구의 목적은 사업 주체인 주한미군기지 이전사업단을 비롯하여 이전사업에 참여한 여러 기관으로부터 생산된 기록의 분류 현황을 기록관리기준표를 중심으로 살펴보고 향후 체계적인 기록관리를 위한 기초자료를 제공하는데 있으며 궁극적으로는 국민의 알 권리를 보장하고 국방 기록유산의 공유 및 전승이라는 거시적 수준에서의 목적을 달성하는데 있다.
Abstract
The relocation project of the US military base in South Korea is a large-scale national project aimed at ensuring a stable presence of US troops stationed in South Korea and strengthening the future-oriented Korea–US Alliance by relocating the US military base scattered across the country to Pyeongtaek. The purpose of this study is to examine the classification of records produced by various agencies involved in the relocation project, including the MND USFK Base Relocation Office that is the main body of the project, and provide basic data for systematic records management in the future. This study aims to ensure the people’s right to know and achieve the objective of the transmission of the military documentary heritage at a macro level.

기록관리 전문가와 학자들은 행정정보 데이터세트 기록의 관리 필요성과 그 시급성을 역설하여 왔으나 실제 현장에서 데이터세트의 관리는 시행하지 못 하고 있는 실정이다. 데이터세트는 기술 종속적인 특성과 방대한 규모는 물론 시스템별 다양한 운영 환경으로 인해 현행 종이기록 중심의 표준 기록관리 지침과 절차를 적용하기 어렵다. 무엇보다 데이터세트 자체의 고유한 특성을 수용하는 관리체계가 필요하며, 그 관리 방안은 업무 현장에서 적용할 수 있어야 한다. 이 연구는 공공기관에서 실제 운영 중인 행정정보시스템의 데이터세트의 현황을 조사한 분석 결과에 기반하여 데이터세트 관리 방안과 절차를 개발하여 제시하였다.
Abstract
Records management professionals and scholars have emphasized the necessity of managing data set in administrative information systems as records, but it has not been practiced in the actual field. Applying paper-based records management standards and guidelines to data set management proved to be a difficult task because of technology-dependent characteristics, vast scale, and various operating environments. Therefore, the data set requires a management system that can accommodate the inherent characteristics of records and can be practically applied. This study developed and presented data set management methods and procedures based on the analysis of data set in public administrative information systems operating in public institutions.
