초록
이 글은 2007년부터 도입된 기록관리기준표 체계에서의 국내 기록물 평가제도와 실무의 현황과 문제점을 진단하고 개선방안을 모색하고 있다. 평가주체, 평가시점, 평가기준이라는 평가의 세 가지 요소를 중심으로 분석했다. 기록물법령과 제도에 나타난 평가 관련 규정에 모순된 부분이 많았다. 특히 평가기준은 기록물을 대상으로 하는 것과 기록물을 생산하는 업무를 대상으로 하는 두 가지 기준이 혼재되어 있었다. 평가정책을 마련하는 일이 시급했다. 이러한 현황을 토대로 기록관 및 영구기록물관리기관 소속 기록관리 전문직의 역할을 확대하고 지금과 다른 형태로 민간전문가가 평가에 참여하는 방향으로 개선방안을 제시했으며 일부 평가 실무프로세스의 변화도 제안했다.
Abstract
This paper tries to survey the problems of the archival appraisal system and practice through the appraisal agent, timing, and criteria in Korea. There are two sorts of appraisal criteria that contradict each other. This requires an urgent need for an appraisal policy statement. On this survey result, it suggests the trend to shift from passive and neutral appraisal to participatory appraisal by the active and conscious archivists and records managers.

이 글은 국내 기록관리 학술논집에 발표된 논문을 정량적, 내용별 분석을 통해 기록물 평가론 연구동향을 파악하려 했다. 정량적 분석에서는 논문 게재 시기와 연구자 정보가 주요한 분석도구였으며, 내용적 분석은 해외 이론에 대한 소개와 현실 적용, 기록물 보유일정표에 해당하는 기록물분류기준표, 기록관에서의 재평가, 민간기록물 평가의 4개 주제로 나누어 진행했다. 전체 33개 논문을 분석한 결과, 평가를 주제로 한 논문의 수가 줄어들고 있으며 기록관리 실무를 담당하는 연구직의 참여가 크게 줄어들었고, 내용적으로도 현재 기록물 평가에 대한 문제점 지적이나 대안 제시와 같은 논의가 감소했음을 알 수 있었다. 향후 이론과 실무의 조응을 통해 평가 영역의 활성화와 다양한 기반 확대가 필요하다는 점을 강조했다.
Abstract
This paper surveyed the research trends in archival appraisal science in Korea. All 33 articles from 4 relevant academic journals articles were analysed on the basis of quantitative measurement and thematic sorting. The number of the articles by the record managers or archivists working at the public bodies has especially decreased for some time past. A distinguishing feature was a decline in interest in the present appraisal system and methodology. Correspondence between practice and academic theory be required for the future development in archival appraisal.
