초록
본 연구에서는 해외 국가 웹 아카이빙 사례들을 인터페이스 유형 및 특성들을 항목별로 분석하고 살펴보았다. 이를 위하여 다섯 개의 인터페이스 영역과 열네 개의 평가 항목을 선정하였으며, 해외사례 및 국내 OASIS를 대조하여 분석한 결과, 국내의 경우에는 검색 인터페이스 및 지원기능 인터페이스 영역에의 보강이 필요함을 확인하였다. 또한 해외 사례의 참조를 통하여 국내의 경우 수집 대상 웹 콘텐츠 주제 영역의 다양화, 웹 자원 수집의 분담화, 특별 컬렉션의 구성, 아카이빙 시점 및 흐름의 시각화, 체계적인 아카이빙 전략 수행, 그리고 국제기구와의 적극적 협력 등이 강화되어야 함을 확인하였다.
Abstract
In this study, national web archiving cases were reviewed and interface types and characteristics were examined. Five interface categories and fourteen evaluation criteria were selected. As for the OASIS, Korean national web archiving project, functions of retrieval interface and user support interface were insufficient and need to be reinforced. Other recommended improvement plans were; diversifications of the subject area of web contents, sharing the web acquisition, make up the special collection, visualization of archiving time and trends, systematic performance of the archiving strategy, and active collaboration with international organization.

이 논문은 메타데이터 표준 요소 중 특히 맥락 관련 요소를 실행의 관점에서 평가하고 개선방안을 제안하기 위한 것이다. 이를 위해 우선 기록관리 메타데이터 표준 요소들이 국가기록원이 개발 보급한 표준 RMS에 어떻게 반영되었는지 RMS 데이터 테이블, 장기보존포맷 기술규격 등을 토대로 분석하였다. 둘째, 표준 RMS를 운영 중인 4개 공공기관과 국가기록원 RMS 운영센터를 방문하여 RMS를 통한 데이터 조회와 면담을 토대로 메타데이터 축적 현황과 문제점을 조사하였다. 이러한 분석결과를 토대로 공공표준 측면과 RMS 기능 개선 측면으로 나누어 개선방안을 제안하였다.
Abstract
The purpose of the study is to evaluate Korean Records Management Metadata Standard with special emphasis on the contextual elements in their implementation aspect, and to provide the direction of the Standard revision for improving the metadata quality of RMS developed by National Archives of Korea. The present paper begins with comparing RMS data and the Standard elements, and examines the problems of current accumulation practices of contextual metadata elements in the RMS. Finally it makes some suggestions concerning the Standard revision as well as RMS function upgrade.

이 연구는 기록관리 환경에서의 새로운 패러다임인 설명책임의 개념을 도입하여, 대학의 기록관리 방향성을 재설정하는데 초점을 맞추었다. 이를 위해 먼저 설명책임의 개념 및 구조를 분석하였고, 이를 통해 대학에서의 설명책임의 필요성을 입증하고자 하였다. 또한 국외 대학의 사례를 통해 설명책임을 위한 요소를 도출하고자 하였으며, 이를 기반으로 국내 대학의 기록관리 현황을 분석하였다. 현황 분석결과를 바탕으로 제언된 개선방향은 다음과 같다. 첫째, 대학기록의 범위가 재설정되어야 한다. 둘째, 대학의 업무관련 규정이 개선되어야 한다. 셋째, 대학기록관리 주무기관으로서 대학기록관의 기능이 강화되어야 한다. 넷째, 대학의 기록관리 프로세스가 재설계되어야 한다. 다섯째, 대학의 설명책임이 제대로 정착되기 위해서는, 대학 내부적 차원에서의 기록관리 정책과 방법에 국한되어서는 안 되며, 대학 외부에서 대학이 설명책임을 제대로 이행할 수 있도록, 이를 규제할 수 있는 제도적 절차가 필요하다.
Abstract
This study focuses on resetting the direction of the universities' accountability introducing the notion of accountability which is a new paradigm in the setting of records management.. First, we analyze the notion and structure of accountability, and then demonstrate the need of accountability in the university. And we try to deduce factors for accountability through cases of foreign universities. Based on this, we analyze the present status of records management of domestic universities. Based on the results of analysis, this study suggests several proposals. First, university records need to be reset. Second, regulations related to tasks in the university should be improved. Third, the function of university archives should be strengthened. Forth, the process of university records management should be reset. Fifth, in order to settle down accountability of the university in a right way, proper systems and procedures to regulate it are necessary so that the university can perform accountability properly outside the university.
