초록
최근 메타데이터 표준의 국제적 흐름은 기록을 둘러싼 다양한 맥락정보를 개체로 설정하고 이들 각 개체 간의 다양한 관계를 보여주는 다중 개체 모형의 적용이다. 이에, 이 논문에서는 다중 개체 모형을 적용한 기록관리 메타데이터의 표준인 ISO 23081-2, 호주, 뉴질랜드, 호주의 뉴사우스웨일즈주, 퀸즈랜드주, 사우스오스트레일리아주 표준의 특징을 비교 분석하였다. 분석은 1) 적용범위, 2) 개체수, 3) 개체 내 카테고리, 4) 요소 설계 방법을 중심으로 비교하고, 다중 개체에 있어서 가장 핵심인 관계(relationship) 개체가 어떻게 구현될 수 있는지, 실제 사례를 통해 살펴본다. 마지막으로 앞선 분석을 통해 다중 개체 모형을 적용하여 표준을 제정 할 때 고려해야 할 몇 가지 사항들을 정리해 본다.
Abstract
The multiple entity data model which contains metadata that associate two or more entities is applied recordkeeping metadata standard in recent years. This paper described and analyzed the recordkeeping metadata standard applying multiple entities such as ISO 23081, Australia recordkeeping metadata Standard, New Zealand recordkeeping metadata Standard, New South Wales recordkeeping metadata Standard, Queensland recordkeeping metadata Standard recordkeeping metadata Standard, South Australia recordkeeping metadata Standard, focusing on scope, the number of entities, category in entity, metadata elements. And shows some examples of relationship entity which is the key of multiple entity. As a result of the analysis, this paper suggests some consideration when recordkeeping metadata standard applying multiple entities is revised.
초록
본 연구는 현재 국제표준화기구(ISO)의 TC46/SC11에서 제정을 준비하고 있는 기록경영시스템(MSR) 표준의 개념과 주요 내용을 소개하고 그에 대한 우리나라 기록관리 분야에 대한 시사점과 개선 과제를 제안하였다. MSR은 ISO 9001과 같은 경영시스템 형식으로 제정되며, 실무지침의 내용은 ISO 15489를 크게 벗어나지 않으면서 기록관리가 조직의 경영과 정책, 시스템 구축 전략과 결합되도록 해 준다. 중앙 행정기관 중심으로 진행되는 현행 우리나라 기록관리 제도의 한계점과 최근 제기된 기록전문직의 전문성 논란에 대해 MSR은 적절한 대안을 제시해 줄 수 있다.
Abstract
In this study, the concepts and main ideas of the ‘Management System for Records(MSR)' standards which is being prepared by ISO(TC46/SC11) are explained. And the implications and prospects of MSR standards are suggested for the development of records management practice in Korea. The MSR has the same frame with the ISO 9001(QA system) and its main procedures are consistent with ISO 15489. Its methodology of record management can help organizations to integrate their records management with their own management and system development strategies. The MSR can provide good solutions to improve the national archiving policy and to solve the current argument about the professionalism of record managers.
