초록

기술혁신을 통한 국가경쟁력 강화를 목적으로 연구개발 투자 규모가 증가하고 있으며, 투자 효율성에 대한 관심이 높아지고 있다. 기록관리 분야에서는 국가기록원이 2008년부터 국가연구개발사업을 주도하고 있다. 이에 본 연구는 2008년부터 2022년까지의 국가기록원 용역 연구과제 111건을 대상으로 수행주체, 성과, 주제 등의 측면에서 기록관리 분야 연구개발사업을 분석하였다. 분석 결과, 연구 수행주체는 중소기업, 연구성과는 학술발표가 가장 많았으며, 연구보고서의 성과와 실제 성과 간 일부 차이가 있었다. 연구 주제 측면에서 기록물 형태는 종이문서, 국가기록원 업무 중에서는 전자적 관리체계 구축, 기록관리 업무 과정과 연구과제별 중심단어 빈도 기준으로는 보존에 대한 연구가 주로 수행된 것으로 나타났다. 디지털 전환 관련 빅데이터 활용과 지능형 기술 개발의 측면에서는 111개 과제 중 9%인 10건이 해당하는 것으로 나타났다. 따라서 연구 사업 종료 후에도 성과에 대한 사후 관리를 통해 연구개발사업의 효과성을 높여야 할 것이며, 연구 주제에 있어서는 보존 이외의 이관, 분류, 평가, 생산, 수집 등에 대한 연구와 디지털 전환에 대응하는 연구의 필요성을 확인하였다.

Abstract

The scale of research and development (R&D) investment is increasing to strengthen national competitiveness through technological innovation, leading to an increased interest in investment efficiency. In records management, the National Archives of Korea has been leading the national research and development project since 2008. Accordingly, this study analyzed R&D projects in records management regarding implementing organization, performance or outcomes, and subjects, targeting 111 National Archives of Korea contract research projects from 2008 to 2022. The analysis showed that small and medium-sized enterprises (SMEs) were the most likely to conduct research, the majority of the research outcomes were academic publications, and there were some discrepancies between the reported performance in research and the actual performance. In terms of research subjects, the most common type of records are paper or print documents, establishing an electronic management system among the National Archives’ works. In terms of the frequency of keywords in the records management process and research projects, it was found that research was mainly conducted on “preservation.” Meanwhile, only 10 cases, or 9% of the 111 projects, were found to be relevant in terms of utilizing big data and developing intelligent technologies related to digital transformation. Therefore, the effectiveness of the R&D project must be improved through follow-up management of the results even after the research project is completed. In addition, in terms of research topics, it was identified that aside from “preservation,” studies focusing on “transfer,” “classification,” “evaluation,” and “collection,” as well as research that responds to digital transformation, are needed.

2020년 일부 연구자에 의해 특정 부분만 연구되어왔던 “6·25전쟁 군사기록물”의 디지털화가 완료되었으며 대국민 공개로 전환되어 디지털화된 자료를 누구나 이용할 수 있게 되었다. 이 기록들을 어떻게 효과적으로 활용하고 기록적 가치를 창출할 수 있을 것인지에 대한 고민을 바탕으로 주로 관리하는 국가기록원, 전쟁기념관, 육군 기록정보관리단의 관리 현황 및 활용정보를 기반으로 경남 함양이라는 특정 지역을 대상으로 문제점을 분석하고 이를 보완할 수 있는 메타데이터 요소 개발과 디지털아카이브 구축, 전쟁 기록 간 연계성 강화, 교육 및 전시 서비스와 다양한 형태의 연구자료 제공을 제안한다.

국가기록원에서는 국민에게 소장하고 있는 공공기록물에 대한 접근점을 제공하기 위해 국가기록포털이라는 대국민 검색서비스를 운영 중이다. 그러나 지속적으로 검색 결과에 대한 이용자 만족도가 낮다는 의견들이 수렴되고 있으며, 그와 더불어 포털 이용률도 감소하고 있는 추세이다. 본 연구는 이러한 상황을 극복하기 위해 수행한 국가기록포털 검색서비스 품질 점검 연구의 후속 연구로, 국가기록포털의 문제점을 규명하고 그에 따른 개선안을 제안하고, 나아가 그 실효성을 검증하는 것을 목표로 한다. 선행된 품질 평가를 통해 국가기록포털의 주요 문제점으로 검색 도구의 저조한 성능, 검색 결과의 일관성 결여, 기본검색 기능 부재를 비롯한 6가지 문제점을 도출하였으며, 이에 대한 개선방안을 규명했다. 제안한 방안의 실효를 검증하기 위해 이 중에서 현실적으로 당장 도입 가능한 방안을 적용한 파일럿 시스템을 구축, 국가기록포털과 검색 성능 비교를 수행하였다. 평가 결과, 파일럿 시스템 검색 도구의 정확률, 재현율, MRR 모든 측면에서 유의미한 상승을 확인하였으며 그 효과를 입증하였다.

Abstract

The National Archives of Korea (NAK) operates the NAK Portal as a record search system. However, user search satisfaction is too low, and the number of visitors to the portal is gradually decreasing. This study identifies the portal’s issues, proposes feasible improvements, and constructs a pilot system to validate the solutions. The preliminary assessment revealed six major issues, such as poor search tool performance and the lack of consistency in search results. After clarifying the improvement measures, a pilot system was established and compared with the National Records Portal. The evaluation showed significant performance improvements in the pilot system, such as Precision, Recall, and Mean Reciprocal Rank (MRR).

국내 공공기관에서 행정정보 데이터세트는 체계적인 관리가 필요한 전자기록물로 인식된다. 이와 관련해 최근 국가기록원과 학계를 중심으로 기록관리 실행을 위한 구체적인 방안이 논의되고 있다. 본 연구의 목적은 향후 공공기관의 기록관리 실무 현장에서 데이터세트 평가선별 시 고려할 사항과 행정정보 데이터세트의 가치를 효과적으로 파악할 수 있는 평가지표의 개선방안을 도출하는 것이다. 본 논문은 이론적 배경 및 데이터세트의 평가선별 현황을 분석하여 데이터세트 평가선별에 필요한 고려사항을 도출하고, 기존 연구에서 제시된 평가지표의 개선방안을 제안하였다. 본 연구의 결과가 향후 공공기관 데이터세트 관리체계 정비와 관리 프로세스 보완에 관한 논의 활성화로 이어지기를 기대한다.

Abstract

In domestic public institutions, administrative information datasets are recognized as electronic records that require systematic management. In this regard, concrete measures for the execution of records management have been discussed recently in the National Archives of Korea and the academic field. This study seeks to derive a plan to improve evaluation indicators that can effectively grasp the value of administrative information datasets and the matters to be considered when evaluating and selecting datasets in the records management of public institutions. This paper analyzes the theoretical background and current status of dataset evaluation and selection, derives considerations necessary for this process, and proposes improvement measures for evaluation indicators presented in previous studies. The results of this study are expected to lead to the revitalization of discussions on maintaining the public institutions’ dataset management system and supplementing the management process in the future.
