초록
현재 폐교 사립대학의 기록물은 기록물분류체계가 부재한 상태로 문서고에 단순 보관되어 있는 상태이다. 폐교대학 기록물은 차후 쟁송과정에서 법적⋅증거적 가치를 가진 주요기록물이 될 수 있다는 점에서 보다 체계적인 관리가 요구된다. 따라서 본 연구는 기록물분류체계 부재로 인해 발생할 수 있는 불필요한 후속작업을 제거하고, 폐교대학 기록물 관리를 위한 실질적인 도구로 폐교 사립대학 기록물의 분류체계를 개발하였다. 이를 위해 현재 폐교 사립대학의 기록물 전담기관으로 지정된 한국사학진흥재단에서 보관하고 있는 13개교의 이관기록물 중 유일한 종합대학인 서남대를 본 연구의 사례로 선정하여 업무기능분석을 실시하고, 이관기록물 목록과 폐교과정에 대한 특이사항을 검토하였다. 그리고 국가기록원과 교육부의 대학기록물 보존기간 책정기준 가이드 를 참고하여 폐교대학의 특수성을 반영한 폐교 사립대학 기록물분류기준표를 제안하였다.
Abstract
Records at closed private universities are simply kept in stacks without the use of records classification systems. However, the systematic management of such records is needed as these are important records that have legal and evidential value during the litigation process. Therefore, this study intends to develop a classification system for recordkeeping at closed private universities aiming to eliminate unnecessary follow-up procedures that may occur because of the absence of a records classification system, and to develop practical tools for managing records at closed universities. To this end, Seonam University, among the 13 transfer records kept by the Korea Advancing Schools Foundation, was selected as the example for this study. The peculiarities of the closing processes and the catalogs of the transfer records were reviewed, and a business function analysis was conducted. Based on the Guidelines for Prescribing Retention Period of University Records by the National Archives and the Ministry of Education, a records classification system for the closed private universities was proposed for the Records Disposition Schedule to handle the uniqueness of closed universities.

2019년 10월 대통령 직속 4차산업혁명위원회는 투명하고 신뢰도가 높은 사회의 구축을 위해 공공문서의 원본, 수정본 및 변경 이력을 추적하고, 무결성과 진본 증명을 위해 블록체인을 활용한 공공문서 관리체계를 확립하여야 한다는 대정부 권고안을 발표하였다. 이후 기획재정부 등 정부는 공공분야의 블록체인 예산을 확대하여 공문서를 포함한 다양한 공공기록에 블록체인 기술을 적용한다는 확산전략을 수립하였다. 국가기록원은 2019년 블록체인 기록관리 플랫폼을 구축하고 2020년 현재 이를 활용한 다양한 기록관리 적용 가능성을 연구하고 있다. 이 논문은 1년간 진행된 블록체인 기록관리 연구 결과 중 일부로 블록체인의 트랜잭션 추적과 스마트 컨트랙트 기능이 기록관리에 어떻게 응용될 수 있는지를 정리한 것이다. 블록체인 기록관리의 주요 개념, 다양한 연구 및 사례를 통해 기본이해를 공유하고, 기록관리에 적용 가능한 업무기능을 발굴하여 설계하고 검증한 여러 모형을 제시하였다. 전통적 기록관리 방식을 대체하는 지능형 기술들이 공공업무의 투명성을 보다 효율적으로 보장 가능하다는 인식은 기록관리 전문가들에겐 위기이자 기회일 수 있다. 이 연구가 기록관리의 미래를 대비한 제도개선과 연구 활동에 도움이 될 수 있기를 기대한다.
Abstract
This study examines the possibility of applying various recordkeeping methods through a platform built in 2019 by the National Archives of Korea. In particular, it aims to develop a way to track and store transactions using blockchain and to design and present the method of records management automation using smart contracts. In this regard, a literature review, a system analysis of CAMS and MAM, interviews with the experts, designing, implementation, and the development of the system’s proof of concept were performed. These efforts resulted in the proposal of an archives and records management strategy utilizing blockchain, which guarantees transparency and accountability by preserving an audit trail on recordkeeping activities.

지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.
