초록
공공기관에서 생산된 기록물이 제대로 활용하기 위해서는 기록물 공개가 우선되어야 한다. 어떤 기록물이 어떤 시점에 공개되어야 하는지를 판단하는 것은 매우 까다롭고, 무엇보다 이러한 판단에는 다양한 이해관계가 얽혀 있기 때문에 관련 규정과 운영현황을 재검토해 볼 필요가 있다. 이를 위해 본 연구에서는 기록물 활용단계별 공개제도의 특성을 토대로 현재 운영하고 있는 공개제도의 문제점을 살펴보고, 국내외 공개제도 분석을 통해 보다 전문적으로 효율적인 서비스 제공을 위한 우리나라 공개제도 운영 개선방안을 제안하였다. 특히 통합형 공개제도 운용과 분리형 공개제도 운영의 장단점 분석을 통해 우리나라에 적합한 공개제도 운영모델을 구상하는데 초점을 두었다.
Abstract
In this study, the improvement plan for the appropriate archives opening system in this country was proposed, by searching for the optimal operating method of opening system of archival institutions through the foreign instances related to the integrated type operation and the separate type operation. The opening system in the archival institutions shall be operated in consideration of the characteristics of the preserved archives and the various values and contexts rather than riding on the administrative logics. 초록
이 연구는 연구기록물 관리제도 마련을 위한 기초연구로서 연구기록물의 개념을 정립하고, 기록관리 관점에서 연구기록물의 가치와 특성을 도출하는 것을 목적으로 하였다. 이를 위하여 ICA, IRMT, SAA, Harvard University와 국내 선행연구를 바탕으로 연구기록물의 개념과 유형을 정립하였다. 그리고 연구기록물의 가치를 분석한 결과, 연구진실성과 연구부정행위 해명을 위한 증빙적 가치, 후속연구 및 성실실패 제도에서 갖는 정보적 가치, 지식재산권 보호와 기술이전을 위한 자산적 가치가 있음을 확인하였다. 마지막으로 연구기록물의 특성을 유형별, 연구개발사업과 연구기록물의 결합관계, 연구기록물의 생산과 활용 연속성 관점에서 도출하였다. 공공기록물법의 전면 개정을 앞둔 현 시점에서, 이 연구의 결과로 도출된 연구기록물의 가치와 특성이 연구기록물 관리제도 마련을 위한 기초자료로 활용되기를 기대한다.
Abstract
This study, as the basic research for making research records management policies, aims to define research records and analyze the value and characteristics of research records from an archives and records management perspective. For these purposes, this study defines research records and their types by reviewing related studies. In addition, this study analyzed the following research records values: (1) evidence of research integrity and accountability with regard to research misconduct; (2) information for a succeeding study and an honorable failure; and (3) an asset for intellectual property rights and technology transfer. Finally, this study extracted the following characteristics of the research records: (1) each type of documents, data, and materials; (2) the archival bond between program and records; and (3) the continuity of production and use of the records. The findings from this analysis could be considered in revising related laws and policies.
