초록
공공기록물법 제정 20년이 넘었으나, 기록 외의 업무 등으로 기록관리 전문인력이 기록물관리에 몰입하기 어려운 현실이다. 기록관리 非 전문인력이 주류인 조직, 특히 개별 행위보다 부서장 중심 행위에 대한 몰입을 강조하는 육군에선, 기록물관리에 대한 몰입 및 전문성 발휘가 더 어려울 수 있다. 이에 따라, 본 연구는 육군 기록관리 전문인력의 전문직몰입과 조직몰입 간의 관계를 파악하고, 전문직성이 전문직과 조직에 대한 이중몰입에 미치는 영향을 알아보고자 하였다. 육군의 공식 승인을 받아 야전에서 기록물관리 임무 수행 중인 135명 중 104명(77.0%)으로부터 응답을 회수하여, 요인분석, 상관관계분석, 다중회귀분석 등을 실시하였으며, 평행모델을 접근법으로 채택하였다. 분석결과, 1) 전문직몰입과 조직몰입은 상호 보완적 관계로 이중몰입이 가능하며, 2) 자율성의 전문직성 강화가 오히려 조직몰입 향상에 기여한다. 3) 전문직성 중 소명의식이 높을수록 전문직몰입은 높아지지만 조직몰입은 낮아졌으며, 가치관에 의한 갈등은 전문직몰입과 조직몰입 모두를 떨어뜨리는 이중몰입의 공통결정요인으로 도출되었다. 본 연구를 통해 非 전문인력이 주류인 조직에서의 기록관리 전문인력이 갖는 전문직성의 의미를 고찰하고, 몰입 향상 방안을 도출할 수 있을 것이다.
Abstract
This study aims to identify the relationship between commitment to the profession and commitment to the organization, and the effect of professional development on the dual commitments to the organization and the profession. After establishing concepts through a literature review, the study designed a questionnaire survey in which 104 out of 135 (77.0%) record management field officials responded. This study provides a firm basis for urging the army to change its perception toward record management professionals’ specialty and their commitment to the profession. Furthermore, this change will ultimately lead to a higher commitment to the organization.
초록
이 논문은 한국기록관리학회지를 오픈액세스 학술지로 전환하는 과정을 기록한 것이다. 이 과정을 이해하기 위하여 상용DB업체와 학회, 공공DB운영기관 사이에서 벌어진 저작권을 중심으로 한 갈등과 업체와 도서관 사이의 학술DB 가격에 대한 갈등문제를 설명하였다. 또한 최근 국내의 문헌정보학 분야와 인문사회분야 학회들의 오픈액세스 선언의 의미를 설명하였다. 한국기록관리학회지를 오픈액세스로 전환하는 과정에서 부딪힌 출판비 문제, 논문 유통의 문제, 학술지 출판과 관련한 제도의 변경 등 학술지 출판사로서 실무적인 사안들을 처리한 방법과 과정을 기록하고 문제점들도 드러내고자 했다. 또한 이 논문은 기록관리학회지의 오픈액세스 전환을 학술논문의 지식커먼즈를 실현하려는 과정으로 설명하였다.
Abstract
This paper is a record of the transitioning of the Journal of Korean Society of Archives and Records Management to open access. To understand this process, this paper explains the meaning of the conflict over the copyright among commercial journal aggregators, scholarly societies and public sector aggregators. In addition, this paper explains the declarations for open access transition in scholarly societies in the fields of library and information science and other humanities & social sciences in Korea. This paper records the practices and problems that the scholarly society as a publisher has faced in related to securing the journal publication cost, expanding the channels of distribution, and reforming the regulation of the journal. This paper also attempts to understand this transition process as making a knowledge commons.

본 논문은 “공공정보의 대중화를 통해 시민의 알 권리를 실현하고 사회 전반의 투명성과 책임성을 높여나가는 것을 목적”으로 설립된 시민사회 단체인 ‘투명사회를 위한 정보공개센터’에서 <1997 외환위기 아카이브>를 만든 과정을 소개한다. 소규모 시민사회 단체에서도 충분히 주제 아카이브를 만들 수 있다는 다소 낙관적인 판단에서 작업을 시작했으나, 부족한 자원과 역량으로 아카이브를 구축하면서 많은 좌충우돌과 좌절, 그에 따른 방향의 수정이 거듭되었다. 하지만 시민이 주도하는 아카이브 고유의 필요와 의미에 공감하는 많은 사람들의 기여를 통해 난관을 극복하고 아카이브를 구축할 수 있었다. 논문에서는 구축 과정에 대한 소개와 함께 구체적인 어려움과 필요했던 역량들이 무엇인지, 특히 기록관리 분야에서 어떤 지식과 도움이 필요했는지 정리하였다. 아직 이용자 수는 2천명 남짓이지만 <1997 외환위기 아카이브>가 우리 삶의 토대를 흔들었던 과거를 우리 스스로의 힘으로 기억하고 재구성하는 좋은 사례로서, 그리고 더 나은 결정들에 조금이나마 보탬이 되는 도구로서 오래 기능하기를 바란다.
Abstract
This paper introduces the process in which the Center for Freedom of Information, founded for the public’s right to know by disseminating public information, was created <Archives of 1997 Korean Financial Crisis>. Building archives with scarce resources and capacities has resulted in a number of troubles and frustrations, and the need for reorientation. However, through the contributions of many people empathizing with the unique needs and meanings of citizen-led archives, difficulties were overcome, and archives were built. This paper summarizes the specific difficulties and capabilities required in this process, especially the knowledge and assistance needed in the field of records management. Although much research is necessary, the archives serve as an example of remembering and reconstructing the past when the 1997 Crisis Archives had shaken all the foundations of people’s lives, and a tool to guide decision-making.
