초록
우리의 우수한 기록문화에도 불구하고, 현재 공공기록물 관리 실태의 수준이 열악한 원인을 분석하여 효율적인 공공기록물 관리과정을 모색하기 위해 1948년 정부수립 이후 2006년 현재까지 시행된 공공기록물의 관리에 관한 법규인 ‘정부처무규정’, ‘정부공문서규정’, ‘사무관리규정’, ‘공공기관의기록물관리에관한법률’, ‘공공기록물 관리에 관한 법률’을 중심으로 분석하였다. 분석내용은 공공기록물의 개념, 관리기관과 기록물 생애주기에 따른 접수와 등록, 분류와 편철, 보존, 열람, 폐기와 서고관리를 중심으로 기록물의 관리제도의 역사적 변천과정을 통시적으로 고찰하였다.
Abstract
The purpose of this study is to examine the historical course of legislations on management of public records, analyse the transition process of records management systems on the basis of the life cycle of records, and eventually provide an effective measure reflecting the environment of public records management in Korea. It is significant that this study may provide better understanding of records management systems in Korea through the analysis of legislations with relation to public records management.
초록
기록관은 이용자의 다양한 요구에 따라 변화하여 왔다. 초창기 기록관에서의 업무 수행은 자료의 수집 및 보존에 치중되었지만, 지금은 자료의 보존 뿐 아니라 활용에 대하여 많은 관심을 갖고 있다. 따라서 기록관들은 이용자 중심의 적극적 서비스를 제공하기 위하여 많은 노력을 기울이고 있다. 본 연구에서는 중앙기록물 관리기관인 국가기록원에서 2005년 서비스혁신팀을 신설하여 지난 2년간 수행한 각종 서비스 프로그램을 소개하고 이와 병행하여 선진기록국인 미국립기록관리청, 영국 기록관리청에서 수행하는 기록정보 서비스 내용을 소개하여 향후 벤치마킹을 할 수 있도록 하였다. 아울러 새로운 이용자를 창출하기 위한 서비스 프로그램 영역의 확대와 기록홍보의 중요성을 제언하면서 선진기록관의 기록정보 서비스 표준지침을 수록하여 국내 기록관련 유관기관의 향후 기록정보 서비스 정책을 수립하는데 기초 자료로 제시하였다.
Abstract
Archival organizations have been evolving to varying users' needs. The main functional focus of earlier archival organizations has inclined to collection and preservation of data, but their current interests expand to utilization of the data collected. Therefore, today's archival organizations endeavor to procure user-oriented archival information service. This study highlights the programs initiated in last two years by ‘Service Innovation Team', a special task force of National Archives of Korea organized in 2005, and presents comparative analysis of those programs with respect to the existing archival systems of National Archives and Records Administration of USA and The National Archives in UK. Additionally, the study, while emphasizing the importance of enlarging and diversifying service programs as well as promoting public awareness over archive resources, introduces the service standards of advanced nations as benchmarks for future archival service policies of pertinent organizations.

기록관리혁신이 지방행정기관까지 확산되고 있는 지금, 지방공기업에서 생산되는 기록물도 행정적인 가치와 지방 고유의 성격을 지닌 공공기록물로서 체계적인 관리와 보존이 필요하다는 문제의식에서 부산광역시 산하 지방공기업을 대상으로 기록물 관리 현황을 파악하고자 하였다. 부산광역시 산하 11개의 지방공기업 중에서 공공기록물 관리에 관한 법률에서 기록물 관리를 해야 하는 대상기관으로 지정하고 있는 지방공사와 공단 5개 기업을 대상으로 사례연구를 실시하였고, 문헌연구와 담당자와의 면담 및 전화인터뷰를 실시하여 연구에 필요한 자료를 획득하였다. 그리고 이를 바탕으로 기록물 관리 현황을 파악하고 문제점을 지적하여 개선방안을 도출하고자 하였다. 기록물 관리 현황은 생산접수, 분류정리, 이관폐기, 보존, 활용으로 나누었고 기록관의 설치 및 전문인력의 배치 여부, 그리고 구체적인 계획이 수립되어 있는지를 알아보았다. 지방공기업의 기록물 관리 업무를 개선하기 위하여 기관 내의 인식변화와 지방자치단체 및 국가기록원의 지도와 감독을 제안하였다.
Abstract
The purpose of this study is to examine the present conditions and to raise several points on the records management of the local public enterprise. On the basis of these finding we shall offer remedies to raise the efficiency of records management. Five local public enterprises under the umbrella of Busan Metropolitan City were selected. They supplied a general picture of the actual management status of public records. To improve the task of records management in local public enterprises, certain topics need to be addressed. Local Government should emphasize the importance and necessity of records management to all the staff of the local public enterprises. And the local autonomous entities and National Archives & Records Service should impose a duty on the records management of public enterprises and supervise it regularly.

본 연구는 기록관리 메타데이터에 관한 국제표준인 ISO 23081과 호주와 영국의 메타데이터표준 그리고 우리나라의 공공기록물에 나타난 메타데이터요소를 분석하여 국제표준에 부합하는 현용전자기록물 메타데이터 요소를 제안하는데 그 목적이 있다. 여기에서 제안한 메타데이터 요소는 전자기록물의 진본성, 신뢰성, 무결성, 가용성을 강화하는 기본적인 요소들이므로 행정기관뿐만 아니라 전자기록물을 생산하고 관리하여 활용하는 환경에서는 모두 적용가능하다. 이 요소는 국제표준에 입각하여 설계한 것이므로 우리나라의 기록관리 메타데이터표준 제정시 또는 전자문서시스템 개편시 기초자료로 활용될 수 있을 것이다.
Abstract
This is a study based on the discussion of current electronic recordkeeping Metadata Standards. These standards form the basis for the International Standards. By analyzing ISO 23081, as well as the Metadata Standards used in Australia, England, and in the public records of Korea, the following were observed. This study puts forward the Metadata elements that apply to current electronic records and recognize their relevance and importance. Those elements can be used as the basis for establishing a future Korean Electronic Records Metadata Standard.
