초록
본 연구는 2011년 1월부터 전국의 각급학교에서 사용되고 있는 기록관리기준표를 대상으로 각 단위과제에 책정된 보존기간의 적합성여부를 분석하였다. 기록물분류기준표에서 기록물 철단위로 책정되었던 보존기간은 기록관리기준표 도입 이후 단위과제 단위로 보존기간이 재 책정되었다. 그러나 재 책정된 학교기록물의 보존기간은 기록물관리법에서 공공기관을 대상으로 규정하고 있는 7개의 보존기간을 그대로 적용하고 있다. 따라서, 학교기록물의 단위과제에 책정된 보존기간에 대하여 법령 및 지침, 설문결과, 해외사례 측면에서 다각도로 적합성여부를 분석하였다.
Abstract
This study analyzes the relevance of retention period assigned for each unit task based on the table of records management standards that has been used in schools around the country since January 2011. Retention period, which used to be appropriated on the basis of a record file in the classification scheme, has been re-appropriated on the basis of unit tasks after the table of records management standards have been introduced. However, the new retention period of school records directly apply the 7 retention periods defined for public institutions according to Public Records Management Act. Therefore, this study attempts to analyze the relevance of retention period for school records appropriated for unit task from various angles regarding laws, indexes, survey results, overseas cases.
초록
국내에서 기록학 연구가 본격적으로 이루어진 지 14년을 경과하면서 기록분류와 관련하여 어떤 연구들이 이루어졌고 주요 이슈는 무엇이었는지를 살펴볼 필요가 있다. 이 연구에서는 먼저 공공기록물관리법과 연구논문에 등장하는 분류 관련 용어를 조사함으로써 분류론의 범주를 정리하였다. 국내 학술지 논문을 대상으로 기록분류와 관련된 35편의 논문을 선별하였으며, 이에 대한 분야별 내용 분석을 실시하였다. 논문들의 내용과 특징, 한계를 밝힘으로써 기록분류 연구가 현장의 문제에 어떤 해법을 제시했으며 이론적으로는 어느 정도의 수준에 도달했는지 살펴보았다. 이러한 분석과 해외 연구 동향, 국내 현장의 수요 등을 고려하여 앞으로의 과제를 제안하였다.
Abstract
The study aims at reviewing research trends of records classification and archival arrangement, analysing issues, and suggesting futures tasks in related research area. It starts with defining research categories of records and archives classification through analysing the term of ‘classification' being found in the Public Records Management Act. Thirty five research papers which are covering classification of records and archives and published in 1980's are selected for contents analysis. Considering the analysis of domestic and foreign research, and the practical needs, it makes clear the issues and tasks for future research. The study concludes with emphasizing more empirical research for guiding records and archives management and reformulating archival theories in electronic environments.
