초록
이 연구는 교육청 소속 기록연구사들의 직무를 분석하여, 그 중요도, 난이도, 수행 빈도를 분석하고 이를 바탕으로 교육청 기록관리 업무 환경과 문제점을 파악하여 개선 방안을 마련하기 위한 것이다. 문헌조사와 운영규정 분석을 통해서 교육청 기록관리 업무를 5개 업무영역 24개 업무요소로 도출하였으며, 업무영역별, 업무요소별 중요도, 난이도, 수행 빈도를 파악하기 위하여 교육청 소속 기록연구사를 대상으로 설문을 실시하였다. 조사 결과를 IPA기법을 활용하여 중요도와 수행 빈도, 중요도와 난이도를 교차하여 분석하였고, 이를 통하여 교육청 소속 기록연구사의 업무 환경에서의 문제점을 진단하고 개선방안을 제시하였다.
Abstract
The purpose of this study is to prepare a plan for the improvement of the tasks of record managers in offices of education by understanding the details of their work; analyzing the importance, difficulty, and performance frequency of their tasks; and investigating their working environment and the problems of record management in offices of education. For this purpose, through a literature review and an analysis of related conditions, this study drew out 5 task domains and 24 detailed record management tasks in offices of education. To investigate the level of importance, difficulty, and performance frequency of the drawn-out task domains and task factors, this study conducted a questionnaire survey on record managers working in offices of education and analyzed the survey results using the IPA technique by crossing the level of importance, difficulty, and performance frequency. Based on the survey results, to improve the tasks of record managers in offices of education, and strengthen their task competency, a plan for improvement was suggested.

본 연구는 기록물관리전문요원의 직무 만족과 조직몰입도 향상을 위한 교육프로그램 개발을 목적으로 국가기록원에서 실시하는 기록물관리전문요원을 위한 교육프로그램이 실제 전문요원의 직무 만족 및 조직 몰입에 미치는 영향에 대해 알아보기 위해 현직의 기록물관리전문요원을 대상으로 설문 조사를 실시하였다. 분석 결과와 기록물관리전문요원의 요구사항을 바탕으로 기록 관리에 관한 지식이나 기술의 충족과 더불어 직무 만족 및 조직 몰입을 향상시킬 수 있는 교육 프로그램을 제안하였다. 본 연구에서 제안한 국가기록원의 교육프로그램은 기록물관리전문요원의 직무 만족 및 조직 몰입을 향상시키면서 기록물관리전문요원에게 요구되는 전문 분야에 대해 보다 확장된 전문성을 획득할 수 있고, 변화하는 환경에 능동적으로 대처할 수 있는 역량을 강화할 수 있는 이점이 있다.
Abstract
This study conducted a survey targeting incumbent records managers and archivists to examine the effect of the training program executed by the National Archives of Korea on the job satisfaction and organizational commitment of actual record managers. Based on the results, this study proposed a training program that could improve job satisfaction and organizational commitment, based on the analysis results and the requirements of record managers and archivists, while fulfilling the knowledge and technology demand for records management. The training program of the National Archives of Korea proposed by this study has the following advantages. Records managers and archivists can acquire more professional skills that their field require them while feeling satisfied with their duty and becoming more immersed with their organization. In addition, they can also actively enhance their ability to cope with the variable environment.
초록
대통령기록관 전시관을 방문하는 이용자 중 유치부와 초등학생들의 누적 인원이 전체 이용자의 절반에 가깝지만 이들을 위한 공간이 부족한 실정이며, 대통령기록관에서 실시하는 프로그램은 전시관람 및 현장 견학 수준에 머물러 있다. 아동발달이론에 근거하여 이들을 대상으로 대통령 기록물의 가치를 효과적으로 전달하기 위한 하나의 방법이 체험전시임을 고려할 때, 최근 주목받고 있는 체험경제이론(4Es)이 제시하는 체험요소인 엔터테인먼트(Entertainment), 교육(Education), 현실도피(Escapist), 그리고 미적(Esthetic) 4가지를 적용하여 대통령기록관의 어린이 체험전시관 프로그램을 제안하고자 한다. 어린이 체험전시관을 통해 대통령기록관은 전 시대를 아우르는 문화소통의 장으로 거듭나는 계기가 될 것이다.
Abstract
The space designated for kindergarten and elementary school students, who accounted for half of all users of the presidential archives, is now lacking, with the archives’ programs focusing on exhibitions and field trips. With this, an experience exhibition is seen as the most effective way to communicate the value of presidential records and archives based on the theory of cognitive development. Therefore, this study proposes an experiential exhibition program for children about presidential archives based on the experience economy under theories that are recently getting attention. The Presidential Archives through the Experiential Exhibition program for children proposed by this study will become a place for the cultural communication of all generations.

본 연구는 중앙행정기관의 정보공개제도 운영의 문제점을 파악하여 보다 효과적인 정보공개제도를 운영하기 위한 개선 방안을 제시하는 것이 목적이다. 이를 위해 문헌조사에 의한 이론적 연구와 기관별 정보공개제도 운영 현황, 설문조사에 의한 실증적 연구를 병행하여 문제점을 도출하였다. 도출한 문제점에 대한 개선방안으로는 정보공개 전담 부서 설치 및 업무 증가에 따른 인력 배치 등의 제도 개선, 통일성 있고 표준화된 사전정보공개제도 운영 지침의 필요성, 원문정보공개제도 교육 횟수의 확대 등이 있다.
Abstract
This study aims to present the reorganization plan for the effective operation of the Information Disclosure System by researching on problems with regard to the system’s actual operation. For that purpose, this study has examined issues by conducting an investigation regarding a survey by personnel in charge of the system as well as the status of the Information Disclosure System in central administrative agencies. By examining the issues presented, a number of problems were identified for which this study suggests plans for solutions. The solutions proposed in this study are as follows: a) all agencies must establish a department dedicated to information disclosure and improve their system to meet any increase in the amount of work by flexibly allocating human resources according to the workload, b) a uniform and standardized operation guide must be created, c) education programs with regard to the original Information Disclosure System should be expanded, and d) so on.

‘군위안부’ 관련된 문제해결과 올바른 역사교육을 위해 ‘위안부’ 관련 기록물들은 체계적으로 관리될 필요가 있다. 현재 국가기록원에서는 국가지정기록물로 관리되고 있는 ‘위안부’ 관련 기록물들은 일부에 해당하며 ‘위안부’와 관련하여 다양한 활동을 활발히 하고 있는 민간기관에서 일본군‘위안부’ 관련 기록물들을 다양하게 소장하고 있다. 민간기관의 수도 한 곳이 아닌 여러 곳이며, 각 기관에 소장되어 있는 기록물들은 문서류뿐만 아니라 시청각 기록물류, 박물류로 다양한 유형을 가지고 있다. 본 연구에서는 각 민간기관의 일본군‘위안부’ 관련 기록물들을 통합적으로 관리하기 위하여 통합 메타데이터 스키마 구축을 제안하였다. 먼저 일본군‘위안부’ 관련 기관 및 단체와 기록물의 유형 및 특징을 조사하고 분석하였다. 또한 여러 기관의 기록물들을 통합하여 새로운 기준으로 분류하고, 기록물의 유형 및 특징을 참고하여 국가표준인 국가기록원의 기록관리 메타데이터 표준을 기반으로 스키마를 제안하였다.
Abstract
Records and archives on military sexual slavery should be managed systematically due to its historical and educational values. Currently, the National Records Designation related to the military sexual slavery by Japan are managed in various related organizations including the National Archives of Korea. Some private institutions have diverse collections on the military sexual slavery by Japan. They have a collection of various types of records and archives. This study aims to build an integrated metadata schema for managing the records and archives on the military sexual slavery by Japan. To achieve this goal, this study examined the institutions and organizations related to the military sexual slavery by Japan, and analyzed the types and characteristics of their records and archives. Based on the results, a metadata schema was proposed for the records and archives of the “Military Sexual Slavery by Japan.”
